National Defense Commission Releases Statement on DPRK-US Relations

The National Defense Commission [NDC], the DPRK government’s highest authority and supreme power organization, issued a spokesman’s statement on 12 October (Saturday) which it said “revealed the deceptive nature of the rhetoric about non-aggression on the DPRK made by the U.S. recently, and principled stand of the DPRK on the DPRK-U.S. relations.”  The NDC’s statement said that the United States should “lift all steps for isolating and stifling the DPRK” including the removal of preconditions for a US-DPRK dialogue and the suspension of sanctions against the country over its advanced weapons and space programs.  The NDC’s statement was released the same day as an editorial in Rodong Sinmun protesting ongoing joint US-ROK exercises in the East Sea (of Japan) which said that the “DPRK is possessed of powerful nuclear deterrence capable of foiling the enemies’ moves for a nuclear war at a strike and blowing up their strongholds” and that “if the U.S. and south Korean bellicose forces ignite a nuclear war despite the DPRK’s repeated warnings, it will mobilize all its war deterrents and deal fatal blows at the provocateurs and thus achieve lasting peace on the Korean Peninsula.”

According to KCNA, the NDC statement said that “on October 3 U.S. Secretary of State Kerry said that if the DPRK starts denuclearization first, the U.S. will be ready to have dialogue with it and that if it becomes clear that the DPRK started denuclearization, Washington will open peaceful relations with Pyongyang and sign a non-aggression pact” and that Secretary Kerry’s “remarks, which mean that the U.S. will enter into friendly relations with the DPRK after it is left bare-handed, are the height of American-style impudence and craftiness.”  The statement also said that the DPRK is “well aware that even though it clamored for non-aggression, the U.S. is running the whole gamut of intrigues to lead the DPRK to ‘change’ and ‘collapse’, while persistently opposing the withdrawal of its aggression troops from south Korea” and that the “U.S. call on the DPRK to lay down arms and remain bare-handed is an intolerable mockery and insult to the army and people of the DPRK.”  The NDC said that “it is disgusting to see the U.S. playing the role of a leading character with high skill in the charade” and that US proposals “for non-aggression cannot guarantee peace and security on the Korean Peninsula but the nuclear-armed revolutionary forces for self-defense of the DPRK can defend and guarantee everything.”

The NDC’s statement also said :

 If the U.S. truly wants to improve the relations with the DPRK, it has to properly understand the DPRK and behave as befitting a big power.

The DPRK is no longer a small and weak country which used to be in the past when it was hacked at the point of bayonets of big powers for it had neither sovereignty nor arms.

The U.S. is seriously mistaken if it thinks it can frighten the army and people of the DPRK through the “gunboat” offensive, with which it used to browbeat the world and bring its rival to its knees in the past, and through the superiority in the air based on latest science and technology, and can hurt the DPRK through the vicious moves for isolating and stifling it politically and economically.

The U.S. tragedy is that it does not know about the DPRK which is demonstrating its strong spirit and its army and people who love and value their country more than their own lives.

If the U.S. truly wants to mend the relations with the DPRK, it should properly understand the DPRK supported even by tens of millions of south Koreans, and behave itself as befitting a big country.

The U.S. should no longer talk about dialogue and improvement of relations with preconditions nor maintain the brigandish insistence that non-aggression is possible only when the DPRK dismantles its nuclear weapons first.

The army and people of the DPRK can discern the ulterior intention concealed in the dialogue and non-aggression proposed by the U.S.

The U.S. should discard the old way of thinking and outdated stand and abandon the threadbare hostile policy toward the DPRK, before it is too late.

For a good while the U.S., when meeting with DPRK officials behind closed doors, used to talk volubly that Washington has no intent to pursue policy hostile toward the DPRK. In recent public appearances Washington is working hard to build public opinion, claiming that it has neither hostile policy toward the DPRK nor willingness to replace the regime in the DPRK by attacking it. But in actuality it is working hard to realize its attempt at the regime change while systematically escalating all sorts of sanctions, isolation and blockade against the DPRK after invariably labeling it as part of “an axis of evil” and a “rogue state” behaving contrary to “law standard” and “international cord of conduct.”

The situation goes to fully prove that the U.S. assertions that it has neither hostile policy toward the DPRK nor intent to attack it are a poor farce for deceiving the public at home and abroad and mocking at the army and people of the DPRK.

If the U.S. wants to escape the pent-up grudge and retaliation of the army and people of the DPRK, it should drop its old way of thinking and outdated stand and make a bold decision to roll back its old hostile policy toward the DPRK before it is too late.

The U.S. should clearly understand the meaning of the denuclearization of the Korean Peninsula and lift all steps for isolating and stifling the DPRK.

The denuclearization of the Korean Peninsula is the consistent policy goal set forth by the DPRK government. It calls for the denuclearization of the whole Korean Peninsula including south Korea.

This denuclearization is a peace-loving and powerful physical means for defusing all the U.S. nuclear threats to the DPRK and denuclearizing the world.

If the U.S. continues threat and blackmail against the DPRK, the DPRK will get more time in its favor and the U.S. will only precipitate its miserable end.

In other words, the DPRK will prosper with increasing vigor and strength, as it has smaller, diversified and precision nuclear weapons, but the U.S. will remain as a bubble marginalized in history.

The U.S. should, first of all, lift all the sanctions it imposed against the DPRK under absurd charges, if it wants to get rid of the present poor situation.

It should stop resorting to the stereo-typed nuclear blackmail against the DPRK.

The further the U.S. escalates its nuclear threat and blackmail, the deeper it will find itself in self-contradiction and bottomless labyrinth.

What we would like to emphasize is that the U.S. should take a bold decision to halt at once all the provocations against the DPRK including war exercises which aim at bringing down its social system and territorial invasion.

Explicitly speaking, the U.S. should make a policy switchover by withdrawing all the measures it has taken to isolate and stifle the DPRK as part of its greedy pivot to Asia-Pacific strategy.

Herein lies the way for improving the DPRK-U.S. relations and guaranteeing peace and security not only on the Korean Peninsula but in the U.S. mainland.

 

General Staff Statement Says KPA “Ready to Promptly Launch Operations Any Time”

The Korean People’s Army [KPA] General Staff issued a statement on 7 October (Monday) which said that the KPA’s “the units of all services and army corps level of the KPA received an emergency order from its supreme command on October 5 (Saturday) to reexamine the operation plans already ratified by it and keep themselves fully ready to promptly launch operations any time” in response to ongoing joint US-ROK maritime exercises under way in the East Sea (Sea of Japan).  The General Staff described the routine exercises, scheduled from 30 September to 13 October involve the aircraft carrier USS George Washington Carrier Strike Group and include anti-submarine and anti-surface warfare drills, air defense exercises and education and cultural exchanges.  The KPA General Staff also said that the US “should bear in mind that the more frequently and the deeper its imperialist aggression forces’ nuclear strike means including the nuclear carrier enter the air above the vicinity of the Korean Peninsula and waters off it, the more unpredictable disasters their actions will cause” and that the “U.S. should bear in mind that the Korean people and army are highly alerted to promptly and confidently cope and foil blatant provocations of any hostile forces in the world with its own powerful military muscle.”

According to KCNA, the spokesman for the KPA General Staff statement said:

The situation on the Korean Peninsula is now getting strained again though the tension had been defused thanks to the patient efforts on the part of the DPRK.

This is entirely attributable to the persistent anti-DPRK military confrontation of the U.S. and Japanese aggressors and south Korean puppet forces.

As already reported, the nuclear-powered carrier strike group of the navy of the U.S. imperialist aggression forces entered Pusan Port again at dawn of October 4. It participated in the DPRK-targeted joint naval maneuvers which had been under way secretly in the East Sea of Korea since September 30.

This strike group is made up of the U.S. super-large nuclear-powered carrier George Washington with at least 100 nuclear bombs aboard, many guided-missile destroyers, cruisers, submarines and escort warships, etc.

It is reported that the strike group will get involved in the DPRK-targeted large-scale joint naval strike maneuvers in the South Sea of Korea from Tuesday together with warship groups of the Japanese aggression forces and south Korean puppet navy.

Now the U.S. imperialists are openly advertising that the drills to be staged with the aircraft carrier task force as an axis are a planned military offensive to pressurize the DPRK in a bid to deter its possible “provocations” including nuclear test and missile launch and lead it to “changes” desired by them.

This clearly proves that the remarks of such high-ranking officials of the U.S. Obama administration as the secretary of State that the U.S. neither pursues a hostile policy towards the DPRK nor has the will to attack it are sheer lies.

The gravity of the situation is that all these military moves are timed to coincide with the adoption of the “tailored deterrence strategy” presupposing a preemptive strike at the DPRK between the master and its servant.

In this connection, the units of all services and army corps level of the KPA received an emergency order from its supreme command on October 5 to reexamine the operation plans already ratified by it and keep themselves fully ready to promptly launch operations any time, watching with high vigilance every move of the U.S. and Japanese aggressors and the puppet forces.

The U.S. should bear in mind that the more frequently and the deeper its imperialist aggression forces’ nuclear strike means including the nuclear carrier enter the air above the vicinity of the Korean Peninsula and waters off it, the more unpredictable disasters their actions will cause.

The U.S. will be wholly accountable for the unexpected horrible disaster to be met by its imperialist aggression forces’ nuclear strike means as it is deploying them regardless of the time.

In this regard the DPRK invariably holds that if the U.S. administration stands for the denuclearization of the Korean Peninsula and is interested in the peace and security in the region, the U.S., not the DPRK, should make a decision to move first.

Because it is none other than the U.S. which adopted an extremely hostile policy toward the DPRK, spawned the nuclear issue on the peninsula and has posed a constant nuclear threat to it.

The U.S. should bear in mind that the Korean people and army are highly alerted to promptly and confidently cope and foil blatant provocations of any hostile forces in the world with its own powerful military muscle.

The same day (5 October) that the General Staff states that “the units of all services and army corps level of the KPA received an emergency order from its supreme command on October 5 to reexamine the operation plans already ratified by it and keep themselves fully ready to promptly launch operations any time,” an editorial denouncing the joint US-ROK military exercises was published in Rodong Sinmun which said, in part:

The maneuvers to provoke a war of northward aggression by the US imperialists and South Korean puppet warmongers are heading toward a reckless stage. As reported, the South Korean puppets are attempting to bring in the US nuclear-powered aircraft carrier “George Washington” and perpetrate a joint maritime exercise in the East Sea of Korea. The fact that a US nuclear-powered aircraft carrier is crawling into South Korea at an acute juncture when North-South relations lie between dialogue or confrontation is an issue that should not be overlooked with indifference. For warmongers at home and abroad to deploy a nuclear-powered aircraft carrier in a large-scale joint maritime exercise opposing us is very dangerous, reckless behavior aimed at destroying the atmosphere of dialogue and peace and once again driving the situation toward the worst confrontational phase, as well as a direct challenge and overt military threat to our peaceful efforts.

Although the puppets have clamored that this war exercise is an “annual” event and “preparation against provocation,” there is no one who will heed such cheap wordplay. The very fact that a nuclear-powered aircraft carrier, which is equipped with all types of cutting-edge firepower equipment such as scores of latest fighter jets and missiles and commands 20 ships — including a nuclear submarine, cruiser, and destroyer — is a serious military provocation and a prelude to a war of northward aggression. Moreover, given the fact that the USS “George Washington” is a war monster that gained notoriety in the hotspots of the world in the past, the situation is very grave.

The United States and the puppet warmongers have already carried out a nuclear strike exercise targeting us while continuously introducing nuclear strategic bombers in the airspace above South Korea during the “U’lchi Freedom Guardian” joint military exercises held last August. Following this, they are frantically attempting to conduct joint maritime exercises by once again bringing in a nuclear-powered nuclear aircraft carrier. This clearly shows what reckless stage the war provocation attempt of northward aggression by warmongers at home and abroad has reached.

There are three differences between the General Staff’s 7 October statement and the 5 October Rodong editorial.  The General Staff’s statement refers to an “an emergency order from its supreme command” and it says that KPA service branches and corps units are “fully ready to promptly launch operations.”  The statement also directly alludes to US Secretary of State John Kerry’s remark on 2 October that “We are prepared to have a peaceful relationship with North Korea. We are not engaged in regime change. We are prepared to sign a non-aggression agreement — providing North Korea decides to denuclearize and to engage in legitimate negotiations to achieve that end.”  The KPA General Staff’s statement follows up another 7 October statement of the Committee for the Peaceful Reunification of Korea (f.k.a. the Committee for the Reunification of the Fatherland) reacting to the US-ROK policy of “bilateral strategy for tailored deterrence” announced at the 45th Security Consultative Meeting held between US Secretary of Defense Chuck Hagel and ROK Minister of National Defense Kim Kwan-jin in Seoul on 2 October:

The U.S. is trying to ignite a nuclear war while talking about “sign of the use of nuclear weapons” by the DPRK on the Korean Peninsula, the statement noted, and went on:

The military confab for aggression has created a touch-and-go situation in which an accidental case or a misjudgment may lead to a nuclear war.

It is illogical for the Park Geun Hye regime to cry out for “dismantlement of nuclear weapons” and “denuclearization” of the DPRK while openly revealing its scheme for a nuclear war against the DPRK in league with the U.S.

The U.S. and the puppet regime are trying hard to put political and military pressure on the DPRK, deter the DPRK’s offensive for dialogue and peace and escalate the tensions through frantic nuclear war provocation moves and thus attain without fail their aggression purposes. This only heightens the indignation of the army and people of the DPRK.

Should the U.S. and the puppet forces opt for the provocation of a nuclear war against the DPRK, defying its warnings, it will resolutely counter them.

The U.S. imperialists and the puppet forces should not run amuck, clearly aware of the spirit of the army and people of the DPRK to annihilate enemies.

The General Staff’s statement also builds on a lengthy statement released by the National Defense Commission [NDC] Policy Department on 4 October (Friday) which contained only generic references to the ROK “conspir(ing) outsiders under the pretext of leading the DPRK to ‘change.’”  Unlike the the General Staff’s statement, the NDC Policy Department’s statement was a catalogue of the DPRK’s grievances against the ROK including the Park Administration’s approach to inter-Korean relations, a speech made by ROK President Park Geun-hye and ROK military parade that included the Hyunmoo-2 short-range ballistic and the Spike anti-tanks missiles.  The NDC Policy Department statement was paired with one on 5 October (Saturday) from the Committee for the Peaceful Reunification of Korea.  This appears to be a publicity tactic by the DPRK’s image makers in which a statement issued from a key security organization is released with a statement from a key civilian organization.  In releasing the KPA General Staff’s statement, the process was reversed; the Committee for the Peaceful Reunification of Korea statement was the lead-in for that of the General Staff.  This may be a matter of balancing the institutional affiliation of the DPRK’s message bearers.  It could indicate a certain degree of solidarity (and policy agreement) among senior DPRK military and civilian policymakers on the country’s interactions and relations with the ROK.

This was the first statement released by the KPA General Staff since April 2013, a period in which inter-Korean relations were tense and security on the Korean Peninsula was fragile.  In April the KPA General Staff issued two statements, one on 4 April which objected to the B-52 bomber’s participation in joint US-ROK military exercises and another on 12 April which denied DPRK involvement in cyberattacks on ROK institutions.

The statement also marked the first significant public activity by the General Staff since the August 2013 appointment of Gen. Ri Yong Gil as chief.  Gen. Ri, former commander of the hardline forward-deployed V Army Corps, attended a 29 March 2013 meeting chaired by DPRK leader Kim Jong Un (Kim Cho’ng-u’n) at which “he signed the plan on technical preparations of strategic rockets of the KPA, ordering them to be standby for fire so that they may strike any time the U.S. mainland, its military bases in the operational theaters in the Pacific, including Hawaii and Guam, and those in south Korea.”  Also attending the meeting was Gen. Kim Yong Chol, Vice Chief of the KPA General Staff and Director of the Reconnaissance General Bureau, who manages the NDC Policy Department.

Kim Kye Gwan Meets with PRC State Councilor

Chinese media reported that DPRK 1st Vice Minister of Foreign Affairs Kim Kye Gwan met with Chinese State Councilor Yang Jiechi on 17 September (Tuesday).  During the meeting, according to Xinhua, Yang told Kim that “the China-DPRK relationship is at a crucial stage that connects the past and the future. Both sides should keep up with the times, grasp opportunities and tackle challenges to advance the healthy, stable development of bilateral ties” and  that “the six-party talks are an effective mechanism for realizing denuclearization of the Korean Peninsula and maintaining peace and stability of the peninsula and Northeast Asia, as well as an important platform for relevant parties to improve relations.”  Yang also said that “China hopes relevant parties make concerted efforts to strive for an early resumption of the six-party talks.”  Kim Kye Gwan said that “the DPRK-China friendship should carry on, and bilateral ties should be strengthened” and “the six-party talks are an important platform for achieving denuclearization of the peninsula. DPRK supports China’s effort to restart the talks and is willing to keep in-depth communication with China.”  

Kim Kye Gwan is the surprise guest at a one-day conference (or workshop) Retrospects and Outlooks: A Decade of the Six-Party Talks organized by the Chinese Government to mark the tenth anniversary of the Six Party Talks and the eighth anniversary of the 19 September 2005 Joint Statement.  Accompanying Kim to China for the conference were Ri Yong Ho, Vice Minister of Foreign Affairs, and Choe Son Hui, a deputy department directors at the Ministry of Foreign Affairs.  During his address at the conference Kim said the DPRK is “ready to enter the six-party talks without preconditions” and said that “preconditions” stipulated by the US and ROK “are in violation of the spirit of the Sept. 19 Joint Statement” and “attaching preconditions to our offer of dialogue would cause mistrust.”  Kim also said that “denuclearizing the Korean Peninsula is a dying wish of our late leaders and our country’s policy goal” and “we support the six-party talks, and we are willing to resume dialogue under the framework of the six-party talks, including a small-scale dialogue.”   PRC Foreign Minister Wang Yi told the conference that “no one should attempt to bring chaos to this region or pursue selfish interests” and “recently, there have been positive changes on the Korean Peninsula. . .The situation has moved from a high degree of tensions to relative relaxation, and from strong and serious confrontation to the restart of talks.  The situation on the peninsula is still fragile and uncertain.  Therefore, the parties should properly handle and approach the situation, exercise restraint, avoid provocative measures against each other in order to maintain the current momentum of relaxation.”

Kim Jong Un Commands Maneuvers of KPA Warship and Publishes Lecture On So’ngun Revolution

DPRK state media reported on 24 August (Saturday) that Kim Jong Un (Kim Cho’ng-u’n) commanded the maneuvers of a recently commissioned Korean People’s Army [KPA] warship.  He was accompanied by Korean Workers’ Party [KWP] Organization Guidance Department Senior Deputy [1st Vice] Director Yun Tong Hyon, KPA Supreme Command staff member Lt. Gen. Pak Jong Chon, KPA Navy Commander Vice Admiral Kim Myong Sik, KPA Air and anti-Air Commander Gen. Ri Pyong Chol, KWP Organization Guidance Department Deputy Director Hwang Pyong So and KWP Deputy Department Directors Hong Yong Chil and Kim Pyong Ho.  Kim Jong Un’s last observed appearance was his visit to the KPA Science and Technology Exhibition Hall.

Kim Jong Un toured the new warship and was briefed about its combat equipment, its speed and displacement.  According to KCNA he “highly praised the KPA and relevant field for successfully building the vessel by their own efforts on the basis of latest military science and technology” and said that “the vessel is one of the warships in the 21st century as it is able to automatically control all the combat activities including navigation and firing and simultaneously strike different targets.”  Kim Jong Un then commanded the warship’s maneuvers and “was greatly satisfied to see the high maneuverability and striking capability of the warship.”  According to KCNA he underscored ” the need to make many multi-functional, well-equipped warships and steadily improve the combat capability of the navy” and “set forth important tasks to further strengthen the navy as required by the modern war in the 21st century.”

On 25 August (Sunday) Kim Jong Un published a lecture in the KWP daily newspaper Rodong Sinmun and in the KPA’s newspaper Joson Inmingun.

“Let Us Add Eternal Brilliance to Comrade Kim Jong Il’s Great Idea and Achievement of the Military-First (So’ngun) Revoluton”

With deep respect for the great Comrade Kim Jong Il and firm confidence in the victory of the revolution, our service personnel and people greet the 53rd anniversary of the start of his leadership of the So’ngun revolution.

The Day of So’ngun, when General Kim Jong Il started his leadership of the So’ngun revolution, is, together with the day of the founding of the KPA (Korean People’s Army), a historic day when an important milestone was set up for the history of building up our revolutionary armed forces and the history of our country. As there was this significant day, a historic turn could be brought about in developing our revolutionary armed forces and implementing the cause of the Juche revolution, and the history and traditions of our sacred So’ngun revolution that had been pioneered and developed by force of arms, achieving victory, could be carried forward continuously.

So’ngun is a proud tradition of the Korean revolution which was pioneered by Comrade Kim Il Sung (Kim Il-so’ng) and led by him and Comrade Kim Jong Il and the banner of victory and glory.

The great Generalissimos blazed the trail of the So’ngun revolution for the first time in history, thus creating a new history of So’ngun and ushering in the era of So’ngun.

Having clarified in his early days the truth of the revolutionary struggle that one can emerge victorious against an armed enemy only when one fights him with arms and advanced the idea and line of attaching importance to arms, to military affairs, the great Comrade Kim Il Sung regarded building armed forces as a fundamental problem in the revolution, directed primary efforts to organizing and developing the armed ranks and achieved the historic cause of national liberation with the Korean People’s Revolutionary Army as the main force.

By relying on the arms of the revolution, he wisely led two revolutionary wars, two stages of social revolution and socialist construction, and thus built on this land socialism of our style centred on the masses of the people and demonstrated the dignity and honour of the country.

Comrade Kim Jong Il, who was faithful to Comrade Kim Il Sung’s ideas and cause, led our revolution along the glorious road of victory, braving the severe trials and adversities of history by dint of his unique leadership of the So’ngun revolution.

His visit to Seoul Ryu Kyong Su (Yu Kyo’ng-su) Guards 105th Tank Division of the KPA on August 25, 1960 was a historic event that proclaimed his succession of the cause of the So’ngun revolution and the start of his So’ngun-based leadership.

Songun was the General’s revolutionary idea, his practice in the revolution, his political ideal and his political mode.

During the long period spanning more than half a century from the day when he started his leadership of the So’ngun revolution, the great General visited one KPA unit after another, strengthening the army to be an invincible revolutionary army, and victoriously led the revolution and construction by force of So’ngun.

Regarding the strengthening of the KPA as the most important of affairs in the So’ngun revolution, he raised the KPA as the buttress, the main force, of our revolution and achieved the historic victory in the grim anti-imperialist, anti-US showdown in defence of the country’s security and socialism by training the KPA to be the army of the leader boundlessly faithful to the cause of the WPK (Workers’ Party of Korea; KWP), to be an invincible revolutionary army. He defined the spirit of defending the leader unto death, the spirit of implementing his instructions at any cost and the self-sacrificing spirit displayed by the service personnel as a revolutionary spirit symbolic and representative of the So’ngun era, as the revolutionary soldier spirit, and led all the service personnel and people to live and struggle in that spirit, thus ensuring that a great turn and changes were brought about in all sectors of the revolution and construction.

In order to consolidate the successes of his So’ngun-based leadership and administer Songun politics in a comprehensive way, he saw to it that the First Session of the Tenth Supreme People’s Assembly [held on 5 September 1998] of the Democratic People’s Republic of Korea adopted the Socialist Constitution that embodies the idea and principles of the So’ngun revolution and established a new state administration structure, whose backbone is the National Defence Commission, and led all state affairs to be conducted on the principle of giving precedence to military affairs.

The history of his leadership of the So’ngun revolution is an unprecedented history of thoroughgoing anti-imperialist independence, a history of infinite patriotic devotion; it is also a history of ennobling trust and affection, filled with absolute trust in and maternal affection for the service personnel and people.

As there was the General’s leadership of the So’ngun revolution, our revolution could win victory after victory surmounting all manner of vicissitudes of history; as there was the General’s super-intense forced march of patriotic devotion, our service personnel and people could work historic miracles unknown to mankind.

So’ngun was, indeed, our General’s immutable revolutionary creed, which he cherished and applied all his life, and a great revolutionary practice, during which he adorned the history of the country with brilliant victories and imperishable achievements.

In the course of leading the unprecedented So’ngun revolution, the General formulated and developed the idea of the So’ngun revolution, and thus created a guiding principle and ever-victorious banner our people and the revolutionary peoples of the world should adhere to in accomplishing the cause of independence.

The idea of the So’ngun revolution is an idea of giving importance and precedence to military affairs in implementing the masses’ cause of independence, the socialist cause, and pushing ahead with the overall revolution and construction with the revolutionary army as the core force.

With its starting point being the Chuch’e-based revolutionary principle that the victory of the revolutionary cause is decided by arms of the revolution, the idea gives scientific and practical answers to the key questions arising in winning victory in the revolution.

It clarifies the revolutionary theory on building up the arms of the revolution, the revolutionary army, strengthening the driving force of the revolution with the revolutionary army as the core and, by relying on it, advancing the revolution and construction victoriously.

Its most important requirement is that the army should be developed into the army of the Party and the leader, into an invincible revolutionary army capable of defeating any formidable enemy, with importance being attached to military affairs and primary efforts directed to building up the army.

In order for the masses to carve out their destiny and accomplish the cause of socialism amid sharp confrontation with the imperialists and constant danger of war, they must, before anything else, firmly hold up and strengthen the arms of the revolution. It is a serious lesson taught by the history of the world socialist movement that when the arms of the revolution are weak or waver, they can defend neither the destiny of the masses nor socialism.

That one must consolidate the driving force of the revolution with the revolutionary army as the main force and propel the revolutionary struggle and construction work by relying on its leading role is a new revolutionary theory elucidated by the So’ngun idea.

The revolution is a do-or-die struggle of deciding who prevails over whom between the revolutionary forces and the counterrevolutionary forces, so the destiny of the revolution depends on how the driving force of the revolution is strengthened and how its role is enhanced.

Among the social groups that form the revolutionary forces in a socialist society, whose masters are the masses, the group that is the strongest in the revolutionary sense, organized aspect, discipline and fighting capabilities is the revolutionary army under the guidance of the leader. The revolutionary army, for its revolutionary idea, great spiritual strength and revolutionary temperament, is capable of leading the overall society and propelling the revolutionary struggle and construction work. If the revolutionary army stands in the van and all the people struggle with the revolutionary spirit and temperament of the army by forming an integrated whole with the service personnel, their power is incomparably great.

By the idea of the So’ngun revolution, a new road, a road to victory, was opened for successfully advancing the masses’ cause of independence, the socialist cause, by consolidating the driving force of the revolution and enhancing its role.

The General’s idea of the So’ngun revolution throws a fresh light on the political theory that So’ngun politics is the most powerful mode of politics and the basic mode of socialist politics.

Ideas and ideals are translated into practice by politics, which is a factor that decides the destiny of the masses and the rise and fall of a country and nation.

The great General elucidated for the first time in history that socialist politics for fully realizing the independent demands and interests of the masses should be So’ngun politics that gives importance and precedence to military affairs, and formulated So’ngun politics as the basic mode of socialist politics.

As he said, So’ngun politics is a mode of socialist politics that raises military affairs as the most important of all state affairs and defends the country, revolution and socialism and accelerates the overall socialist construction with the KPA as the core, as the main force. It is a mode of independent politics that fully embodies the fundamentals and principles of the So’ngun idea.

Formulation of So’ngun politics as the basic mode of socialist politics has brought about a fundamental change in the history of mankind’s politics and the history of socialist politics and presented a treasured sword with which to successfully realize the ideals and principles of socialism.

The General’s So’ngun idea is a revolutionary idea and theory which embodies a thoroughgoing anti-imperialist, independent stand and the spirit of ennobling love of the country, nation and people and which is based on an iron faith and willpower.

So’ngun, a new term in our era, was coined reflecting the unshakeable faith, willpower and great pluck of Comrade Kim Jong Il who, taking full responsibility for the destiny and future of the country and people amid long-drawn-out, sharp confrontation with an imperialist power, solved all problems in our own way and in conformity with the demands and interests of our people and nation. As we have the idea of the So’ngun revolution, a great idea of Comrade Kim Jong Il, we have been able to defend the dignity of the country, independence of the people and gains of socialism with credit and open the way for the prosperity of the country and rosy future of the nation by our own strength, that is, by force of arms.

As an idea enriched and developed in the course of the practical struggle to apply the Chuch’e idea, the So’ngun idea is a scientific revolutionary theory which makes it possible to satisfy the requirements of the Chuch’e idea in a perfect and comprehensive way.

The formulation and development of the idea and theory of the So’ngun revolution by the great Comrade Kim Jong Il further enriched the ideological and theoretical treasure-house of our revolution and greatly increased the appeal and vitality of the Chuch’e idea.

The Juche idea is the roots of the So’ngun idea and the latter is a brilliant embodiment of the former.

Thanks to the So’ngun idea, the Chuch’e idea could be splendidly applied to the revolutionary practice, shining more brightly as a great guiding ideology which guarantees the victorious advance and accomplishment of the masses’ cause of independence.

The General performed undying exploits for the country and revolution, for the times and history with his outstanding leadership of the So’ngun revolution.

He safeguarded with honour the Chuch’e-oriented socialism, which Comrade Kim Il Sung established, and assured the solid continuity of the revolutionary cause of Chuch’e, the revolutionary cause of Songun, by dint of his leadership of the So’ngun revolution.

The Chuch’e-oriented socialism is a precious gain of our revolution Comrade Kim Il Sung achieved devoting his life, and it is our people’s lifeblood and the cradle of their true life and happiness. The 90s of the last century, when the reckless anti-DPRK moves of the allied forces of the US and other imperialists to check the victorious advance of our revolution and stamp out our socialism went to extremes, was a period of the severest ordeals for our revolution. When our army and people were at the crossroads whether they would remain an independent people and guards to become victors or be reduced to the imperialists’ colonial slaves again, Comrade Kim Jong Il determinedly held up the banner of So’ngun, and defended the Chuch’e-oriented socialism with honour and achieved brilliant victories. This was a miracle of history which only our General could bring about.

By dint of his leadership of the So’ngun revolution he laid a firm foundation for the prosperity of the country and the accomplishment of the revolutionary cause of Chuch’e and provided a sure guarantee for victory.

The most important guarantee for victory in the revolution is to strengthen the party, the General Staff of the revolution, and solidify the driving force of the revolution by uniting the service personnel and people around it.

A fundamental principle which the great General consistently adhered to in the building of our Party was to build it into the party of the leader. He defined imbuing the entire Party with Kimilsungism as the ultimate objective of its building and wisely led the effort for firmly establishing a monolithic ideological system and a monolithic leadership system across the Party. As a result, our Party could be developed into a revolutionary party which is unfailingly faithful to the ideology and guidance of its leader and possessed of a strong sense of organization and discipline and into an ever-victorious party with solid mass and military bases, and could discharge its mission and role as the guiding force in implementing the cause of the So’ngun revolution. The General held up single-hearted unity as the greatest foundation of the revolution and perfectly realized the single-hearted unity of the Party, army and people centred on the leader, thus strengthening the driving force of the So’ngun revolution remarkably.

By strengthening the KPA to be an invincible army and consolidating the military capabilities of the country to the maximum with the KPA as the core, he provided a sure military guarantee for the victory of the cause of the Chuch’e revolution.

Under his energetic guidance, the KPA developed into a vanguard detachment which regards defending the leader unto death as its lifeblood and takes the lead in implementing the orders of its Supreme Commander at all costs, and into a trailblazer in the struggle to accomplish the cause of the So’ngun revolution. A forceful drive was waged to make the defence industry Juche-oriented, modern and informatized, enabling us to produce any sophisticated military equipment as we wish by relying on our own effort and technology. Thanks to the General’s outstanding leadership of the So’ngun revolution, the KPA could be developed into an invincible revolutionary army, ours could become a country which can make and launch artificial satellites and a nuclear state, fully demonstrating its dignity as the powerful Mt. Paektu (Paektusan) nation, and we could reliably defend the dignity of the country and the sovereignty of the nation, frustrating the imperialist moves of aggression and challenges at every step.

The great General laid firm material and technological foundations for the building of a thriving socialist country.

Under his leadership a grand plan for building a prosperous country was unfolded during the days of the Arduous March and forced march, when our revolution was undergoing grim trials, and a hot wind of creating fresh miracles and innovations swept across the country. Fierce flames of the industrial revolution in the new century flared up ushering in the era of the knowledge economy, monumental structures symbolic of the era were built in all parts of the country and model works representative of So’ngun culture were created in large numbers. What our service personnel and people created in the So’ngun era under his guidance constitutes a valuable asset for the prosperity of Kim Il Sung’s nation and Kim Jong Il’s Korea.

The great General effected a fresh turn in the struggle for the independent reunification of the country and firmly defended global peace and security on the strength of his leadership of the So’ngun revolution. He ushered in the June 15 era of reunification by our nation itself, provided a precious asset for the reunification of the country and the common prosperity of the nation and safeguarded peace in Asia and the rest of the world by smashing the imperialists’ uninterrupted schemes to unleash a war.

The great exploits Comrade Kim Jong Il performed for the country and revolution, for the times and history for more than half a century by dint of his tireless leadership of the So’ngun revolution will shine for ever along with the triumphant advance of our revolutionary cause.

We should faithfully carry forward his great idea and achievements of the So’ngun revolution and add eternal brilliance to them.

The idea of the So’ngun revolution is a great guideline of our revolution and his So’ngun-based leadership exploits are a motive force for victory.

It is the unshakeable faith and unbreakable will of our Party, army and people to carry forward and accomplish the revolutionary cause of Chuch’e, invariably holding aloft the banner of So’ngun.

We should follow to the end the road of So’ngun, the road of independence and the road of socialism that the great General traversed throughout his life, translate his instructions into brilliant realities and accomplish the revolutionary cause of Chuch’e, the revolutionary cause of So’ngun, with credit.

All officials, Party members and other working people should firmly arm themselves with the General’s idea of the So’ngun revolution, deeply study his great So’ngun leadership achievements and thoroughly apply and add lustre to them in the revolutionary struggle and construction work.

The line of giving importance to arms, to military affairs, should be implemented to the letter for the strengthening of the defence capabilities of the country to be steel-strong.

The KPA should be prepared more firmly into an army strong in ideology and faith, a powerful Mt. Paektu (Paektusan) revolutionary army.

Leadership of the Party is the lifeline of the KPA, and its might is inconceivable separated from the leadership of the Party. The general direction ahead of the KPA is one, that is, to advance straight forward with guns levelled in the very direction our Party indicates. Our arms must serve as an ever-lasting cornerstone that ensures a sure guarantee for the Party and its cause.

The officers and men of the KPA should burn their hearts with a single idea, a single determination, to support only the Party and the leader and safeguard them unto death, whatever ordeals may crop up and however the situation may change. They should equip themselves firmly with the revolutionary ideas of our Party and cherish a steadfast faith that they will defend to the end the red flag of the revolution, the Chuch’e flag of the Party, at the cost of their lives.

They should make their training more intensive, as the anti-Japanese guerrillas did on Mt. Paektu, so as to prepare themselves into a-match-for-a-hundred combatants possessed of Kim Il Sung’s and Kim Jong Il’s military strategy and tactics, heroic combat spirit and actual war capability, establish rigid discipline in their units and assume the perfect appearance of a regular army.

Military posts and barracks should be laid out as if they were the service personnel’s native houses, and satisfactory material and cultural living conditions provided so that they can lead a good service life.

While discharging their basic duty of defending the country, the service personnel should make breakthroughs in several sectors and major projects of socialist construction, and never feel contented in doing things for the people but always take the lead in this regard.

A great effort should be channeled into developing the defence industry. The sector of the defence industry should concentrate its efforts on making a bigger stride in building our country into an invincible military power, and thus produce more and better-quality military hardware of our own style that are precise, light, unmanned and intelligent.

The Worker-Peasant Red Guards should enhance their combat capabilities through intensive combat and political training and reliably defend their respective provinces, counties and villages in time of emergency.

All the sectors of socialist construction should bring about a great leap forward and great innovations.

We should radically improve the people’s standard of living by giving a spur to the building of an economic giant, holding aloft our Party’s line of simultaneously promoting the two fronts (economic development and the upbuilding of nuclear forces).

We should make innovations in the sectors of agriculture and light industry, major thrust areas in building an economic giant, and promote construction of dwelling houses, so as to ensure that the people lead an affluent and happy life.

We should concentrate our efforts on the priority sectors of the national economy, the basic industry sectors, to ensure that the existing self-supporting foundations pay off, and vigorously push ahead with the effort for modernizing them and normalizing their production. We should direct a strenuous effort to the electric-power and coal-mining industries in particular, and develop all sectors of the national economy with metallurgical and chemical industries as twin pillars.

By rapidly developing science and technology and educating all the people to be well versed in science and technology, we should raise the level of putting the national economy on a modern and CNC (computer numerical control)  basis and perfect the economic structure of the country in keeping with the requirements of the era of the knowledge economy.

We should accelerate the construction of a cultured socialist nation. It is important to make all the members of society become artists and enjoyers of socialist culture and bring about a fresh turn in all the sectors of cultural construction. By doing so, we should translate into reality the people’s desire for a wholesome and cultured way of life.

In order to bring about a decisive turn in the construction of a thriving socialist country, the militant functions and role of Party organizations should be further heightened.

Party organizations are the vanguard organizations of the So’ngun revolution, and the Party’s ideology and leadership are implemented through them. They should regard it as the main line of Party work to establish the monolithic leadership system of the Party, and ensure that all officials, Party members and other working people support the leader’s ideas and leadership with loyalty and conduct all types of work in line with the Party’s ideas and intentions.

In the current general offensive, Party organizations should give fullest play to the spiritual strength of officials, Party members and other working people. The mother of miracle is the spiritual strength of the masses, and the key to ushering in a new heyday in the building of a thriving nation is to motivate their hearts.

Party organizations should scrupulously educate officials, Party members and other working people to learn the greatness of the General’s idea and achievements of the So’ngun revolution and exalt their brilliance. They should intensify the frontline-style political work among the masses so that officials, Party members and other working people make it an element of their living to learn from the spirit of the service personnel of defending the leader and carrying out his instructions unto death and their fighting spirit, and make strenuous efforts to create the Masik Pass (Masikryo’ng) speed by displaying Kim Jong Il’s patriotism.

The service personnel and people should propel the grand socialist construction on the strength of joint operation.

Joint operation between them is a powerful struggling mode of the service personnel and people in waging an unyielding offensive with one mind and purpose. The commanding personnel of the KPA and leading civilian officials should scrupulously organize and command the joint operations and enlist their spiritual strength and all means to perform unfailingly and in time the revolutionary tasks assigned to their respective units.

True to the instructions and lofty will of the great Generalissimos, we should make proactive efforts to open a new phase of national reunification, prevent aggression and war and defend global peace and security.

The idea and cause of our So’ngun revolution are invincible.

As the great Chuch’e idea and the So’ngun revolutionary idea illuminate the road ahead of us and there are the wise leadership of the Party, the single-hearted unity of all the service personnel and people and the invincible KPA, the victory of the revolutionary cause of Juche and the revolutionary cause of So’ngun is definite.

As in the past, so in the future, we will achieve only victory for ever, upholding the great banner of So’ngun.

National Meeting Marks 53rd Anniversary of So’ngun Leadership

A national meeting was held at the 25 April House of Culture in Pyongyang on 24 August (Saturday) to mark the 53rd anniversary of Military-First (So’ngun) Revolutionary Leadership.  Attending the meeting were Supreme People’s Assembly Presidium President Kim Yong Nam, DPRK Premier Pak Pong Ju, Director of the Korean People’s Army [KPA] General Political Department VMar Choe Ryong Hae, senior officials and chief functionaries of the Korean Workers’ Party, the DPRK Government, the KPA along with “the chairperson of a friendly party, officials of the party, armed forces and power organs, public organizations, ministries and national institutions, service personnel of the Korean People’s Army and the Korean People’s Internal Security Forces, officials in the fields of science, education, literature and art, public health and media, labor innovators and other people in the city.”

VMar Choe Ryong Hae, who is also a member of the KWP Political Bureau, Vice Chairman of the Party Central Military Commission and a member of the DPRK National Defense Commission delivered the official report.  According to KCNA, in his report Choe said that ” Kim Jong Il’s (Kim Cho’ng-il) Military-First (So’ngun) revolutionary leadership and Military-First (So’ngun) politics reflected the iron faith, matchless grit and pluck and ardent patriotism of the peerlessly Military-First (So’ngun) brilliant commander and peerless patriot and they serve as an all-powerful treasured sword for triumphantly ushering in a new era of the Chuch’e revolution” and that “Kim Jong Il’s Military-First (So’ngun) revolutionary leadership brought about an epochal turn in the destiny of the country and the people, and its attraction and vitality were fully demonstrated in the revolution and construction.”  Choe remarked that “the Military-First (So’ngun) revolutionary cause of Chuch’e is now greetings a new historic turning point as it is led by Marshal Kim Jong Un (Kim Cho’ng-u’n)” and he underlined “the need to remain single-mindedly loyal to his Military-First (So’ngun) leadership.”  He called ” for training all service personnel to be ones strong in idea and faith remaining intensely loyal to the party and the leader and stalwart fighters equipped with Kim Il Sung (Kim Il-so’ng) and Kim Jong Il’s strategy and tactics and full capacity to fight a real war” and “for helping the KPA take on perfect appearance as a regular revolutionary army.”  He said that ” all the service personnel and people should intensify the drive for displaying the “speed on Masik Pass” and making uninterrupted great leap forward and innovations on all fronts for socialist construction” and that “peace is dearer to us than anything else as our general goal is to build an economic power and improve the standard of people’s living.”  Choe also said:

The Korean people do not want a war but hope for averting a fratricidal war and reunifying the country independently and peacefully at any cost.

We will make every possible effort to prevent a new war on the Korean Peninsula and achieve the independent and peaceful reunification of the country by concerted efforts of the nation, holding high the June 15 joint declaration and the October 4 declaration, the great programmes for reunification common to the nation in the new century and the landmarks for peace and prosperity.

We will boost the friendly and cooperative relations with different countries which respect the DPRK’s sovereignty and are friendly toward it in the idea of independence, peace and friendship and positively contribute to defending peace and stability in Northeast Asia and the rest of the world and achieving global independence.

On Saturday, a dancing party was held at the Ministry of the People’s Armed Forces in Pyongyang to celebrate the 53rd anniversary of Military-First leadership.  Participants listened and danced to tunes such as “Our Comrade Kim Jong Il,” “Twelve Months for Victory of Songun,” “Soldiers Offer Glory,” “Ardent Desire,” “We Will Win Victory Flying the Colors of the Supreme Commander,” “Our Leader Loved by People” and “We Will Defend General Kim Jong Un at the Cost of Our Lives.”  According to KCNA the dance party participants “recollected the Military-First (Songun) leadership feats of leader Kim Jong Il, who provided the invincible military capacity and the great army-people unity with his outstanding idea and leadership for over half a century since he began his Military-First (So’ngun) revolutionary leadership and led to victory the struggle for defending socialism and building a thriving nation” and that participants “presented dynamic movements. . .out of the desire to discharge their mission and duty as the army of the leader and the party, fluttering the flags bearing the beaming images of the great Generalissimos Kim Il Sung and Kim Jong Il.”

On 23 August (Friday) a floral basket and letter for Kim Jong Un were delivered to Minister of the People’s Armed Forces Col. Gen. Jang Jong Nam from foreign defense and military attaches stationed in the DPRK.  The floral basket and letter were delivered to Col. Gen. Jang by Iranian military attache Hassan Reza Husseini.

On 23 August, agricultural workers held a meeting at Migok Cooperative Farm in Sariwo’n, North Hwanghae Province to mark the 53rd anniversary of Military-First Revolutionary Leadership.  Attending the event was Ri Myong Gil, Chairman of the Union of Agricultural Workers of Korea Central Committee, other UAWK officials, KWP functionaries, and agricultural managers from North Hwanghae Province and Sariwo’n.  Ri Myong Gil delivered the meeting’s report, which was followed by speeches.  According to KCNA the report and speeches said that “Kim Jong Il inspected Seoul Ryu Kyong Su Guards 105th Tank Division of the Korean People’s Army on August 25, Juche 49 (1960), adding: This was a significant event which heralded the brilliant succession to the Military-First (Songun) revolutionary cause” and noted “that great achievements were made in agricultural production and the countryside turned into a socialist land of bliss under his wise leadership.”  The report and speeches also said “the Military-First (So’ngun) revolutionary cause of Chuch’e led by him along the road of victory and glory has been successfully carried forward by supreme leader Kim Jong Un” and they called “forstepping up agricultural production and socialist rural construction and greeting the 65th anniversary of the DPRK with shining labor achievements, remaining loyal to the Songun revolutionary leadership of Kim Jong Un.”

On 22 August (Thursday), the Korean Democratic Women’s Union hosted a dancing at the Arch of Triumph in central Pyongyang.  According to DPRK state media “participants presented beautiful dances to the tune of songs including ‘Our General Is the Best’, representing the boundless reverence for the great Generalissimo Kim Jong Il” and that the “venue of the dancing party turned more cheerful when the band played ‘Cuckoo on the Road to the Front’ and ‘Song in Praise of Women in Military-First (So’ngun) Era’ reflecting the pride of the women who have become flowers and revolutionaries in the Military-First (So’ngun) era.”  The dance party “reached its climax when the song ‘Our Leader Loved by the People’ resounded forth at the plaza as it fully reflects the great honor and happiness of the people ushering in a great heyday in socialist construction, holding supreme leader Kim Jong Un in high esteem.”

On 21 August (Wednesday) the General Federation of Trade Unions of Korea [GFTUK] held a rhetoric and oratory meeting in Pyongyang.  Attending the meeting Hyon Sang Ju, Chairman of the GFTUK Central Committee and GFTUK officials and members.  According to Rodong Sinmun, the speakers and performers “praised Kim Jong Il for providing the invincible military muscle and bringing about history-making miracles and change in the confrontation with the imperialists and the U.S. and the building of a thriving nation through his Military-First (So’ngun) revolutionary leadership” and said “the Military-First (So’ngun) revolutionary records of Kim Jong Il, who visited every nook and corner of the country despite cold wind, rain and snow, kindled the torch of great surge and aroused all the service personnel and people to perform miracles and feats.”  The speakers and performers “vowed to devote their patriotic mind to building a thriving nation as required by the stirring era in the spirit of the historic 2013 March plenary meeting of the Central Committee of the Workers’ Party of Korea” and “called for eternally glorifying the invincible history and tradition of Military-First (Songun) Korea and performing bigger miracles and feats in the general offensive for economic construction and the improvement of standard of people’s living at the ‘speed on Masik Pass’ under the Military-First (So’ngun) leadership of Marshal Kim Jong Un.”

Kim Kyok Sik Meets Raul Castro and Cuban Defense Minister

Gen. Kim Kyok Sik, Chief of the Korean People’s Army [KPA] General Staff,  met with Cuban President Raúl Castro in Havana on 1 July (Monday).  According to Cuban state television, Raúl welcomed Gen. Kim and a KPA delegation’s visit to Cuba and “both leaders talked about the historic ties between their countries, and expressed the common will to continue the relations.”  Also in attendance at the meeting were DPRK Ambassador to Cuba Jon Yong Jin and Minister of the Revolutionary Armed Forces [FAR], Gen. Leopoldo Cintra Frías.

On 30 June (Sunday), Kim Kyok Sik held a meeting with Leopoldo Cintra Frías.  The meeting was attended by Jon Yong Jin along with the DPRK’s resident defense attache at its Havana embassy and “other officials concerned.”  During the meeting, according to Cuban media, Kim “hailed the brotherhood ties between his country and Cuba.”  Gen. Kim  also said “I have seen how the Cuban people fights for socialism and I am convinced that our friendship relations will continue” and he remarked that during his stay on the island he had “seen the successes of the country in defense of socialism against the aggressions of the United States.”  According to KCNA, “both sides informed the situation of their countries and exchanged views on boosting the friendly relations between the two armies and peoples of the two countries” and the meeting “proceeded in a comradely and friendly atmosphere.”  Over the weekend, Gen. Kim and the KPA delegation visited FAR military units and military academies.

National Meeting Commemorates 48th Anniversary of KJI Beginning Work at Party Central Committee

DPRK state media reported that national meeting commemorating the 48th anniversary of the start of late leader Kim Jong Il’s work at the Korean Workers’ Party [KWP] Central Committee was held at the 25 April House of Culture on 18 June (Tuesday).  The meeting was attended by Supreme People’s Assembly Presidium President Kim Yong Nam, DPRK Cabinet Premier Pak Pong Ju, Chief Secretary of the Pyongyang City KWP Committee Mun Kyong Dok (who presided over the meeting), along with “other senior officials of the party, the state and the army, officials in various fields, persons of merit and Pyongyangites.”

According to KCNA’s report on the meeting, Kim Jong Il “started his work at the Central Committee on June 19, Chuch’e 53 (1964), reflecting the noble intention of President Kim Il Sung and the desire of all the service personnel and the people” and he “led the WPK along the road of victory with his extraordinary ideological and theoretical wisdom, outstanding leadership ability and noble popular personality, performing immortal feats before the era and the revolution, the country and its people.”  As part of his work at the Party Central Committee, Kim Jong Il formulated “the President’s revolutionary idea as Kimilsungism and proclaimed the modeling the whole of society on the Juche idea as the supreme programme of the WPK. Then he set forth the line of building the party which called for modeling the entire party on Kimilsungism” and the “the Military-First (So’ngun) politics as the revolutionary leadership mode of the party and developed the WPK into staff of the Military-First (So’ngun) revolution.”  KCNA said that “thanks to his energetic leadership the DPRK could demonstrate its might as a satellite manufacturer and launcher and usher in a new heyday in building socialist culture” and that a “new turning phase of the movement for the country’s reunification was opened and its international prestige and influence further increased and the international solidarity with the Korean revolution grew stronger remarkably.”

KWP Secretary and Supreme People’s Assembly Chairman Choe Tae Bok delivered the meeting’s official report.  Choe praised Kim Jong Il’s accomplishments and Kim Jong Un’s “wise leadership.”  According to KCNA, Choe said in his report that “the portrait of smiling Kim Jong Il and his immortal feats will always be remembered by our party members and other people and world progressives to shine forever. . .Kim Jong Il’s Chuch’e-oriented idea and cause of party building are being successfully carried forward and developed by the dear respected Kim Jong Un.  Victory and glory are always set in store for the Korean revolution which is dynamically advancing, flying high the party flag of Juche under the leadership of Kim Jong Un.”  In his report Choe also “stressed the the need for the party to focus its work on simultaneously pushing forward economic construction and the building of nuclear armed forces, which is the party’s new strategic line, and advance the final victory of “anti-US war of confrontation” and “construction of socialist powerful state.”  Choe also said there was a “need to realize modernization and scientification of national defense industry into a higher level and defend the country so that aggressors will not be able to infiltrate into the DPRK’s territorial airspace, territorial waters, and territory.”  Choe also said there was a need for “the entire nation to bring a new turnabout in economic construction and improving people’s lives” and that there was a need to “to build nuclear armed forces, expand the achievement of conquering space, and accelerate the construction of a powerful state of knowledge-based economy and a socialist civilized country with the country’s own strength.”

Chinese Vice President Attends Anniversary Reception at DPRK Embassy in Beijing

DPRK state media reported that the DPRK Embassy in Beijing hosted a reception commemorating the 30th anniversary of Kim Jong Il’s “maiden visit” to China in 1983.  Attending the reception from the Chinese government were Vice President Li Yuanchao, Deputy Director of the Communist Party of China’s International Liaison Department Liu Jieyi and Chinese Vice Foreign Minister Liu Zhenmin.  DPRK Ambassador to China Ji Jae Ryong and embassy personnel attended on behalf of the DPRK.  In his anniversary speech, according to KCNA, Ji Jae Ryong remarked “that the maiden visit to China by Kim Jong Il was a historic event which greatly contributed to putting on a new high stage the traditional DPRK-China friendship which was provided and cultivated by President Kim Il Sung together with Mao Zedong and Zhou Enlai and other leaders of the elder generation of China and stood all tests of history and to ensuring the peace and security in Northeast Asia and the rest of the world and advancing the human cause of independence against imperialism” and that “Kim Jong Un is paying deep attention to boosting the DPRK-China friendly relations true to the noble intention of Kim Il Sung and Kim Jong Il.”  Ji also said “we will as ever make joint efforts with Chinese comrades to steadily boost the traditional DPRK-China friendship.”

According to KCNA, Li Yuanchao said in his speech that “Kim Jong Il worked heart and soul to develop the Korean revolution and construction and the traditional Sino-DPRK friendly relations and made important contributions” and “First Secretary Kim Jong Un in his recent personal letter sent to General Secretary Xi Jinping underlined the need to carry forward and develop the traditional Sino-DPRK friendly relations.”  Li also said “the Chinese party and government set great store by the Sino-DPRK friendly relations and the new collective leadership of the Communist Party of China will together with the party and government of the DPRK respect and trust each other and conduct friendly exchange and cooperation in the spirit of inheriting the tradition, facing up to the future, building good-neighborly friendship and strengthening cooperation and thus promote the development of the Sino-DPRK friendly relations and defend the peace and stability on the Korean Peninsula.”

The reception in Beijing followed a similar anniversary event hosted by the Korean Workers’ Party [KWP] Central Committee at the Koryo Hotel in Pyongyang on 4 June.  The Pyongyang reception commemorating the 30th anniversary of Kim Jong Il’s visit to China was attended by PRC Ambassador to the DPRK Liu Hongcai, PRC Embassy personnel and Chinese nationals and students working in the DPRK.  KWP Secretary and Director of the International Affairs Department [IAD] Kim Yong Il attended the reception on behalf of the DPRK, and was joined by officials from the IAD, the DPRK Foreign Ministry and the National Defense Commission.

In his speech Kim Yong Il said “Kim Jong Il’s visit to China in June 1983 marked a historic event of weighty significance in boosting the traditional DPRK-China friendship generation after generation” and “recalled that senior officials of the party and state of China enthusiastically welcomed Kim Jong Il, who paid a maiden visit to their country as most important state guest and accorded him cordial hospitality with all sincerity.”  Kim Yong Il also remarked that “Kim Jong Il, setting greatest store by the DPRK-China friendship provided by President Kim Il Sung, exerted great efforts to make the deeply rooted friendship flourish and develop.  It is the noble duty and obligation of the present generation to steadily boost the precious DPRK-China friendship associated with great efforts of the leaders of the elder generation of the two parties and countries.  The recent visit paid by a special envoy of Comrade Kim Jong Un to China marked an important occasion in steadily boosting the DPRK-China friendly relations, wealth common to the peoples of the two countries, as required by the new times.”  According to KCNA, Kim also said that “tt is the unshakable political stand of the WPK and the government of the DPRK to steadily develop the DPRK-China friendship, he said, stressing that the WPK would in the future, too, to boost with vitality and dynamism the friendly and cooperative relations between the two countries.”

Chinese Ambassador to the DPRK Liu Hongcai, according to KCNA, said “General Secretary Kim Jong Il visited China several times to forge close relations with Chinese party and state leaders and worked heart and soul to boost the Sino-DPRK friendly and cooperative relations” and that “China and the DPRK are the friendly neighbors linked by the same mountain and rivers, he said, stressing that it is the consistent stand of the Chinese party and government to steadily develop the Sino-DPRK friendly relations.”  Liu also said “the Chinese side deems it important to invariably develop the Sino-DPRK friendly relations on a strategic height and from a long-term viewpoint” and Liu “underscored the need to further value the Sino-DPRK friendship, the precious common treasure of the two peoples, and carry forward and develop it generation after generation.”  Liu “recalled that the special envoy of First Secretary of Kim Jong Un visited China and met with General Secretary Xi Jinping and other leading officials of China and had an in-depth and candid exchange of views on issues of common concern” and said “the relations between the two countries at present have entered a new historic phase. . .underlining the need to promote common development on the principles of mutual respect, mutual benefit and co-prosperity and thus bring welfare to the two peoples.”

The two events commemorating the anniversary of Kim Jong Il’s visit to China in 1983 appear to be part of a reconciliation process between the DPRK and China.  The Beijing reception was attended by PRC Vice President Li Yuanchao, who visited the DPRK Embassy on a condolence call after Kim Jong Il’s death in December 2011 and who lead a CPC delegation on an official visit to the DPRK in June 2011, during which he met with the late DPRK leader.  Also attending the Beijing anniversary event were Liu Jieyi, who escorted VMar Choe Ryong Hae during his visit to Beijing in May 2013, and Liu Zhenmin, who had previously participated in several senior DPRK-PRC interactions.

Army-People Meeting Supporting Masikryo’ng Speed Battle Held at Grazing Land Reclamation

DPRK state media reported that Korean People’s Army [KPA] and civilian construction personnel contributing to the Sep’o grazing land reclamation project in Kangwo’n Province held an army-people solidarity meeting in support of the Masikryo’ng Speed Battle on 13 June (Thursday).  Attending the meeting were DPRK Cabinet Premier Pak Pong Ju, Jang Jong Nam (Minister of the People’s Armed Forces), Korean Workers’ Party [KWP] Secretary and Director of the Propaganda and Agitation Department Kim Ki Nam,  KWP Secretary and Director of the Finance and Planning Department Kwak Pom Gi, DPRK Vice Premier and State Planning Commission Ro Tu Chol, Korean People’s Internal Security Forces Political Bureau Director Col. Gen. Ri Pyong Sam along with “officials of ministries and national institutions, service personnel of the Korean People’s Army and the Korean People’s Internal Security Forces, members of shock brigade and officials and other people in Sep’o County.”

At the start of the meeting, Kim Jong Un’s letter of appeal on the Masikryo’ng Speed battle was read.  The meeting’s speakers said that “they would make a breakthrough for the ranks with daring and bold operation and skillful command just like the KPA officers who are taking part in the construction of the Masik Pass Skiing Ground, and make positive contribution to implementing the grand plan of Kim Jong Un ahead of schedule,” according to KCNA.  A letter of appeal from personnel involved in the Sep’o tableland project was also read at the meeting.  The letter was addressed to “working people across the country” and said that “they would turn the tableland not only into the world-wide stockbreeding base but also into a famous tourist resort by building skiing and sliding grounds, race course, ecological park, lodging houses and other facilities for tourists” and it “called for making the army-people grand advance of Songun Korea in the spirit of the “Masikryong Speed” and ushering in a great heyday of Kim Jong Un’s era.”
