DPRK Premier Visits Hwanghae Iron and Steel Complex and Construction Projects in Pyongyang

DPRK state media reported on 20 May (Monday) that DPRK Cabinet Premier Pak Pong Ju visited the Hwanghae Iron and Steel Complex and three construction projects in and around Pyongyang.  Pak’s first visit was to Hwanghae Iron and Steel Complex.  It followed up a recent visit Pak made to the Posan Iron Works at the Ch’o'llima Steel Works complex.  During the first expanded meeting of the DPRK Cabinet in mid-April 2013, the Hwanghae Iron and Steel Complex was instructed to “vigorously wage a struggle to technically round off the heavy rail track production process and to normalize production there and should epochally increase rolled steel production.”  Pak toured the iron and steel complex, described as engaged in “a high-pitched drive to increase iron and steel production true to the new line of the Workers’ Party of Korea on simultaneously pushing forward economic construction and the building of nuclear force.”

Pak Pong Ju  held a meeting with the complex’s managers and employees which “underscored the importance of the complex in making a breakthrough in building an economic power” and “discussed the issues of increasing iron and steel production.”  According to KCNA, Pak “called upon officials and workers of the complex to step up the push to put the production processes on a modern and scientific basis and increase the production capabilities” and “pressed for measures for the Cabinet and relevant units to fully provide raw and other materials necessary for keeping production going at a high rate.”

Pak also visited three construction projects in Pyongyang.  He visited the renovation work at the Mangyo’ngdae Sports Village on Cho’ngchun Street, the construction of the Munsu Wading Pool and the renovation and expansion of the Taedonggang Terrapin Farm Factory where “he reviewed the progress.”  According to KCNA, Pak “stressed the need to ensure the highest quality in the construction and discussed matters arising in the construction.”

New 1st Vice Defense Minister Appointed

Col. Gen. Jon Chang Bok has been appointed as the DPRK’s senior vice minister of defense.  Col. Gen. Jon, the former director of the Korean People’s Army [KPA] General Logistics Department, was identified as 1st Vice Minister of the People’s Armed Forces when he attended Kim Jong Un’s (Kim Cho’ng-u’n) visit to the 20 February Foodstuffs Factory of the KPA.  Jon Chang Bok is a member of the Party Central Committee and was a member of the National Funeral Committee for Kim Jong Il.  His last observed public appearance was his attendance with KJU at a May Day-themed concert by the U’nhasu Orchestra in early May 2013.  Jon also visited Ku’msusan Memorial Palace with KJU and other members of the central leadership on the anniversary of late leader Kim Jong Il’s birth in February 2013.  In March 2013, Jon delivered the keynote speech at the opening of the Taeso’ngsan General Hospital in Pyongyang.  He also joined members of the core leadership when they escorted the Moranbong Band on a visit and performance at KPA Large Combined Unit (taeyonhap pudae) #630.  In August 2011, Col. Gen. Jon led a KPA delegation on an official visit to China.

Jon replaces VMar Hyon Chol Hae, a former close military aide to Kim Jong Il.  VMar Hyon was appointed 1st Vice Minister of the People’s Armed Forces in April 2012 and was also elected a full member of the Korean Workers’ Party [KWP] Political Bureau and a member of the Party Central Military Commission.  From 2007 to 2012, VMar Hyon was director of the National Defense Commission [NDC] Standing Bureau, which was responsible for logistical and security arrangements for Kim Jong Il and Kim Jong Un field inspections of KPA units.  During the 3rd Party Conference in September 2010, Hyon sat in the gallery to Kim Jong Un’s left.  From 1995 to 2007 VMar Hyon was a deputy director of the KPA General Political Department, with responsibility for organization.  From 1986 to 1995, Hyon served as Director of the KPA General Logistics Department (under the Ministry of the People’s Armed Forces).  He was reappointed Director of the GLD in April 2012, replacing Jon Chang Bok.  It is not clear if Hyon has been removed from his GLD position, which may have been reclaimed by Jon Chang Bok.  It is not clear if Hyon’s removal from office is an actual “purge” or if it is tied to the last week’s dismissal of Gen. Kim Kyok Sik as Minister of the People’s Armed Forces.

Hyon is the latest DPRK elite affected by a series of personnel changes in the party, the government and security organizations.  In February 2013, Col. Gen. Choe Pu Il replaced Gen. Ri Myong Su as Minister of the People’s Security.  Col. Gen. Ri Yong Gil replace Choe Pu Il as Chief of the KPA General Staff Operations Bureau  In March 2013, Paek Kye Ryong replaced Pak Pong Ju as Director of the KWP Light Industry Department and Yun U Chol replaced Kim Ki Ryong as editor of the KWP’s daily newspaper Rodong Sinmun.  In April 2013, Pak Pong Ju was re-appointed DPRK Cabinet Premier, replacing Choe Yong Rim, who was elected Honorary Vice President of the Supreme People’s Assembly [SPA].  Former President of the State Academy of Social Sciences Tae Hyong Chol was appointed President of Kim Il Sung University, replace Song Ja Rip.  Tae vacated his position as SPA Secetary-General and was replaced by Hong Son Ok.   April 2013 also found Ri Yong Yong appointed Minister of Coal Industry, replacing Kim Hyong Sik.  In May 2013 Choe Hwi appere to have replaced Ri Jae Il as the Senior Deputy of the KWP Propaganda and Agitation [publicity and information] Department.

DPRK state media reported on 5 May (Sunday) that Kim Jong Un (Kim Cho’ng-u’n) visited the Turf Institute of the Bioengineering Branch of the State Academy of Sciences.  KJU’s last observed public appearance was his attendance at May Day-themed concert of the U’nhasu Orchestra at the People’s Theater in central Pyongyang.  Joining Kim Jong Un for his visit to the Turf Institute were Director of the Korean People’s Army [KPA] General Political Department VMar Choe Ryong Hae, Korean Workers’ Party [KWP] Secretary and Supreme People’s Assembly Chairman Choe Tae Bok and KWP Deputy (vice) Department Directors Pak T’ae-so’ng and Hwang Pyong So.

The Turf Institute, which was the locale of previous visits by senior government and party officials, was described as “newly constructed by soldiers.”  Kim Jong Un visited the institute’s main building where he “was pleased to see the green-tiled outer wall” and he “praised the soldier-builders for erecting the monument to the institute in an imposing manner.”  KJU toured the institute’s exhibition of its accomplishments, various research facilities, a study center and its e-library.  Kim Jong Un noted “research rooms and laboratories were built well to suit the nature of the institute” and “he underscored the need to take measures for providing it with necessary equipment and scientific and technological information.”  He also toured the institute’s commissary and living quarters of its employees.

Kim Jong Un toured the Turf Institute’s research greenhouse where he saw “various species of turf being cultivated.”  According to KCNA, KJU said “what is essential in the research into turf is to cultivate turf which remains green all the year round, strong in resistance to cold and treading and high in ornamental effect.”  KJU also toured experimental plots of turf “comprising the experimental field for species, experimental field for seed-selection and vegetative propagation, experimental field for turf cutting and other fields” where he “called for conducting research into species suited to the areas distinct in four seasons and different in their climatic conditions.”  Kim Jong Un also instructed that regional offices of the Turf Institute be established in the east, west and central areas of the DPRK.  KJU also looked at several species of turf  and instructed that additional research be conducted into developing grass that is green throughout the year.  Kim Jong Un also spoke of “the need to plant trees, create grassland and cultivate flowers and other plants in all lands except the cultivated land so that there may be no land left waste or overgrown with weed.”  KJU also inspected “various type machines including those for collecting turf seeds, sowing them and cutting turf and a ground-stiffening roller machine contrived and manufactured by the Academy”  and “called for widely applying them.”  According to KCNA, Kim Jong Un said he “would send modern equipment for researches to the institute” and he “underscored the need to turn the country into a socialist thriving nation and make it richer and more beautiful for the people by dynamically conducting the land management under a long-term plan.”

DPRK Premier Visits War Museum Construction

DPRK state media reported on 3 May that DPRK Cabinet Premier Pak Pong Ju visited the ongoing construction and renovation work at the Victorious Fatherland Liberation War (Korean War) Museum in Pyongyang and the Korean People’s Army [KPA] Fallen Fighters’ Cemetery.  KCNA reported that “service personnel are building the war museum into a splendid monumental edifice” and “officials and workers in the field of the capital city construction are pushing ahead with the construction of the cemetery in the spirit of winning victory in the all-out standoff with the U.S., in hearty response to the decision of the historic March, 2013 Plenary Meeting of the Central Committee of the Workers’ Party of Korea.”  Pak Pong Ju toured about the construction work and was briefed about its progress.  After his tour, Pak held a “consultative meeting” with the project’s managers and officials.  According to KCNA, the meeting “discussed the issues of providing cement, structural steel and other materials and equipment necessary for the construction” and Pak “stressed the importance of the construction of the museum and cemetery.”

Pak Pong Ju’s predecessor as DPRK Cabinet Premier, Choe Yong Rim, last visited the KPA fighters’ cemetery in February 2013 and toured the construction work at the Victorious Fatherland Liberation War Museum in January 2013.

Kim Jong Un Visits Yanggakdo Stadium and Football Game

DPRK state media reported on 29 April (Monday) that Kim Jong Un (Kim Cho’ng-u’n) visited the Yanggakdo Stadium and attended the men’s football finals for the Mangyo’ngdae Prize at Kim Il Sung Stadium.  KJU’s last reported public appearance was his visit to the Haedanghwa Health Complex.  KJU’s first visit was to the Yanggakdo Stadium which he ordered to be renovated.  Attending the visit was his wife, Ri Sol Ju (Ri So’l-chu), along with VMar Choe Ryong Hae (Director of the Korean People’s Army [KPA] General Political Department), Jang Song Taek (Vice Chairman of the DPRK National Defense Commission [NDC]), Gen. Hyon Yong Chol (Chief of the KPA General Staff), Col. Gen. Ri Yong Gil (Chief of the KPA General Staff Operations Bureau) and other officials.

According to KCNA Kim Jong Un visited the stadium (originally opened in 1989) “with a plan to radically remodel the stadium as required by the new century.”  KJU visited the stadium historical exhibition where he “recollected with deep emotion the undying exploits they performed for the development of the Juche-based physical culture and sports.”  KJU then toured the stadium and ordered a series of renovations.  He said, “it is the intention of the Workers’ Party of Korea to turn the stadium into a football stadium which can represent stadiums of such type across the country as required by the new century.”  KJU also “formed a strong construction unit capable of carrying out the project in a brief span of time.”  KJU also remarked that “to develop physical culture and sports is an important work to augment the national power in every way, demonstrate the indomitable spirit and dignity of Military-First (So’ngun) Korea before the world and let all the service personnel and people dynamically step up the building of a thriving socialist nation full of national pride and self-esteem” and he “expressed expectation and belief that the relevant fields would successfully remodel the stadium as a football stadium to be impeccable in any aspect.”

The match was played between two of the DPRK’s premier league teams, Rimyongsu and Amnokgang.  KCNA reported the two teams “advanced into the finals after proving successful at the men’s premier soccer league matches. They played good games, displaying high technique they have cultivated in day-to-day trainings” and that “Rimyongsu Team took the initiative from the beginning according to its tactics and made hot attacks.”  Rimyongsu led Amnokgang 2-0 in the first half and went onto win the game 2-1.  At the end of the match, Kim Jong Un “congratulated the footballers of both teams on playing a good match, expressing great satisfaction with their high technique.”

KJU also met with DPRK athletes who successfully participated in recent international competitions including long-distance runner Kim Kum Ok (who placed first in the 14th Asian Marathon Championship held in Hong Kong on 25 February 2013), wrestler Yang Kyong Il (who placed second in the men’s 55 kg freestyle at the 2013 Asian Wrestling Championship), gymnast Ri Se Gwang (who placed first in the vault event at the Artistic Gymnastics World Cup Series in Doha in March 2013), wrestler Hwang Ryong Hak (who placed first in the men’s 60 kg freestyle at the 2013 Asian Wrestling Championships), Pak Yong Mi (who placed first in the women’s 48 kg freestyle at the 2013 Asian Wrestling Championships), judoka Hong Kuk Hyon (who placed first in the women’s 73 kg weight class at the Asian Judo Championships of 2013 in Bangkok in April 2013), weightlifter Ri Su Hyon (who won three gold medals in the women’s 44 kg competition at the 2013 International Weightlifting Federation’s Youth World Championships in Tashkent in April 2013), Kwon Yong Gwang (who won three gold medals in the men’s 62 kg competition at 2013 IWF Youth World Championships in Tashkent) and weightlifter Pak Jong Ju (who came in second overall and won two medals in the men’s 50 kg competition at the IWF Youth World Championships in Tashkent), along with “a coach and physical culture and sports guidance officials.”

Kim Jong Un shook hands with the DPRK athletes and, according to KCNA, “highly praised them for proving successful at the recent international games and instilling the conviction of victory and optimism into the service personnel and people of the DPRK dynamically pushing forward the building of a thriving socialist nation despite harsh sanctions and strong pressure of the enemies.”  KJU also “expressed his belief that sports persons and coaches would undergo more intensive trainings to consolidate the successes achieved and fully demonstrate the honor of the country with gold medals at international games.”  Also attending KJU’s meet-and-greet were DPRK Cabinet Premier Pak Pong Ju, VMar Choe Ryong Hae, Jang Song Taek, Gen. KJU Visits Health Complex

DPRK state media reported on 27 April (Saturday) that Kim Jong Un (Kim Cho’ng-u’n) visited the recently constructed Haedanghwa Health Complex in Pyongyang.  KJU’s last reported public appearance was his attendance at a banquet commemorating the 81st anniversary of the foundation of the Korean People’s Army [KPA].  He was joined by his wife, Ri Sol Ju (Ri So’l-chu).  Madame Ri’s last reported public appearance was in late February, when she watched a basketball game and attended a banquet with Dennis Rodman.

Kim Jong Un began his visit at Haedanghwa Health Complex’s basement garage.  According to KCNA, KJU “was pleased to see the completed complex, adding that he appreciated its design and construction after examining the information on it presented to him by the relevant field.”  He also visited the store and dining rooms on the complex’s first two levels.  He “highly praised the builders for constructing not only the shop but the dining rooms to suit their nature and meet the requirements of formative art,” according to KCNA.  KJU visited the restaurant where he remarked that “cooking is a science and art, [he urged] the cookers to steadily improve their skills and display creative ingenuity to serve customers with varieties of tasty and highly nutritive dishes” and had a commemorative photograph taken with the chefs.  KJU then went to the second and third levels of the Haedanghwa Health Complex where he visited the public baths, saunas a barber shop, hair salon skin treatment center, workout room, billiard room and other recreational facilities.  KCNA reported that Kim Jong Un “personally checked the temperature of water at the bath and learnt about service provided at a face treatment room” and “was pleased to see the wading pool. He was also pleased to go round various saunas built with peculiar building materials such as halite, agate and yellow earth.”  KJU also “learnt in detail about what kinds of sports apparatuses are there in the fitness hall and table-tennis hall” and whilst “watching the clock in the shape of billiard balls and billiard table on a wall of the billiard room, he praised the builders for having constructed the room in such a perfect manner that everything there is impeccable.”

KJU then visited the health complex’s e-library and, according to KCNA, said “a relevant field should systematically send various data and videos on cooking to the e-reading room” and he “stressed the need to supply a sufficient quantity of foodstuff necessary for cooking practice so that apprentices may acquire workable knowledge, saying that theory is not enough to acquire cooking skill.”  He also visited a coffee shop on the complex’s fifth floor.  According to KCNA Kim Jong Un said that “it is the firm resolution of the WPK to enable the Korean people, the best in the world, to fully enjoy wealth and glory under socialism, without tightening their belts again, he noted, underlining the need to build more modern service centers such as the Haedanghwa Health Complex impeccable in any aspect.”

DPRK state media reported on 19 March (Tuesday) that Kim Jong Un (Kim Cho’ng-u’n) attended a commemorative photo session with participants in a national meeting of industrial workers held in Pyongyang on 18 March (Monday).  KJU’s last reported public appearance was at the national meeting of light industry workers.  Attending the photo-op with Kim Jong Un were Choe Yong Rim (DPRK Cabinet Premier), Kim Kyong Hui (Korean Workers’ Party [KWP] Secretary and Department Director and KJU’s aunt), Kim Ki Nam (KWP Secretary and Director of Propaganda and Agitation [publicity and information]), Mun Kyong Dok (Chief Secretary of the Pyongyang City [municipal] KWP Committee), Ro Tu Chol (DPRK Cabinet Vice Premier and State Planning Commission Chairman), Pak Pong Ju (Director of the KWP Light Industry Department), Ri Mu Yong (DPRK Cabinet Vice Premier) and the chief secretaries of KWP Provincial Committees and chairmen of Provincial People’s Committees.

According to KCNA, Kim Jong Un said, “the meeting loudly sounded the drive on the front of the light industry for improving the people’s living standard and made the torchlight for innovations kindled in the light industry furiously flare up for a fresh leap forward in agriculture and all economic sectors” and “warmly congratulated the participants on having successfully carried out their work with high enthusiasm and active participation and had a photo taken with them.”  KJU also “expressed belief that working people, officials, scientists and technicians in the field of light industry and related fields playing important roles in improving the people’s living standard would perform their duties for developing the light industry as required by the building of a thriving socialist nation.”

DPRK Premier Visits Sports Village and Pyongyang Vegetable Science Institute

DPRK state media reported on 11 March (Monday) that DPRK Cabinet Premier Choe Yong Rim visited the Pyongyang Vegetable Science Institute and the reconstruction of the Chongchun Street Sports Village.  Choe’s first visit was a tour of the Water Culture Greenhouse at the Pyongyang Vegetable Science Institute where learned about vegetable farming during the winter and “underscored the need to put the cultivation of vegetables on a scientific basis.”  Choe convened a meeting with officials and according to KCNA “discussed there were measures for relevant units to positively supply raw materials needed for normal operation of the institute and to raise the performance of geotherm pumps and rationalize manpower management.”

Choe Yong Rim also toured the reconstruction work at the Chongchun Sports Village in Mangyo’ngdae, Pyongyang, a project recently initiated by Kim Jong Un.  He visited the Basketball Gymnasium, Table Tennis Gymnasium.  According to KCNA Choe “underscored the need to successfully remodel the village as required by the new century” and “stressed that to successfully remodel the village into a comprehensive sports and cultural center is an important work to carry out the behests of the great Generalissimos Kim Il Sung and Kim Jong Il and instruction of Kim Jong Un and discussed the measures for relevant sectors to rise up in this work.”

 

Kim Jong Un Watches Archery Competition and Tours the Youth Street Sport Village in Pyongyang

DPRK state media reported on 8 March (Friday) that Kim Jong Un (Kim Cho’ng-u’n) watched an archery competition and toured the Chongchun (Youth) Street sports village in Mangyo’ngdae in western Pyongyang.  KJU’s last reported public appearance was his field inspection of two island defense units in the West (Yellow) Sea.  Kim Jong Un’s first visit was to watch the archery competition between the 25 April Sports Team [Group] (of the Korean People’s Army [KPA]) and the Amnokgang Sports Team [Group] (of the Ministry of People’s Security).  At this visit he was joined by VMar Choe Ryong Hae (Director of the KPA General Political Department), Jang Song Taek (Vice Chairman of the DPRK National Defense Commission [NDC]), Gen. Hyon Yong Chol (Chief of the KPA General Staff), Gen. Kim Kyok Sik (Minister of the People’s Armed Forces), Ri Yong Su (Director of the KWP Workers’ Organizations Department), Kim Yong Hun (Deputy [Vice] KWP Department Director) and Ri Jong Mu (Minister of Physical Culture and Sports).

Kim Jong Un first inspected the archery equipment used by the archers during the competition.  KCNA reported that he “to come close to him and examined their bows and arrows with deep attention” and “asked them which is good and bad in using them and about their impact on the results of matches in detail.”  According to KCNA he said “success largely hinges on what apparatus one uses in archery as the case is the same with all other sporting games, underscoring the need to provide best apparatuses to players” and “told officials to pay deep attention to archery events and take measures for the sufficient provision of such apparatuses as bow and arrow.”  KJU watched men and women’s team competitions and “praised the players whenever they hit bull’s eyes in the targets, saying ‘Excellent.’”  The 25 April Sports Team won the team competition.  He watched men and women’s individual competitions and “was very satisfied whenever players got high marks.”  According to KCNA, Kim Jong Un said “An archery game is an interesting and amusing one, adding that one feels exceptional pleasure when seeing a player hit the bull’s eye in the target.   Archery is just the same as shooting event.”

KCNA reported that “when Kang Un Ju of the April 25 Defense Sports Team gained 30 points by releasing three arrows, he [KJU] appreciated her good archery” and Kim Jong Un remarked that “She can give a good account of herself in an international game, too, with such skill.”  The 25 April Sports Team won the individual competition.  According to KCNA Kim Jong Un said “that watching the matches, I came to have confidence that archers of the DPRK can surely emerge winners in international games including Olympics in the future” and he “stressed the need to round off the archery technique and tactical system of Korean style and scientific training methods to intensify the training and, at the same time, provide archers with archery apparatuses suited to their physical constitution.”  KJU “expressed expectation and belief that archers, coaches and officials of the April 25 Defense Sports Team and the Amnokgang Defense Sports Team would develop archery event and achieve good successes in international games” and posed for commemorative photos with the archery competitors of both teams.

Kim Jong Un’s next visit was tour around the Chongchun Street Sports Village.  In attendance were VMar Choe Ryong Hae, Jang Song Taek, Gen. Hyon Yong Chol, Gen. Kim Kyok Sik, Ri Yong Su, Kim Yong Hun, Ri Jong Mu and KWP Deputy (vice) Department Directors (with design and construction portfolios) Ryang Chong Song and Ma Won Chun.  KCNA reported that KJU toured the sports village, first constructed in 1985 and finished in 1988, with the intention to renovate it “as required by the new era because it has positively contributed to the country’s development of sports and sports exchange with different countries.”  His first stop was to the basketball gym.  He inspected the basketball courts and locker room and “stressed the need to take proper measures for improving sound-arresting and heating devices and remodel all the facilities to meet the need of gymnasium.”  His next visit was to the Table Tennis (ping pong) hall where he learned about the tables and other facilities.  KCNA reported “saying that the luminous intensity is low, he stressed the need to reinforce lighting to suit games and watching” and “said that the gymnasium should have sufficient facilities for indoor broadcasting.”

Kim Jong Un also toured the weight lifting hall where he “he stressed the need to remodel well the gymnasium so as to make weightlifting one of the successful events in the future, too.”  According to KCNA Kim Jong Un said “It is important to make a good design for updating the gymnasium” and “the need to consult a lot of worldwide data on sports facilities before working it out.”  He also toured a commissary and learned “in detail about what kind of service players receive there, what kind of food they like best and the issues to be settled to improve the service at the restaurant.”  KJU said “there is nothing to spare for sports persons as they glorify the honor of the country at international games and bring national pride and self-confidence to the people.”  Kim Jong Un’s final stop was a tour of the Sosan Hotel.  He toured its restaurant and examined several guest rooms.  According to KCNA,  KJU “underscored the need to remodel the hotel as a modern one capable of providing good service to sports persons and spectators” and “specified tasks to officials concerned.”  Kim Jong Un said “it is an important work for bringing about a radical change in sports of the country to successfully remodel the sports village as required by Military-First (So’ngun) Era.  Everything should be calculated carefully to update the village” and he “ he listened to views of sports officials.”

KJU also “specified one by one issues arising in establishing a good system for managing sports facilities after remodeling the sports village and in ensuring the regular operation and management of the gymnasiums and their regular repair.”  According to KCNA Kim Jong Un said “It is the firm resolution of the WPK to turn the country into a sports power and it is a sacred work for realizing the noble desire of Kim Il Sung and Kim Jong Il” and expressed his “belief that the Ministry of Physical Culture and Sports and the relevant fields would successfully remodel the sports village into a comprehensive sports and cultural centre impeccable in any aspect in a short period.”
