Kim Jong Un Visits Mansudae Art Studio and Attends KPISF Concert

DPRK state media reported on 13 May (Monday) that Kim Jong Un (Kim Cho’ng-u’n) visited the Mansudae Art Studio and watched a performance by the Korean People’s Internal Security Forces [KPISF] Song and Dance Ensemble.  KJU’s last observed public appearance was his attendance at rehearsal and a meeting with members of the U’nhasu Orchestra.  KJU first visited the Mansudae Art Studio.  He was accompanied by Choe Hwi, Senior Deputy (1st vice) Director of the KWP Propaganda and Agitation Department, and Kim Ui Sun, a deputy director of the KWP Propaganda and Agitation Department.

At the art studio Kim Jong Un reviewed paintings and other art works which will be installed in the renovated Victorious Fatherland Liberation War (Korean War) Museum when it reopens in July 2013.  According to KCNA, KJU “noted that creators have truthfully portrayed the personality of the President as an invincible and iron-willed commander, a peerless strategist and tender-hearted father of the service personnel and the people, adding he felt as if he were watching his photos” and “watched again and again such works portraying the President in the period of the Fatherland Liberation War as ‘The great leader Comrade Kim Il Sung planning an operation’, ‘The great leader Comrade Kim Il Sung teaching a new combat method’ and ‘The great leader Comrade Kim Il Sung laying down a policy of using tanks to commanding officers of the KPA.’  He praised the creators for having successfully dealt with the principle of historicism and the phases of those times.”  KJU remarked that “watching photos of the President and the works depicting him in the war period to be displayed in the museum would help the visitors keenly realize how a great victory was won in the war and where was the source of the indomitable mental strength displayed by the service personnel and the people of the DPRK” and “told the creators to consider this principle as a rule in creating such works.”  KJU also “specified the orientation and ways which would serve as guidelines for creating such works and further developing the Chuch’e-based fine art,” according to KCNA.

Kim Jong Un later watched a concert given by the KPISF Song And Dance Ensemble.  He was joined by his wife, Ri Sol Ju (Ri So’l-chu) along with VMar Choe Ryong Hae (Director of the Korean People’s Army [KPA] General Political Department), Jang Song Taek (Vice Chairman of the DPRK National Defense Commission [NDC] and Director of the KWP Administration Department), Gen. Jang Jong Nam (Minister of the People’s Armed Forces), Kim Kyong Hui (KWP Secretary, head of the Kim Family and KJU’s aunt), Kim Ki Nam (KWP Secretary and Director of the Propaganda and Agitation Department), Col. Gen. Choe Pu Il (Minister of the People’s Security) and “other senior party and army officials, DPRK hero Ri Kyong Sim, woman traffic controller, who is well known to the service personnel and people for fully displaying the spirit of devotedly protecting the leader, and other people’s security persons and service personnel of the KPISF.”  KCNA reported that “put on the stage were colorful numbers of various genres including narration and chorus ‘Eternal Smile’, female solo and chorus ‘General Kim Il Sung Is Our Sun’ and dance ‘At the Lake Samjiyon.’”

After the concert, Kim Jong Un “highly praised the creators and artistes of the ensemble for giving the best performance, dynamic and appealing, by creating works of great cognitive and instructive significance providing good answers to social issues in the era of Military First (So’ngun) politics through the sensitive reflection of the party’s policies” and “gave thanks of the Supreme Commander of the KPA to them.”  According to KCNA, KJU “appreciated the performance as one which fully represented the will of the people’s security persons and service personnel of the KPISF to devotedly safeguard the socialist system with arms and law, a presentation instilling great strength and courage into the audience and the one, highest in artistry and flawless in its ideological contents and appeal” and said that “it is the great honor and pride of the WPK to have such art troupe as the song and dance ensemble of the KPISF.”  Kim Jong Un also said “he enjoyed the performance very much, noting that it was good to decorate the stage with colorful and diverse numbers through the presentation of national music, squad performance and light music. He once again highly appreciated the unique and enterprising creative work style of the creators and artistes of the ensemble” and “set forth important tasks to be fulfilled by the ensemble, expressing expectation and belief that its creators and artistes would energetically conduct the creation and performing activities to educate the people’s security persons, the service personnel of the KPISF in a revolutionary manner and people and powerfully encourage them in their struggle.”

DPRK state media reported on 1 May (Wednesday) that Kim Jong Un (Kim Cho’ng-u’n) inspected the Ministry of People’s Security and watched a sports contest between DPRK public health workers, on International Labor Day (May Day).  KJU’s last reported public appearance was his attendance at the DPRK premier league men’s football (soccer) finals for the Mangyo’ngdae Prize at Kim Il Sung Stadium.  First, Kim Jong Un visited the Ministry of People’s Security [MPS] and inspected Korean People’s Internal Security Forces [KPISF] Unit #2219.  Attending his visit to the MPS was VMar Choe Ryong Hae (Director of the Korean People’s Army [KPA] General Political Department) and Jang Song Taek (Vice Chairman of the DPRK National Defense Commission [NDC] and Director of the Korean Workers’ Party [KWP] Administration Department).

After arriving at MPS headquarters in Pyongyang, Kim Jong Un posed for commemorative photographs with MPS and KPISF personnel.  He also paid his respects to statues of Kim Il Sung, the late DPRK President and founder, and Kim Jong Il, the country’s late leader.  According to KCNA, KJU said “the erection of their statues at the ministry strikingly demonstrates the unshakable will of all people’s security persons and service personnel of KPISF to eternally hold the peerlessly great men in high esteem and devotedly defend the socialist system, a precious legacy bequeathed by the Generalissimos.”  He also “underscored the need for them to eternally hold the Generalissimos in high esteem as the sun of Chuch’e, firmly defend and glorify their undying revolutionary exploits with pure revolutionary conscience and strong sense of obligation.”  Kim Jong Un “gave important instructions to tighten people’s security and bolster up the combat capabilities of KPISF in every way” and remarked that “the Ministry of People’s Security and KPISF play a very important role for defending the socialist system, he said, adding that the people’s security persons and service personnel of KPISF should be deeply aware of their heavy yet honorable combat missions.”

KCNA reported that Kim Jong Un “underlined the need to strengthen the people’s security organ and the internal security forces as units defending the policies of the party, strong guardians of socialism, merciless striking forces and reliable protectors of the lives and properties of the people” and said that “the enemies are now afraid of our single-minded unity around the party more than anything else and running the whole gamut of desperate and base moves to destabilize and bring down our society.”  KJU said “now that the enemies are working hard to bar our people from trusting and following the party with pure conscience and fixed will and alienate the masses from it, it is important to intensify the struggle to frustrate their moves,” “called for devotedly defending the party, social system and people, decisively foiling the ideological and cultural poisoning and psychological warfare of the enemies and mercilessly wiping out the undesirable and hostile elements who have foolish day dreams” and he “underlined the need for the ministry and the internal security forces to make full combat preparations to annihilate the U.S. imperialists and south Korean puppet group keen to stifle the DPRK and to creditably fulfill their missions and duties in the sacred struggle to provide a firm guarantee by dint of arms and law for the implementation of the party’s line on simultaneously pushing forward the economic construction and the building of nuclear force.”  He also noted that “our Chuch’e-oriented socialist country is invincible as the Korean People’s Army and KPISF, the two revolutionary armed forces of the WPK, are firmly defending the security of the country and people.”

Kim Jong Un then inspected KPISF Unit #2219.  After his arrival, he presented the unit with a pair of binoculars and an automatic rifle during a short ceremony.  He then posed for commemorative photographs with officers and service members of the unit.  KJU toured the political education facilities, visited a mess hall, a dormitory, a cultural education classroom and a washroom.  KCNA reported that KJU was “satisfied to see good conditions in the bed room, praising the unit for keeping the wash-cum-bath room with a sauna attached neat and clean.”  During a visit to a classroom he “he underscored the need to train the soldiers to be strong in idea and faith by intensifying politico-ideological education among them.”

After his tour, he supervised a drill by the unit.  According to KCNA, Kim Jong Un “highly appreciated their success in the drill and indicated tasks for bolstering up the combat capabilities of the unit” and “expressed belief that just as the service personnel of KPISF have always did, the soldiers of the unit would display a do-or-die will and matchless courage and thus become iron shields and fierce tigers devotedly defending the party, social system and people in their struggle to decisively foil the enemies’ moves to stifle the DPRK.”

Kim Jong Un’s next visit was his attendance at a sports contest between public health workers.  He was joined by his wife Ri Sol Ju (Ri So’l-chu) along with Pak Pong Ju (DPRK Cabinet Premier), VMar Choe Ryong Hae, Jang Song Taek, Kim Kyong Hui (KWP Secretary, KJU’s aunt and head of the Kim Family), Kim Ki Nam (KWP Secretary and Director of the Propaganda and Agitation Department), Choe Tae Bok (KWP Secretary and Supreme People’s Assembly Chairman), Pak To Chun (KWP Secretary), Kim Yang Gon (KWP Secretary and Director of the United Front Department) along with “other senior officials of the party, the state and the army and workers in the field of public health.”  Also in attendance from the central leadership were: Gen. Kim Won Hong (Minister of State Security) Mun Kyong Dok (Chief Secretary of the Pyongyang City [municipal] KWP Committee), Jo Yon Jun (Senior Deputy [1st Vice] Director of the KWP Organization Guidance Department), Col. Gen. Kim Chang Sop (Director of the Ministry of State Security Political Bureau), Col. Gen. Ri Pyong Sam (Director of the KPISF Political Bureau), Kim Kyong Ok (Senior Deputy [1st Vice] Director of the KWP Organization Guidance Department), Col. Gen. Jo Kyong Chol (Chief of the Military Security Command), Gen. Yun Jong Rin (Chief of the Guard Command) and Gen. Kim Yong Chol (Vice Chief of the KPA General Staff and Chief of the Reconnaissance General Bureau).

The public health workers were divided into two teams–the Pot’onggang and Taedonggang teams.  KCNA reported of the sports competitions:

Male and female volleyball matches took place first.

The Pothonggang Team defeated its rival in the breath-taking male volleyball match and the Taedonggang Team trounced its rival in the female volleyball match.

Then followed table-tennis matches.

Men’s and women’s singles and doubles and singles of leading officials of the relevant units were played, drawing the attention of the spectators.

The Pothonggang Team won the men’s and women’s singles and men’s doubles while the Taedonggang Team emerged a winner in the women’s doubles.

The Pothonggang Team won the singles of leading officials of the relevant units.

The Pothonggang Team beat its rival 4:1 in the table-tennis matches.

A tug of war took place between the two teams.

The Pothonggang Team won the game.

According to KCNA, Kim Jong Un “clapped his hands whenever the players displayed high technique.”  The results of the competitions were announced and prizes given to the participants.  At the end of the event, KJU “waved back to the enthusiastic cheers of the players and spectators and congratulated them on the successful games.”

Kim Jong Un Visits Ku’msusan and Attends Banquet to Mark KPA Anniversary

DPRK state media reported that Kim Jong Un (Kim Cho’ng-u’n) visited the Ku’msusan Memorial Palace of the Sun and attended a banquet on 25 April (Thursday), to mark the official 81st anniversary of the foundation Korean People’s Army [KPA].  KJU’s last reported public appearance was his attendance at a rally and military “march-past” on Ku’msusan Plaza.  KJU first visited the preserved remains of his grandfather, late DPRK President and founder Kim Il Sung, and his father, late leader Kim Jong Il, at the Ku’msusan Memorial Palace.

KJU and the KPA’s high command first visited a room containing statues of Kim Il Sung and Kim Jong Il.  Floral baskets from Kim Jong Un, the Party Central Committee the Party Central Military Commission and the NDC were placed in front of the statues.  KJU then visited the rooms containing the preserved remains of his grandfather and father where he “made bows. . .in the humblest reverence,” according to KCNA.

Kim Jong Un also attended a banquet hosted by the NDC at Mokran (Moknan) House in central Pyongyang.  Attending the banquet were “senior party, army and state officials, members of the WPK Central Military Commission and the NDC of the DPRK, commanding officers of the KPA, officials of the party and armed forces organs, ministries and national institutions and service personnel of the KPA and the Korean People’s Internal Security Forces” and “diplomatic envoys of foreign countries and military attaches of foreign embassies here and their spouses.”  Before the banquet, the Moranbong Band gave a performance.

After the performance, a toast speech was delivered by Jang Song Taek (Chang So’ng-t’aek; Jang Song Thaek), Vice Chairman of the NDC, Director of the KWP Administration Department and Kim Jong Un’s uncle.  According to KCNA, during his speech, Mr. Jang “paid highest tribute to the great Generalissimos Kim Il Sung and Kim Jong Il who strengthened the KPA into the matchless revolutionary army and led it to the road of victory and glory, breathing with arms all their lives” and that “upon the authorization of Marshal Kim Jong Un, supreme leader of our party and people and supreme commander of the KPA, he warmly congratulated the service personnel defending the sky, land and seas of the country as firm as a rock and all the people dynamically struggling to build a thriving nation.”  Mr. Jang “noted that the revolutionary armed forces are ushering in the greatest heyday of their development as they are holding Kim Jong Un, who is identical to the Generalissimos, in high esteem as supreme commander” and he “stressed the need to steadily bolster nuclear force for self-defence both in quality and quantity and perform new miracles and feats in building a thriving socialist nation in the spirit of the historic March, 2013 Plenary Meeting of the Central Committee of the WPK.”

DPRK state media reported on 25 April (Thursday) that Kim Jong Un (Kim Cho’ng-u’n) attended a rally and “march-past” at Ku’msusan Plaza in Pyongyang to mark the official 81st anniversary of the foundation of the Korean People’s Army [KPA].  KJU’s last reported public appearance was his attendance at a concert by the U’nhasu Orchestra, given on Sun’s Day (Day of the Sun; Kim Il Sung’s birth anniversary).  Joining Kim Jong Un on one platform were VMar Choe Ryong Hae (Director of the KPA General Political Department), Jang Song Taek (Vice Chairman of the DPRK National Defense Commission [NDC]), Gen. Hyon Yong Chol (Chief of the KPA General Staff), Gen. Kim Kyok Sik (Minister of the People’s Armed Forces), Pak To Chun (Korean Workers’ Party [KWP] Secretary), VMar Kim Yong Chun (Vice Chairman of the NDC and Director of the KWP Civil Defense Department),VMar Ri Yong Mu (Vice Chairman of the NDC), Gen. The anniversary event began with speakers, led off by VMar Choe Ryong Hae.  According to KCNA, Choe said “the 80 odd year-long history of the KPA is one of glory in which it has steadily grown stronger as the main force for accomplishing the revolutionary cause of Chuch’e under the care of the peerlessly great men of Mt. Paektu and one of victory and feats in which it met every vicious challenge and shattered war provocation moves of the enemies and reliably defended the party, the leader, country and people” and he “expressed the pledge of all the service personnel to carry to completion the revolutionary cause of Juche that was started with arms in the forests of Mt. Paektu by taking the lead in upholding the leadership of the Supreme Commander as instructed by the great Generalissimos Kim Il Sung and Kim Jong Il.”  KPA Navy Commander Kim Myong Sik said in his speech “even though the U.S. imperialist aggressors try to browbeat the DPRK with super-large carriers and nuclear-powered submarines, they will never evade the fate of the U.S. heavy cruiser Baltimore, which was buried at sea in waters off Jumunjin during the last Korean War, by the revolutionary armed forces of the DPRK equipped ultra-modern strike means” and that “seamen waiting for the time of a dueling battle will send to the bottom of the sea all the pirate ships of aggressors, once ordered, and turn the South Sea of Korea into the burial sea of the enemies.”

KPA Air and Anti-Air Force Commander Ri Pyong Chol said “the men of his force are waiting for a final attack order to put an end to the enemies, with firm determination to devotedly safeguard the Party Central Committee headed by Kim Jong Un and the Ku’msusan Palace of the Sun” and that “the flying corps of a-match-for-a hundred stalwart pilots, once given a sortie order, will load nuclear bombs, instead of fuel for return, and storm enemy strongholds to blow them up.”  Strategic Rocket Force Commander Kim Rak Gyom said “the DPRK’s inter-continental ballistic missiles have already set the dens of the brigandish U.S. imperialists as their first target and officers and men of the Strategic Rocket Force are one click away from pushing the launch button.  If the U.S. imperialists and their followers dare make a preemptive attack, they will be made to keenly realize what a real nuclear war and real retaliatory blows are like and their stooges be made to feel the taste of horrible nuclear holocaust.”

Following the speeches, KPA units marched past Kim Jong Un.  According to KCNA KJU “saluted the columns marching past the tribune of honor in fine array.”  The event also included a fly-over by KPA Air and Anti-Air Forces jets.

 

Rumors of Dismissed People’s Security Minister Floated in ROK Media

South Korean [ROK] media, citing an interview with an unnamed ROK government official, are circulating rumors that DPRK Minister of People’s Security, Gen. Ri Myong Su (Ri Myo’ng-su) has been removed from office and replaced by Col. Gen. Choe Pu Il, currently serving as Vice Chief of the Korean People’s Army [KPA] General Staff.  Gen. Ri was appointed Minister in April 2011 and has held the office for nearly two years. In a 26 February report  Yonhap News Agency quoted the unnamed official who said, “To my knowledge, North Korea recently appointed Choi Bu-il, deputy chief of staff at the North’s military, to the minister of people’s security” and also reported that “the source declined to give further details, including exactly when Cho was named, but the apparent replacement is believed to be linked to a ‘part of loyalty test by Kim Jong-un.’”

JoongAng Ilbo published a similar story on 27 February and reported that “Choe Pu-il, former vice chief of the general staff of the North Korean army, has been appointed to the minister of people’s security, a position similar to a national police commissioner in the South, a high-ranking South Korean official told reporters yesterday at a private meeting.” JoongAng Ilbo also reports that Gen. Ri Myong Su “hasn’t appeared in public since September 2012.”  Yonhap also reported that Gen. Ri “”has not been seen in public for months, raising speculation that he might have been purged.”

Either ROK media or their mystery man in the ROK government, are simply wrong about Gen. Ri’s public appearances.  Ri Myong Su’s last reported public appearance was on 4 January 2013 when he attended a meeting of People’s Security and Korean People’s Internal Security Forces [KPISF] personnel “to carry out the important tasks” itemized in Kim Jong Un’s New Year’s Day Address.  Prior to that Gen. Ri visited Ku’msusan Memorial Palace of the Sun with KJU on New Year’s Day, attended a banquet given for personnel involved in the 12 December 2012 launch of the U’nha-3 rocket, visited Ku’msusan on 24 December 2012, attended an unveiling ceremony of Kim Il Sung and Kim Jong Il statues in Hamhu’ng on 20 December 2012 , attended the first central party banquet for the U’nha-3 launch personnel on 21 December 2012 and attended a national memorial service commemorating one year since Kim Jong Il’s demise.  Gen. Ri also attended a national meeting of people’s security officers and a KJU commemorative photo session in late November 2012 and attended Forestry Workers’ national meeting on or around 7 November 2012.  Gen. Ri’s public appearances have been relatively spotty, as Luke Herman wrote in NK News about in October 2012, but he has “appeared in public” well after September 2012 despite current media reporting.

This does not mean Ri Myong Su’s position could not be in jeopardy.  There have been the aforementioned gaps between his public appearances, which could be ascribed either to his political standing or to the Minister having to directly supervise People’s Security’s various missions directly from headquarters.  A lot of the ceremonial aspects of the Minister’s position have been undertaken by the head of the People’s Security/KPSIF Political Bureau, Col. Gen. Ri Pyong Sam, who presided over a ceremony at which the MPS University was renamed after KJI and two awards ceremonies for KPISF personnel killed on duty.  There have also been rumors in Pyongyang implicating members of Ri Myong Su’s family in malfeasance in their foreign trading corporations.  If Ri was removed from office, it would indicate that Kim Jong Un continues to consolidate his power by making his own personnel appointments, in lieu of keeping Kim Jong Il’s old retainers.  It should also be noted hat Gen. Ri has also held senior positions during the DPRK’s three nuclear test.  In 2006 Ri was serving as Chief of the KPA General Staff Operations Bureau.  In 2009, Ri was director of the DPRK National Defense Commission [NDC] Administration Department.  In 2012, Ri was Minister of People’s Security, which, according to some researchers. controls some of the units responsible for major construction and engineering projects at the P’unggye-ri Nuclear Test Site.

South Korean official and media sources have also previously provided conflicting information about Ri’s alleged replacement, Choe Pu Il.  Choe has served as Vice Chief of the KPA General Staff since 2009.  However some ROK sources have identified Choe also concurrently serving as Chief of the KPA General Staff Operation Bureau, and other ROK sources have claimed that Choe commanding the IX Army Corps or serving as regional commander of KPA forces in what be termed it Northeast Military District.  This does not preclude Choe from being appointed to People’s Security, and his career history reveals ample criteria for his potential appointment.  And yet, previous information from ROK sources about Choe’s position within the DPRK ‘s national security community has been inconsistent and highly speculative.

Pyongyang watchers also may recall that back in November 2012, VMar Kim Jong Gak was quietly removed from serving as Minister of the People’s Armed Forces and replaced by Gen. Kim Kyok Sik.  This led country watchers to speculate as to whether VMar Kim was part of an ongoing purge, or if he was dismissed because of allegations that one of his sons had attempted to defect via China.  Although Gen. Kim Kyok Sik’s appointment as the country’s defense minister was later publicized, it hardly affected Kim Jong Gak’s political standing and he has made a number of public appearances, including at so-called #1 Events with Kim Jong Un.

There have been numerous occasions in the past in which a senior official is seen at an event close to The Center, or continues to make public appearances, even though they’ve already been marked for dismissal.  Often these have involved the more opaque maneuverings within the Party Central Committee and DPRK Government.  However the Ministry of People’s Security, and particularly the individual serving as Minister, operates (in very relative terms) transparently.  Gen. Ri Myong Su’s three predecessors as Minister were all publicly removed from office and their replacement publicly announced.  In July 2003 the Minister of People’s Security Paek Hak Rim was removed (due both to political reasons and old age) from office by an order of the Supreme People’s Assembly [SPA] Presidium.**  His replacement, Choe Ryong Su, was immediately announced.  Choe Ryong Su’s tenure was short-lived.  Barely a year after his appointment Choe was replaced by Gen. Ju Sang Song, then-commander of the IV Army Corps.  Gen. Ju had a lengthy tenure, serving as Minister for nearly seven years.  In March 2011 Gen. Ju was publicly removed from office by an order of the NDC “due to his illness.”  On 7 April 2011, Ju was replaced by Gen. Ri Myong Su through an order of the NDC (to which People’s Security is subordinate) and ratified by the 4th session of the 12th SPA held the same day.

**Until 2009 the Ministry of People’s Security was part of the DPRK Cabinet, and the Minister appointed by the SPA.  After 2009, the MPS was directly subordinate to the National Defense Commission.  Thus, Paek Hak Rim and Choe Ryong Su were removed from office by the SPA Presidium (standing committee).  In 2011 Gen. Ju Sang Song was removed as Minister by the National Defense Commission, and Gen. Ri Myong Su appointed to replace him, however the dismissal and appointment were ratified at the 4th session of the 12th SPA.

DPRK stated media reported on 22 February (Friday) that Kim Jong Un (Kim Cho’ng-u’n) attended a commemorative photo session with Korean People’s Army [KPA] service members and officers and civilian officials who participated in a meeting on political education and ideological indoctrination lectures in KPA units, and conducted a field inspection of KPA Unit #630  KJU’s first appearance was at the commemorative photo-op occurred on the campus of the Ministry of the People’s Armed Forces (the venue for the political lecturers’ meetings), in front of the statues of late DPRK founder and president Kim Il Sung and late leader Kim Jong Il.  These lectures are conducted by personnel of the KPA General Political Department, which is managed by the KWP Organization Guidance Department.  In other systems, some of these lecturers and guides might be termed part of a “political commissar” organization, which the KPA does not have.  KJU’s last reported public appearance was his tour of the renovation and construction work at the Fatherland Liberation War Museum in Pyongyang.  Attending the photo-op with Kim Jong Un were VMar Choe Ryong Hae (Director of the KPA General Political Department), Col. Gen. Ri Pyong Sam (Director of the Korean People’s Internal Security Forces’ Political Bureau), Kim Kyong Ok (Senior Deputy [1st Vice] Director of the KWP Organization Guidance Department with the portfolio for KPA political management), Hwang Pyong So (Deputy [vice] Director of the KWP Organization Guidance Department), Col. Gen. Son Chol Ju and Lt. Gen. Ryom Chol Song.

Kim Jong Un greeted the assembled service members and officers with a hearty wave.  According to KCNA, KJU said “The meeting held on the significant occasion of the 35th anniversary of the first party lecture given in the presence of President Kim Il Sung marks a historic occasion of weighty significance in further strengthening the KPA into the army of the Party and the leader and the invincible revolutionary army of Mt. Paektu as required by the party and the developing revolution” and he “warmly congratulated them on their successful meeting held amid great enthusiasm.”  Before posing for the commemorative photos, KJU lauded “”the participants for fully devoting their wisdom and enthusiasm to strengthening the KPA as required by modeling the whole army on Kimilsungism-Kimjongilism.”

Kim Jong Un’s second reported public appearance was a field inspection and guidance of exercises of KPA Large Combined (taeyonhap pudae) Unit #630 and elements of the KPA’s Air and Anti-Air Forces.  KJU was accompanied by a large coterie of the KPA’s high command.  In attendance to observe the drills were VMar Choe Ryong Hae, Gen. Hyon Yong Chol (Chief of the KPA General Staff), Gen. Kim Kyok Sik (Minister of the People’s Armed Forces), VMar Kim Yong Chun (Vice Chairman of the National Defense Commission and Director of the KWP Civil Defense Department), Lt. Gen. Ri Yong Gil (Commander of the V Army Corps, a forward echelon [deployed] unit), Col. Gen. Son Chol Ju (KPA Supreme Command staff), Col. Gen. Jo Kyong Chol (Chief of the Military Security Command [MSC]), Gen. Yun Tong Hyon, Gen Ri Pyong Chol (Chief of the KPA Air and Anti-Air Forces), Col. Gen. Choe Kyong Song (Commanding Officer of XI Corps, the main SOF unit), Col. Rim Kwang Il, Kang Ki Sop (Director-General of the DPRK General Bureau of Civil Aviation), Lt. Gen. Son Chong Nam (KPA Air and Anti-Air Forces), Lt. Ro Hung Se, Gen. Yun Jong Rin (Chief of the Guard Command), Col. Gen. Choe Pu Il (Vice Chief of the KPA General Staff), along with Hwang Pyong So, Ra Chong Il and Hong Yong Chil from the Party Central Committee.

Upon arriving at the training grounds, KJU went into an observation facility and was briefed about the exercises and “learned in detail about the preparedness and the influence of the bad weather on the exercise.”  According to KCNA, “pilots promptly and accurately conducted the taking off and landing drills by using a motorway as an airfield.”  KJU and the members of the KPA’s high command then watched a paratroop exercise.  KCNA reported that “despite strong wind, paratroopers landed on the fixed points by applying the combat methods and actions they cultivated in their day-to-day trainings.”

According to KCNA, Kim Jong Un said “Their drills were carried out very well, adding that the pilots and the paratroopers successfully performed difficult missions despite very adverse weather conditions. This was the result of their good day-to-day trainings.  Battles are not fought depending on weather conditions and an engagement with the enemy takes place under the worst conditions.  In order for soldiers to creditably discharge their missions any time and under any circumstances and conditions, they should conduct drills under the simulated conditions of an actual battle with high ideological awareness.”  KCNA also reported that “Underlining the need for the KPA to embody the spirit of the Enlarged Meeting of the Central Military Commission of the Workers’ Party of Korea in the military and political work, he called on all KPA units to raise the hot wind of training just as the anti-Japanese guerrillas did in Mt. Paektu.”  Kim Jong Un also remarked that “the drills conducted by them this time show that it is necessary to put exercises on a scientific basis as required by a modern war.  As I emphasized while watching the exercise of KPA’s Large Combined Unit 526, it is necessary to steadily study and round off the Korean style combat methods suited to the modern war and modernize the weaponry in order to defeat the enemy.  KPA service personnel [should] put spurs to making preparations for going into action, keeping themselves at maximum alert at all times.  Once the enemies make a provocation, you should give full play to the inexhaustible combat capability to deal deadly blows at them, giving them no time to come to their senses, and blow up their strongholds of aggression.”

After discussing the training exercises, Kim Jong Un posed for commemorative photographs with senior commanders along with service members and officers who participated in the exercises.

Annual Loyalty Meeting Held at Mt. Paektu for KJI Birthday

DPRK state media reported on 12 February that the annual loyalty meeting was held near Kim Jong Il’s mythic birthplace next to Mt. Paektu.  Attending the ceremony, held the same day as the country tested a nuclear device, were KWP Secretary Kim Ki Nam, National Defense Commission Vice Chairman VMar Kim Yong Chun, Director of the Korean People’s Internal Security Forces’ Political Bureau Ri Pyong Sam, Chairman of the Kim Il Sung (Socialist) Youth League Jon Yong Nam, Vice Minister of the People’s Armed Forces Gen. Kan Phyo Yong and “officials of the party and armed forces organs, working people’s organizations, ministries and national institutions, service personnel of the Korean People’s Army and the Korean People’s Internal Security Forces and people from all walks of life.”

Several speeches were made before “fireworks were displayed in the sky above the Paektusan Secret Camp.”  Kim Ki Nam said that “Kim Jong Il developed the WPK into the glorious party of President Kim Il Sung, the invincible guiding force and laid an eternal foundation for accomplishing the revolutionary cause of Chuch’e” and “stressed the need to achieve the final victory in an all-out action against the U.S. in the new century and build the most powerful country and the people’s paradise on this land looked up to by the world, under the uplifted banner of the WPK led by the dear respected Marshal Kim Jong Un.”  Gen. Kang Phyo Yong** said “The revolutionary feats of Kim Jong Il who provided the invincible military muscle and single-minded unity, holding arms and with intense love for the country and people, will shine long.”  Jon Yong Nam said “Kim Jong Il enforced the policies of attaching importance to youth and loving youth and brought them up to be the reliable political reserves of the party and the successors of the revolution” and “resolved to display the pride of being reserve combat unit and detached force of Kim Jong Un and win the final victory in building a thriving nation, holding high the torch of revolution given by Kim Jong Il.”

DPRK state media reported on 12 February (Tuesday) that the Korean Workers’ Party [KWP] Political Bureau met on 11 February (Monday).  The meeting, attended by “members of the Presidium, members and alternate members,” adopted the decision ”On marking the 65th anniversary of the DPRK and the 60th anniversary of the victory in the Fatherland Liberation War as grand festivals of victors.”  The Political Bureau’s position “stressed the need to continue launching satellites of Kwangmyo’ngso’ng series and powerful long-range rockets.”  According to KCNA the Political Bureau’s decision was:

The decision emphasized the need to further deepen and accomplish the sacred cause of holding in high esteem the great Comrade Kim Il Sung and Comrade Kim Jong Il as eternal leaders of the WPK and the revolution.

The decision called for splendidly and significantly organizing political events marking the 60th anniversary of the victory in the Fatherland Liberation War and the 65th anniversary of the DPRK.

According to it, various political events will be held with splendor to mark the 60th anniversary of the victory in the Fatherland Liberation War. They will include a parade of the Korean People’s Army (KPA), mass demonstration of Pyongyang citizens, grand mass gymnastic and artistic performance “Arirang” and army-people joint meeting with war veterans.

The decision stressed the need to successfully rebuild the Victorious Fatherland Liberation War Museum and spruce up the revolutionary battle sites, revolutionary sites and revolutionary museums including the revolutionary museum at Kim Il Sung University, the Museum of the Fatherland Liberation War and the Jonsung Revolutionary Museum.

It called for newly building a martyrs cemetery of the KPA in Pyongyang and sprucing up KPA martyrs cemeteries and monuments to the fallen fighters of the KPA in various parts of the country.

It underlined the need to resolutely foil all the hostile forces’ moves to isolate and stifle the DPRK by achieving proud victory in building an economic power and improving the people’s living standard.

It also underscored the need for all fields and units to do a lot of good works for the prosperity of the country and its people’s happiness on the occasion of the 65th birthday of the Republic.

It called for staging an all-out action of high intensity for reliably protecting the security and sovereignty of the country in view of the prevailing grave situation and marking the 65th anniversary of the DPRK and the 60th anniversary of the victory in the Fatherland Liberation War with fresh achievements in bolstering up capability for self-defence.

It stressed the need to continue launching satellites of Kwangmyongsong series and powerful long-range rockets.

It called on the KPA to keep itself fully ready for combat and put maximum spurs to rounding off its combat preparedness in order to bolster up one-beats-a hundred combat capability. It stressed that once an order is issued, the KPA should blow up the stronghold of aggression at a strike and wipe out the brigandish U.S. imperialists and south Korean puppet army to the last man and thus accomplish the historic cause of national reunification.

The decision called for sincerely helping the army and significantly conducting the work for putting forward and preferentially treating the war veterans and wartime merited persons as a social movement on the occasion of the 60th anniversary of the war victory.

It underscored the need to give further spurs to building a highly civilized socialist nation.

It referred to the tasks for completing the preparations for the universal 12-year compulsory education within this year, establishing a medical information service network and telemedicine system, building a children’s hospital, a dental hospital and a recovery center and winding up the first phase project for updating the Hungnam Pharmaceutical Factory.

It also underscored the need to build a modern combined center for sports trainings and different kinds of mass sporting facilities and raise hot wind of sports throughout the country.

It called for face-lifting the central part of Pyongyang and building more modern cultural facilities including pleasure grounds and Munsu Wading Pool.

The decision stressed the need to arouse all compatriots to the struggle for resolutely foiling the anti-DPRK moves and “sanctions” racket of the U.S. imperialists and the south Korean puppet group of traitors and thoroughly implementing the June 15 joint declaration and the October 4 declaration so as to open up a new phase for national reunification.

It called for conducting external activities to grandly celebrate the 60th anniversary of the victory in the Fatherland Liberation War as a common event for the anti-imperialist independent forces and the world progressive people.

Posthumous State Titles Issued to People’s Security Officers

DPRK state media reported on 8 February (Friday) that the title of Labor Hero was awarded to “people’s security men of a unit under the So’ngnim City People’s Security Department of North Hwanghae Province” who “laid down their lives without hesitation to rescue workers under unexpected urgent circumstances.”   The ceremony was held Friday in Sariwo’n, provincial capital of North Hwanghae Province.  Attending the ceremony was Col. Gen. Ri Pyong Sam, Director of the MPS/Korean People’s Internal Security Forces, Pak T’ae Dok, Chief Secretary of the Korean Workers’ Party [KWP] North Hwanghae Provincial Committee, other MPS officials  and “officials concerned, people’s security persons and bereaved families.  According to KCNA “the title of the DPRK Labor Hero and Gold Medal (hammer and sickle) and Order of National Flag First Class awarded to Ri Kwang Chol and Ri Chung Gon were conveyed to their bereaved families at the awarding ceremony.”  Family members also received “patriotic martyrs’ certificates” during the ceremony.

This was the second occasion in the last four months when state media reported on a ceremony awarding state titles to people’s security personnel killed on duty.  On 27 October 2012 two members of the MPS branch in Kangwo’n Province were given the titles of DPRK Hero “when they were working to defuse a time-bomb dropped by the U.S. imperialist aggressors during the Korean War, it went off all of a sudden. They died heroic deaths after saving their comrades at that critical moment.”
