4th Meeting of KPA Company Commanders and Political Instructors Held

The 4th Meeting of Korean People’s Army [KPA] Company Commanders and Political Instructors convened during 22 and 23 October in Pyongyang.  Kim Jong Un (Kim Cho’ng-u’n) attended both days of the meeting and delivered three speeches.  Also in attendance were VMar Choe Ryong Hae (Director of the KPA General Political Department), Gen. Ri Yong Gil (Chief of the KPA General Staff), Gen. Jang Jong Nam (Minister of the People’s Armed Forces), Gen. Kim Won Hong (Minister of State Security), Gen. Choe Pu Il (Minister of People’s Security), Col. Gen. Kim Chang Sop (Director of the Ministry of State Security Political Bureau), along with senior KPA officials, KPA commanding officers and KPA company commanders and political instructors.

In his opening speech to the meeting, Kim Jong Un said that “when all the participants strengthen companies, cell and basic combat unit of the People’s Army, to repay the party’s trust and expectation, the might of the powerful revolutionary army of Mt. Paektu will be highly displayed, and expressed the conviction that the on-going meeting will serve as a historical landmark in arousing the whole army to strengthening companies, before declaring the meeting open.”  VMar Choe Ryong Hae delivered the meeting’s official report.   According to KCNA, VMar Choe said in his report:

President Kim Il Sung (Kim Il-so’ng) defined company as the cell of revolutionary armed forces and basic combat unit at a time when he formed the first armed ranks of Chuch’e-type in the forest of Mt. Paektu and brought up the fourth company of the 7th regiment of the anti-Japanese guerrillas as an exemplary company, thus setting a brilliant example in strengthening companies.

Kim Il Sung convened the meeting of company commanders and political instructors for the first time in the army-building history on October 11, Juche 62 (1973), attended the meeting and unfolded important guidelines in strengthening companies, an epoch-making event which effected a drastic turn in strengthening KPA companies.

Leader Kim Jong Il (Kim Cho’ng-il) put forth the original idea that strengthening company is a key link and a starting point in strengthening the whole army, brightly indicated orientation and ways for companies to follow at each stage and in each period of developing revolution and worked heart and soul for strengthening companies politically and militarily.

The Chuch’e-oriented idea of the great Generalissimos on strengthening companies and feats they performed by doing so are being successfully carried forward onto a higher stage thanks to the wise guidance of Marshal Kim Jong Un.

Supreme Commander Kim Jong Un formulated Kimilsungism-Kimjongilism as the guiding idea of the WPK and energetically led the work to model the whole army on Kimilsungism-Kimjongilism in all aspects with companies as a base, thus opening up a heyday for strengthening the revolutionary armed forces.

Kim Jong Un brought up service personnel to be a-match-for-a hundred brave and stalwart fighters and provided energetic guidance to turn all companies into steel-strong militant ranks having strong discipline and assuming the perfect appearance as the regular armed forces by scrupulously managing the companies.

A fundamental turn took place in the ideological and moral traits of the company commanders and political instructors and in their work style and many successes were achieved in the efforts to consolidate the companies through the struggle to firmly preserve and glorify the idea of strengthening the companies set forth by the peerlessly great persons of Mt. Paektu and their feats.

Choe Ryong Hae also “called for making sustained great efforts to bolster up the companies in order to accelerate the process of modeling the whole army on Kimilsungism-Kimjongilism on a new higher stage and thus develop the KPA into an invincible revolutionary Mt. Paektu (Paektusan) army.”  KPA company commanders and political instructors delivers also made speeches during the meeting.  According to KCNA, the meeting speakers said “that all the companies of the KPA grew to be the ranks of human bullets and bombs devotedly defending the leader as they share the intention, love and destiny with the supreme commander under his energetic leadership and deep loving care” and “that they would turn all the companies into the ones of human bullets and bombs devotedly protecting the leader and defending the country full of faith and confidence that they are sure to emerge victorious as they are led by the supreme commander.”  Kim Jong Un listened to “all the speeches made by company commanders and political instructors at the meeting” and “invited the commander and former political instructor of the  Persimmon Tree (Kamnamu) company there to have a photo taken with them.”

Kim Jong Un also delivered an “historic speech” in which he appreciated “the successes made in the work of the companies” and lauded “those company commanders and political instructors who rendered devoted service for them.”  He also “set forth the tasks to be carried out to develop all companies into elite revolutionary ones devotedly defending the WPK Central Committee and the ways to do so” and “underscored need for them to firmly unite around the Party Central Committee to take the lead in overcoming difficulties and trials and fully prepare all the company soldiers politically and ideologically and in military technique.”  Kim Jong Un “called for establishing strong discipline in the companies, boosting their appearance as regular units, decisively raising the level of company commanding ability and improving the living conditions and environment of the soldiers” and noted “that the meeting helped him find out jewel-like patriots and unassuming commanders and political instructors who dedicated themselves to strengthening their companies.”  According to KCNA he said “in an excited tone that the Party Central Committee decided to highly praise them.”

VMar Choe Ryong Hae read a proclamation which awarded the title of Labor Hero, the Hammer and Sickle gold medal and Order of National Flag 1st Class to KPA company commander Kim Sang Il, KPA political instructor Pak Son Gi, company commander Kim Kwang Gum, Capt. Min Kwang Hae and company commander Sa Song Guk for performing “distinguished feats in bolstering up the KPA by strengthening companies into vanguard devotedly defending the leader, a-match-for-a hundred combat ranks and turning them into homes dear to soldiers, true to the last instructions of Kim Il Sung and Kim Jong Il and the leadership of the party.”

Kim Jong Un delivered the meeting’s closing speech.  According to KCNA he said “the meeting would go down in the history of the Chuch’e-based army building as it provided a landmark for the development of the powerful revolutionary Mt. Paektu (Paektusan) army with the strengthening of companies as a starting point under the uplifted banner of modeling the whole army on Kimilsungism-Kimjongilism” and “declared the meeting closed, expressing belief that all participants in the meeting would augment the might of the People’s Army in every way, united close around the party, and thus perform their duty in carrying out the revolutionary cause of Military-First (So’ngun).

A ceremony opening the U’nha Scientists’ Street, a residential area in Pyongyang for research scientists and technicians, was held on 11 September (Wednesday).  Attending the ceremony were Pak Pong Ju (DPRK Premier), VMar Choe Ryong Hae (Director of the Korean People’s Army [KPA] General Political Department), along with “other senior officials of the party, state and army, officials concerned and service personnel of the Korean People’s Army and the Korean People’s Internal Security Forces, and officials and builders and those scientists and technicians who are to live in the new flats.”  Mun Kyong Dok, Chief Secretary of the Pyongyang Korean Workers’ Party [KWP] Committee, and Pak Pong Ju spoke at the ceremony.

According to KCNA in his speech, Pak “emphasized the need to regard it as main objective of construction to build dwelling houses and rest houses for personnel in the fields of science and education in the future as intended by Kim Jong Un (Kim Cho’ng-u’n) and implement the party’s idea of attaching importance to science and technology” and “called upon the officials and workers in charge of the management and the operation of those apartment houses, public buildings and welfare service facilities in the street to manage and operate all buildings and facilities in a responsible manner by embodying Kim Jong Il’s (Kim Cho’ng-il) patriotism to make sure that the party’s love for people reaches the scientists and technicians before anyone else.”  Pak also “called upon those scientists and technicians to achieve more fresh successes in their scientific researches to repay with more latest scientific successes the love and trust of Kim Jong Un, who provided modern dwelling houses and highly civilized and happy living conditions to them.”

After the speeches, Pak Pong Ju cut a ceremonial red ribbon  and ceremony participants toured the U’nha Scientists’ Street.

Yonhap noted that among the members of the DPRK central leadership attending the ceremony was Choe Chun Sik, President of the Second Academy of Natural Sciences.  Choe toured the scientists’ residential area with Kim Jong Un the previous day, and had last been prominently seen attending various celebratory and commemorative events following the DPRK’s launch of the U’nha-3 in December 2012.  At the opening ceremony, Choe was seen attired in a KPA dress uniform with the rank of Lt. General (sangjang) on the shoulder boards.  Also attending the ceremony was KWP Secretary Pak To Chun, a key leading manager of the DPRK weapons industry and Choe Chun Sik’s nominal boss.

Kim Jong Un Attends KPISF Concert

DPRK state media reported Tuesday (10 September) that Kim Jong Un (Kim Cho’ng-u’n) attended a concert for the 65th anniversary of the country’s founding given by the Korean People’s Internal Security Forces’ Song and Dance Ensemble.  Attending the concert were Ri Sol Ju (Kim Jong Un’s wife), Pak Pong Ju (DPRK Premier), VMar Choe Ryong Hae (Director of the Korean People’s Army [KPA] General Political Department), Jang Song Taek (Vice Chairman of the National Defense Commission), Gen. Ri Yong Gil (Chief of the KPA General Staff), Kim Kyong Hui (Korean Workers’ Party [KWP] Secretary and Kim Jong Un’s aunt), Kim Ki Nam (KWP Secretary), Gen. Choe Pu Il (Minister of People’s Security) along with ” members of the Political Bureau of the WPK Central Committee, chief secretaries of the Provincial Party Committees, members of the central guidance organ of the Party in Pyongyang, deputies to the Supreme People’s Assembly, ministers of the Cabinet, service personnel of the KPA and the KPISF, scientists and technicians in the field of scientific research, teachers and researchers of universities in the city, overseas Koreans, diplomatic envoys of different countries and representatives of international organizations and military attaches of foreign embassies here and their wives and other foreign guests.”  Kim Jong Un’s last observed appearance was his attendance at a Worker-Peasant Red Guards military parade and Pyongyangites’ demonstration in Kim Il Sung Square on 9 September.

The concert began “Song of the Proclamation of the People’s Republic” and included “male and solo chorus ‘Oh My Motherland of So’ngun,” “male guitar quartet ‘We Will Live Like in Those Days,” and “dance ‘The Post I Am Defending.’”  According to KCNA members of the KPISF Song and Dance Ensemble “highly praised the immortal exploits the great Generalissimos Kim Il Sung (Kim Il-so’ng) and Kim Jong Il (Kim Cho’ng-il) performed by building a socialist power centred on the popular masses,the first of its kind in the history of the nation spanning five thousand years, and providing solid foundations for the eternal prosperity of the country” and they “sang the praises of the advantages of the socialist system in the DPRK and represented the pledge of all the service personnel and people to creditably defend the country.”  After the concert Kim Jong Un “congratulated the performers on their successful performance, waving to enthusiastically cheering performers and audience” and “appreciated the creators and artistes of the ensemble for greatly contributing to celebrating the 65th anniversary of the DPRK with splendor by devoting their creative wisdom and enthusiasm to make good preparations of the performance in a short span of time.”

WPRK Parade and Demonstration Held to Mark DPRK’s 65th Anniversary

The Worker-Peasant Red Guards [WPRG] staged a parade, followed by a demonstration by Pyongyangites, in Kim Il Sung Square in Pyongyang on 9 September (Monday), the 65th anniversary of the foundation of the DPRK.  Kim Jong Un attended the WPRG parade and demonstration.  Also on the reviewing platform were senior DPRK officials including Kim Yong Nam (Supreme People’s Assembly [SPA] Presidium President), Pak Pong Ju (DPRK Premier), VMar Choe Ryong Hae (Director of the Korean People’s Army [KPA] General Political Department), “the chairperson of a friendly party, officials of the party, armed forces organs and the Cabinet and chief secretaries of Provincial Party Committees of the WPK” along with “Kwon Sun Hwi, advisor to the Central Standing Committee of the General Association of Korean Residents in Japan, and Choe Un Bok, chairwoman of the General Association of Koreans in China.”  Also in attendance were “deputies to the Supreme People’s Assembly, officials of the party, armed forces and power bodies, social organizations, ministries and national institutions, service personnel of the KPA and the Korean People’s Internal Security Forces, officials in the fields of science, education, literature and arts, public health and media, merited people, delegations of overseas Koreans and other compatriots and the chief of the Pyongyang Mission of the Anti-Imperialist National Democratic Front” and “foreign delegations and delegates, foreign diplomatic envoys and representatives of international bodies and their wives and military attaches here and other foreign guests.”

The flags of the DPRK and Korean Workers’ Party were raised with musical accompaniment.  WPRG members were ceremoniously inspected then presented to Kim Jong Un by Minister of the People’s Armed Forces, Gen. Jang Jong Nam.  After the presentation of the WPRG members DPRK Premier Pak Pong Ju delivered a speech in which, according to KCNA, he said “that the history of the DPRK clearly proves immutable truth that the great leaders assure the high dignity and prosperity of the country and nation” and “stressed that the army and people of the DPRK holding the peerlessly great men in high esteem generation after generation will as ever dynamically advance along the road of independence, Military-First (So’ngun) and socialism and it will shine forever as the socialist state of Juche with the invincible might.”

After Pak’s speech the WPRK parade began with the marching of flags displaying of the portraits late DPRK President and founder Kim Il Sung (Kim Il-so’ng) and his son late DPRK leader Kim Jong Il (Kim Cho’ng-il).  This was followed by WPRG members emptying Kim Il Sung Square and its vicinity to mark past the parade reviewing platform.  The WPRG members consisted of reserve military training units members of the WPRG’s units from the provinces, at industrial complexes and agricultural sites, along with WPRG units of the Ministries of Land Management and Public Health, reserve units from DPRK universities and members of the Young Red Guard.  The parade marchers were followed by a ride-past of multiple-launch rockets systems [MLRS] and towed artillery pieces.  A parade and demonstration by the citizens of Pyongyang followed the WPRK parade which began with a float consisting of replicas of Kim Il Sung and Kim Jong Il statues amid a a sea of people carrying the DPRK flag.  According to KCNA “columns of dancers depicting the national flag, Taekwon-do players, military families, artistes, scientists, sportspersons, teachers and medical workers walked past the square” and “letters reading ‘Kim Il Sung’, ‘Kim Jong I’, ‘Kim Jong Un’, ‘Glory’, ‘Celebration of 65th Anniversary’, ‘Great Mt. Paketu (Paektusan) Nation’, ‘Speed on Masik Pass’, ‘Economic Power’, ‘Single-minded Unity’, etc. were presented on the square and the flags of the DPRK and the WPK were portrayed in succession.”

At the end of the parade “there were loud hurrahs resounding far and wide, fireworks being shot up and balloons rising to the sky.  Kim Jong Un, accompanied by VMar Choe Ryong Hae and Jang Song Taek, walked along the parade reviewing platform’s deck with Kim Jong Un waving to the crowd.

A few recent internal political issues (involving personnel matters) could be observed at the WPRK parade and demonstration.  Events held to mark the DPRK’s 65th anniversary were going to provide clarity on the current officeholder of Chief of the KPA General Staff.  Based on the standing order on the parade reviewing platform, Gen. Ri Yong Gil was standing in the spot previously occupied by Gen. Kim Kyok Sik indicating that Gen. Ri has replaced Gen. Kim.  Ri Yong Gil has also been replaced, with a new and unknown Chief of the General Staff Operations Bureau attending to Kim Jong Un during the WPRG parade.  The anniversary event also marked the return of KWP Secretary and weapons industry boss Pak To Chun.  Pak had not appeared in state media for several months and distinctly absent from war anniversary events in July.  Pak was shown at least three times, standing along side other senior KWP officials.   Kim Jong Un’s walk along the parade reviewing platform’s balcony to wave to the crowd was an interesting tabeleaux du régime for leadership dynamics.  Usual post-parade platform walks by the supreme leader have usually involved senior officials such as the SPA Presidium President, the DPRK Premier and the Chief of the KPA General Staff; instead, Kim Jong Un was accompanied by KPA General Political Department Director VMar Choe Ryong Hae and National Defense Commission Vice Chairman Jang Song Taek.  When taken with images and film footage of the war anniversary events from July,  Kim Jong Un’s balcony walk shows the DPRK’s top three political officials.

Floral wreath laying ceremonies were held at the Revolutionary Martyrs’ Cemetery, the Patriotic Martyrs’ Cemetery and the Fatherland Liberation War Martyrs’ Cemetery in Pyongyang on 8 September (Sunday).  Attending the wreath laying ceremonies were Kim Yong Nam, Pak Pong Ju, Choe Ryong Hae along with “other senior party, state and army officials, vice-premiers of the Cabinet, a chairperson of the friendly party, officials of the party, armed forces and power bodies, working people’s organizations, ministries and national institutions, service personnel of the KPA and the Korean People’s Internal Security Forces (KPISF) and Pyongyangites.”  Wreaths sent on behalf of Kim Jong Un (Kim Cho’ng-u’n) were placed at the three cemeteries, along with wreaths sent by the Korean Workers’ Party Central Committee, the Supreme People’s Assembly Presidium, the DPRK Cabinet, the DPRK National Defense Commission, the Party Central Military Commission, the Ministry of the People’s Armed Forces, the Ministry of People’s Security and from “working people’s organizations, ministries and national institutions, units of the KPA and the KPISF, scientific, educational, public health and media institutions and party and power organs, factories and farms, etc. in Pyongyang.”  According to KCNA, “participants observed a moment’s silence in memory of the martyrs” then “looked round the cemeteries.”

National Meeting Held to Mark 65th Anniversary of DPRK Foundation

A national report meeting to mark the 65th anniversary of the foundation of the DPRK was held at the 25 April House of Culture in Pyongyang on 8 September (Sunday).  Attending the meeting were Supreme People’s Assembly Presidium President Kim Yong Nam, DPRK Premier Pak Pong Ju, Director of the Korean People’s Army [KPA] General Political Department VMar Choe Ryong Hae, “other senior party, state and army officials, the chairpersons of the friendly parties, deputies to the Supreme People’s Assembly, officials of party, armed forces and power organs, officials of social organizations, ministries and national institutions, service personnel of the Korean People’s Army and the Korean People’s Internal Security Forces, officials in the fields of science, education, literature and arts, public health and media, labor innovators, working people in Pyongyang, delegations of overseas Koreans, visiting groups and compatriots staying in the socialist homeland to mark the 65th birthday of the DPRK and the chief of the Pyongyang mission of the Anti-Imperialist National Democratic Front” and “foreign diplomatic envoys, representatives of international bodies and military attaches here.”

Kim Yong Nam delivered the meeting’s report.  The report said that “the DPRK is the socialist state of Chuch’e shining withhe unique idea of President Kim Il Sung (Kim Il-so’ng) and Kim Jong Il (Kim Cho’ng-il) on nation-building and their leadership feats and serves as a powerful weapon guaranteeing the independent dignity and national prosperity of the Korean people.”  According to KCNA, the report also said:

Kim Il Sung declared before the world the founding of the DPRK on Sept. 9, Juche 37 (1948) on the basis of a solid foundation for the building of an independent and sovereign state after the liberation of Korea.

The founding of the DPRK marked a great historic event as it paved a wide avenue for the Korean people to enjoy a free and happy life as masters of a state sovereignty with their genuine country, the first of its kind in the nation’s history spanning five thousand years.

Under the outstanding and seasoned leadership of Kim Il Sung and Kim Jong Il the DPRK developed into a socialist power with invincible might under the uplifted revolutionary banner of Juche.

The DPRK is a genuine country for people which has successfully embodied Kim Il Sung and Kim Jong Il’s noble idea of believing in people as in Heaven.

They, regarding the above-said idea as the fundamental ideal of nation-building, made sure that the DPRK government strictly orientated all its lines, policies and activities to protecting the desires and interests of the people and providing them with rich material and cultural living conditions.

Under their tested and seasoned leadership the DPRK successfully pursued the policy of loving and believing the people, turning the whole country into a great, harmonious and united family.

The DPRK is an independent socialist power, strong in Juche character and national identity.

Regarding it as a basic principle to maintain the Chuch’e character, national identity and independent line in nation-building and activities, Kim Il Sung and Kim Jong Il wisely led the work to thoroughly implement it.

The DPRK is an invincible power of Mt. Paektu emerging victorious and demonstrating its might by dint of Military First (So’ngun).

Kim Il Sung and Kim Jong Il, pioneers and leaders of the Military-First (So’ngun) revolution, paid primary attention to military affairs in the whole period of leading the DPRK and directed big efforts to bolstering up the military capabilities of the country in every period and at every stage of the developing revolution.

Under their guidance the DPRK beat back the U.S. imperialist aggressors who invaded the less than two years old-people’s country to nip it in the bud, honorably protecting its freedom and independence, and achieved victories one after another in the confrontation with the imperialists, firmly defending the sovereignty of the country and gains of the revolution.

Their outstanding idea and energetic leadership provided important guidelines such as the three charters for national reunification and a powerful driving force for the reunification movement and ushered in the June 15 era of reunification and a rosy future of national reunification.

The DPRK is now greeting a new heyday of building a thriving socialist nation under the guidance of supreme leader Kim Jong Un.

It is the noble duty of the service personnel and people of the DPRK to hold Kim Il Sung and Kim Jong Il in high esteem as eternal leaders of the revolution, eternal President of the DPRK and eternal chairman of the National Defence Commission and achieve the historic cause of building a thriving socialist nation and accomplishing national reunification under the guidance of Kim Jong Un.

According to KCNA, Kim Yong Nam called “on all service personnel and people to bring about a fresh surge in the on-going general advance for building an economic power and improving the standard of people’s living by displaying indomitable spirit and build more structures of eternal value by dint of army-people coordinated operations and thus make the shouts of hurrah for socialism and happy laughter of people resound forth across the country.”

 

Army-People Meeting Supporting Masikryo’ng Speed Battle Held at Grazing Land Reclamation

DPRK state media reported that Korean People’s Army [KPA] and civilian construction personnel contributing to the Sep’o grazing land reclamation project in Kangwo’n Province held an army-people solidarity meeting in support of the Masikryo’ng Speed Battle on 13 June (Thursday).  Attending the meeting were DPRK Cabinet Premier Pak Pong Ju, Jang Jong Nam (Minister of the People’s Armed Forces), Korean Workers’ Party [KWP] Secretary and Director of the Propaganda and Agitation Department Kim Ki Nam,  KWP Secretary and Director of the Finance and Planning Department Kwak Pom Gi, DPRK Vice Premier and State Planning Commission Ro Tu Chol, Korean People’s Internal Security Forces Political Bureau Director Col. Gen. Ri Pyong Sam along with “officials of ministries and national institutions, service personnel of the Korean People’s Army and the Korean People’s Internal Security Forces, members of shock brigade and officials and other people in Sep’o County.”

At the start of the meeting, Kim Jong Un’s letter of appeal on the Masikryo’ng Speed battle was read.  The meeting’s speakers said that “they would make a breakthrough for the ranks with daring and bold operation and skillful command just like the KPA officers who are taking part in the construction of the Masik Pass Skiing Ground, and make positive contribution to implementing the grand plan of Kim Jong Un ahead of schedule,” according to KCNA.  A letter of appeal from personnel involved in the Sep’o tableland project was also read at the meeting.  The letter was addressed to “working people across the country” and said that “they would turn the tableland not only into the world-wide stockbreeding base but also into a famous tourist resort by building skiing and sliding grounds, race course, ecological park, lodging houses and other facilities for tourists” and it “called for making the army-people grand advance of Songun Korea in the spirit of the “Masikryong Speed” and ushering in a great heyday of Kim Jong Un’s era.”

Minister of People’s Security Reclaims 4th Star

DPRK state media reported that Choe Pu Il, Minister of the People’s Security, was restored to his previous rank of four-star General (taejang) per an order of Kim Jong Un (Kim Cho’ng-u’n).  Choe Pu Il was first promoted to General by late leader Kim Jong Il on 28 September 2010.  Choe’s name appeared on a promotions list which also elevated Kim Jong Un, Choe Ryong Hae (current Director of the Korean People’s Army [KPA] General Political Department; later elevated to Vice Marshal [ch'asu]) Kim Kyong Ok (Senior Deputy (vice) Director of the Korean Workers’ Party [KWP] Organization Guidance Department), Hyon Yong Chol (then-commander of VIII Army Corps; served as Chief of the KPA General Staff from July 2012 to May 2013 and currently commander of V Army Corps) and Kim Kyong Hui (Kim Jong Un’s aunt and a core member of the DPRK leadership).  Choe was rumored to have been reduced rank to three-star Colonel-General (sangjang) in late 2011, although it is not clear what prompted his demotion.  From about 2012 until February 2013 Choe Pu Il served as the Chief of the KPA General Staff Operations Bureau.  In February he was appointed Minister of the People’s Security, where he replaced Gen. Ri Myong Su.  On 31 March 2013, Choe was elected an alternate (candidate) member of the KWP Political Bureau and at the 7th session (plenum) of the 12th Supreme People’s Assembly [SPA] on 1 April 2013 Choe was elected a member of the DPRK National Defense Commission [NDC].

According to KCNA, the Ministry of the People’s Security [MPS] and the Korean People’s Internal Security Forces [KPISF] “together with the Korean People’s Army constitute armed groups which play the role of two mainstays of the Korean revolution” and in issuing the promotion order Kim Jong Un “expressed belief that all service persons of the people’s security organ and the KPISF would creditably perform their honorable mission and duty as the first-line soldiers protecting the socialist system, remaining loyal to the leadership of the party.” Rodong Sinmun reported that Choe Pu Il’s rank was restored because “The organ of people’s security and the people’s internal security forces are two leading armed groups that, together with the people’s army, form twin pillars of our revolution.  In the past period, members of the public security corps and the officers and men of the people’s internal security forces performed great feats that will forever shine in the history of the fatherland by highly demonstrating boundless devotion and sacrifice in the sacred struggle to defend the party, system, and the people both in the days of glory and days of ordeals while highly upholding the banner of death-defying defense of the leader” and that “the prevailing situation urgently demands the organ of the people’s security and the people’s internal security forces, which are the revolutionary armed forces of our party, to impregnably guard the gateway of the socialist system and to reliably guarantee, with gun barrels and law, the party’s line on simultaneously pushing forward economic construction and the building of nuclear armed forces.”

Choe Pu Il’s February 2013 appointment as Minister created a superficial gap in the power balance among the DPRK’s internal security agencies.  His counterpart at the Ministry of State Security, Kim Won Hong, was a four-star general.  The formal military rankings of these agencies’ leading officials suggest that the one led by a full-general has a more superior position, and valued more by the leader, than an agency led by a three-star general.  Based on his observed and reported public activities, Kim Jong Un appeared to be favoring the Ministry of State Security over the Ministry of the People’s Security.  Both ministries erected statues of late leader Kim Jong Il on the campuses of their respective headquarters, however Kim Jong Un visited the Ministry of State Security after it unveiled its KJI statue, but not the MPS.  The MPS, however, demonstrated its political clout in 2012 when KPISF commander, Gen. Kim In Sik, was appointed Vice Premier of the DPRK Cabinet and later appointed Chairman of the Capital City (Pyongyang) Construction Commission.  Kim Jong Un visited People’s Security headquarters and inspected a KPISF unit on May Day (1 May; International Labor Day) 2013.

The Ministry of the People’s Security is a large security organization consisting of (ca.) 200,000 employees with diverse missions.  In DPRK vernacular, the MPS is “a dinosaur” indicating the immense size and resources of the organization.  The MPS is the DPRK’s major domestic law enforcement and public safety organization.  It enforces DPRK laws and statutes (i.e. misdemeanors and felonies), discharges a number of public safety functions (fire departments, traffic control, road and railway security), administers prisons and labor detention facilities and is responsible for various registration records (the census, birth and death certificates, marriage licenses).  MPS personnel provide security to DPRK Embassies and missions located abroad, to DPRK Cabinet members and other DPRK government officials and DPRK universities and research institutions.  They also support the missions of the Guard Command, which provides close protection for Kim Jong Un and others core DPRK elites.  The MPS and the KPISF also operate several engineering and construction brigades (which some sources claim construct the tunnels used in nuclear detonations) and own several farms and other production sites, including the Taedonggang Combined Fruit Farm and Factory and the 927 Chicken Farm.  The MPS and KPISF are subordinate to the National Defense Commission, but they report to Jang Song Taek in his capacity as NDC Vice Chairman and Director of the KWP Administration Department.

Like some other recent personnel changes at the upper tier of the DPRK’s** national security community, Choe Pu Il’s replacement of Ri Myong Su did not involve an aggressive purge of the incumbent official in favor of a Kim Jong Un loyalist.  Despite being removed from office, Gen. Ri appears to remain a member of the central leadership, albeit operating in a diminished capacity.  Like his two immediate predecessors, Choe has spent part of his career in command positions in the KPA’s conventional forces.  Both Choe Pu Il and Ri Myong Su have held the position of Chief of the KPA General Staff Operations Bureau [GSOB].  Choe was head of the operations bureau from 2012 to 2013 and Ri headed the bureau from approximately 1996 to 2007.  Like the Minister of People’s Security, the Chief of the General Staff Operations Bureau leads a diverse security organization with hundred of thousands of personnel, has direct access to the supreme leader and an intimate knowledge of the country’s various power organizations and their activities.  While not a head of the GSOB, Ri Myong Su’s predecessor, Gen. Ju Sang Song, had served as an inspector-general of the Chief KPA General Staff and was the commander of the IV Army Corps.  Since the health-related retirement of Paek Hak Rim in 2003, the MPS had only once been led by a civilian, Choe Ryong Su, who served as Minister for about a year until he was removed from office.  Since Choe’s 2004 dismissal, the DPRK leadership has seemingly earmarked the Minister’s position for the KPA.

**Rumors of purged security officials are greatly exaggerated in the Pyongyang watching community.  Gen. U Tong Chuk stood aside as Minister of State Security in 2012 and vacated his political offices, but was never purged.  Readers can do the math on Gen. U’s status, factoring in that he spent much of his career as an overseas intelligence manager and officer.  VMar Kim Jong Gak was removed as Minister of the People’s Armed Forces in November 2011, but has not lost his Vice Marshal’s rank and was assigned another position.  Hyon Yong Chol, who served as Chief of the KPA General Staff from July 2012 to May 2013, was reduced in rank and assigned command of V Army Corps.  And then there’s Kim Kyok Sik, removed from office as Minister of the People’s Armed Forces in May 2013 after six months in officer.  Gen. Kim, identified as the target of the biggest purge this side of ’56, ended up appointed Chief of the General Staff.

Kim Jong Un Visits Mansudae Art Studio and Attends KPISF Concert

DPRK state media reported on 13 May (Monday) that Kim Jong Un (Kim Cho’ng-u’n) visited the Mansudae Art Studio and watched a performance by the Korean People’s Internal Security Forces [KPISF] Song and Dance Ensemble.  KJU’s last observed public appearance was his attendance at rehearsal and a meeting with members of the U’nhasu Orchestra.  KJU first visited the Mansudae Art Studio.  He was accompanied by Choe Hwi, Senior Deputy (1st vice) Director of the KWP Propaganda and Agitation Department, and Kim Ui Sun, a deputy director of the KWP Propaganda and Agitation Department.

At the art studio Kim Jong Un reviewed paintings and other art works which will be installed in the renovated Victorious Fatherland Liberation War (Korean War) Museum when it reopens in July 2013.  According to KCNA, KJU “noted that creators have truthfully portrayed the personality of the President as an invincible and iron-willed commander, a peerless strategist and tender-hearted father of the service personnel and the people, adding he felt as if he were watching his photos” and “watched again and again such works portraying the President in the period of the Fatherland Liberation War as ‘The great leader Comrade Kim Il Sung planning an operation’, ‘The great leader Comrade Kim Il Sung teaching a new combat method’ and ‘The great leader Comrade Kim Il Sung laying down a policy of using tanks to commanding officers of the KPA.’  He praised the creators for having successfully dealt with the principle of historicism and the phases of those times.”  KJU remarked that “watching photos of the President and the works depicting him in the war period to be displayed in the museum would help the visitors keenly realize how a great victory was won in the war and where was the source of the indomitable mental strength displayed by the service personnel and the people of the DPRK” and “told the creators to consider this principle as a rule in creating such works.”  KJU also “specified the orientation and ways which would serve as guidelines for creating such works and further developing the Chuch’e-based fine art,” according to KCNA.

Kim Jong Un later watched a concert given by the KPISF Song And Dance Ensemble.  He was joined by his wife, Ri Sol Ju (Ri So’l-chu) along with VMar Choe Ryong Hae (Director of the Korean People’s Army [KPA] General Political Department), Jang Song Taek (Vice Chairman of the DPRK National Defense Commission [NDC] and Director of the KWP Administration Department), Gen. Choe Pu Il (Minister of the People’s Security) and “other senior party and army officials, DPRK hero Ri Kyong Sim, woman traffic controller, who is well known to the service personnel and people for fully displaying the spirit of devotedly protecting the leader, and other people’s security persons and service personnel of the KPISF.”  KCNA reported that “put on the stage were colorful numbers of various genres including narration and chorus ‘Eternal Smile’, female solo and chorus ‘General Kim Il Sung Is Our Sun’ and dance ‘At the Lake Samjiyon.’”

After the concert, Kim Jong Un “highly praised the creators and artistes of the ensemble for giving the best performance, dynamic and appealing, by creating works of great cognitive and instructive significance providing good answers to social issues in the era of Military First (So’ngun) politics through the sensitive reflection of the party’s policies” and “gave thanks of the Supreme Commander of the KPA to them.”  According to KCNA, KJU “appreciated the performance as one which fully represented the will of the people’s security persons and service personnel of the KPISF to devotedly safeguard the socialist system with arms and law, a presentation instilling great strength and courage into the audience and the one, highest in artistry and flawless in its ideological contents and appeal” and said that “it is the great honor and pride of the WPK to have such art troupe as the song and dance ensemble of the KPISF.”  Kim Jong Un also said “he enjoyed the performance very much, noting that it was good to decorate the stage with colorful and diverse numbers through the presentation of national music, squad performance and light music. He once again highly appreciated the unique and enterprising creative work style of the creators and artistes of the ensemble” and “set forth important tasks to be fulfilled by the ensemble, expressing expectation and belief that its creators and artistes would energetically conduct the creation and performing activities to educate the people’s security persons, the service personnel of the KPISF in a revolutionary manner and people and powerfully encourage them in their struggle.”
