The Korean People’s Army [KPA] General Staff issued a statement on 7 October (Monday) which said that the KPA’s “the units of all services and army corps level of the KPA received an emergency order from its supreme command on October 5 (Saturday) to reexamine the operation plans already ratified by it and keep themselves fully ready to promptly launch operations any time” in response to ongoing joint US-ROK maritime exercises under way in the East Sea (Sea of Japan).  The General Staff described the routine exercises, scheduled from 30 September to 13 October involve the aircraft carrier USS George Washington Carrier Strike Group and include anti-submarine and anti-surface warfare drills, air defense exercises and education and cultural exchanges.  The KPA General Staff also said that the US “should bear in mind that the more frequently and the deeper its imperialist aggression forces’ nuclear strike means including the nuclear carrier enter the air above the vicinity of the Korean Peninsula and waters off it, the more unpredictable disasters their actions will cause” and that the “U.S. should bear in mind that the Korean people and army are highly alerted to promptly and confidently cope and foil blatant provocations of any hostile forces in the world with its own powerful military muscle.”

According to KCNA, the spokesman for the KPA General Staff statement said:

The situation on the Korean Peninsula is now getting strained again though the tension had been defused thanks to the patient efforts on the part of the DPRK.

This is entirely attributable to the persistent anti-DPRK military confrontation of the U.S. and Japanese aggressors and south Korean puppet forces.

As already reported, the nuclear-powered carrier strike group of the navy of the U.S. imperialist aggression forces entered Pusan Port again at dawn of October 4. It participated in the DPRK-targeted joint naval maneuvers which had been under way secretly in the East Sea of Korea since September 30.

This strike group is made up of the U.S. super-large nuclear-powered carrier George Washington with at least 100 nuclear bombs aboard, many guided-missile destroyers, cruisers, submarines and escort warships, etc.

It is reported that the strike group will get involved in the DPRK-targeted large-scale joint naval strike maneuvers in the South Sea of Korea from Tuesday together with warship groups of the Japanese aggression forces and south Korean puppet navy.

Now the U.S. imperialists are openly advertising that the drills to be staged with the aircraft carrier task force as an axis are a planned military offensive to pressurize the DPRK in a bid to deter its possible “provocations” including nuclear test and missile launch and lead it to “changes” desired by them.

This clearly proves that the remarks of such high-ranking officials of the U.S. Obama administration as the secretary of State that the U.S. neither pursues a hostile policy towards the DPRK nor has the will to attack it are sheer lies.

The gravity of the situation is that all these military moves are timed to coincide with the adoption of the “tailored deterrence strategy” presupposing a preemptive strike at the DPRK between the master and its servant.

In this connection, the units of all services and army corps level of the KPA received an emergency order from its supreme command on October 5 to reexamine the operation plans already ratified by it and keep themselves fully ready to promptly launch operations any time, watching with high vigilance every move of the U.S. and Japanese aggressors and the puppet forces.

The U.S. should bear in mind that the more frequently and the deeper its imperialist aggression forces’ nuclear strike means including the nuclear carrier enter the air above the vicinity of the Korean Peninsula and waters off it, the more unpredictable disasters their actions will cause.

The U.S. will be wholly accountable for the unexpected horrible disaster to be met by its imperialist aggression forces’ nuclear strike means as it is deploying them regardless of the time.

In this regard the DPRK invariably holds that if the U.S. administration stands for the denuclearization of the Korean Peninsula and is interested in the peace and security in the region, the U.S., not the DPRK, should make a decision to move first.

Because it is none other than the U.S. which adopted an extremely hostile policy toward the DPRK, spawned the nuclear issue on the peninsula and has posed a constant nuclear threat to it.

The U.S. should bear in mind that the Korean people and army are highly alerted to promptly and confidently cope and foil blatant provocations of any hostile forces in the world with its own powerful military muscle.

The same day (5 October) that the General Staff states that “the units of all services and army corps level of the KPA received an emergency order from its supreme command on October 5 to reexamine the operation plans already ratified by it and keep themselves fully ready to promptly launch operations any time,” an editorial denouncing the joint US-ROK military exercises was published in Rodong Sinmun which said, in part:

The maneuvers to provoke a war of northward aggression by the US imperialists and South Korean puppet warmongers are heading toward a reckless stage. As reported, the South Korean puppets are attempting to bring in the US nuclear-powered aircraft carrier “George Washington” and perpetrate a joint maritime exercise in the East Sea of Korea. The fact that a US nuclear-powered aircraft carrier is crawling into South Korea at an acute juncture when North-South relations lie between dialogue or confrontation is an issue that should not be overlooked with indifference. For warmongers at home and abroad to deploy a nuclear-powered aircraft carrier in a large-scale joint maritime exercise opposing us is very dangerous, reckless behavior aimed at destroying the atmosphere of dialogue and peace and once again driving the situation toward the worst confrontational phase, as well as a direct challenge and overt military threat to our peaceful efforts.

Although the puppets have clamored that this war exercise is an “annual” event and “preparation against provocation,” there is no one who will heed such cheap wordplay. The very fact that a nuclear-powered aircraft carrier, which is equipped with all types of cutting-edge firepower equipment such as scores of latest fighter jets and missiles and commands 20 ships — including a nuclear submarine, cruiser, and destroyer — is a serious military provocation and a prelude to a war of northward aggression. Moreover, given the fact that the USS “George Washington” is a war monster that gained notoriety in the hotspots of the world in the past, the situation is very grave.

The United States and the puppet warmongers have already carried out a nuclear strike exercise targeting us while continuously introducing nuclear strategic bombers in the airspace above South Korea during the “U’lchi Freedom Guardian” joint military exercises held last August. Following this, they are frantically attempting to conduct joint maritime exercises by once again bringing in a nuclear-powered nuclear aircraft carrier. This clearly shows what reckless stage the war provocation attempt of northward aggression by warmongers at home and abroad has reached.

There are three differences between the General Staff’s 7 October statement and the 5 October Rodong editorial.  The General Staff’s statement refers to an “an emergency order from its supreme command” and it says that KPA service branches and corps units are “fully ready to promptly launch operations.”  The statement also directly alludes to US Secretary of State John Kerry’s remark on 2 October that “We are prepared to have a peaceful relationship with North Korea. We are not engaged in regime change. We are prepared to sign a non-aggression agreement — providing North Korea decides to denuclearize and to engage in legitimate negotiations to achieve that end.”  The KPA General Staff’s statement follows up another 7 October statement of the Committee for the Peaceful Reunification of Korea (f.k.a. the Committee for the Reunification of the Fatherland) reacting to the US-ROK policy of “bilateral strategy for tailored deterrence” announced at the 45th Security Consultative Meeting held between US Secretary of Defense Chuck Hagel and ROK Minister of National Defense Kim Kwan-jin in Seoul on 2 October:

The U.S. is trying to ignite a nuclear war while talking about “sign of the use of nuclear weapons” by the DPRK on the Korean Peninsula, the statement noted, and went on:

The military confab for aggression has created a touch-and-go situation in which an accidental case or a misjudgment may lead to a nuclear war.

It is illogical for the Park Geun Hye regime to cry out for “dismantlement of nuclear weapons” and “denuclearization” of the DPRK while openly revealing its scheme for a nuclear war against the DPRK in league with the U.S.

The U.S. and the puppet regime are trying hard to put political and military pressure on the DPRK, deter the DPRK’s offensive for dialogue and peace and escalate the tensions through frantic nuclear war provocation moves and thus attain without fail their aggression purposes. This only heightens the indignation of the army and people of the DPRK.

Should the U.S. and the puppet forces opt for the provocation of a nuclear war against the DPRK, defying its warnings, it will resolutely counter them.

The U.S. imperialists and the puppet forces should not run amuck, clearly aware of the spirit of the army and people of the DPRK to annihilate enemies.

The General Staff’s statement also builds on a lengthy statement released by the National Defense Commission [NDC] Policy Department on 4 October (Friday) which contained only generic references to the ROK “conspir(ing) outsiders under the pretext of leading the DPRK to ‘change.’”  Unlike the the General Staff’s statement, the NDC Policy Department’s statement was a catalogue of the DPRK’s grievances against the ROK including the Park Administration’s approach to inter-Korean relations, a speech made by ROK President Park Geun-hye and ROK military parade that included the Hyunmoo-2 short-range ballistic and the Spike anti-tanks missiles.  The NDC Policy Department statement was paired with one on 5 October (Saturday) from the Committee for the Peaceful Reunification of Korea.  This appears to be a publicity tactic by the DPRK’s image makers in which a statement issued from a key security organization is released with a statement from a key civilian organization.  In releasing the KPA General Staff’s statement, the process was reversed; the Committee for the Peaceful Reunification of Korea statement was the lead-in for that of the General Staff.  This may be a matter of balancing the institutional affiliation of the DPRK’s message bearers.  It could indicate a certain degree of solidarity (and policy agreement) among senior DPRK military and civilian policymakers on the country’s interactions and relations with the ROK.

This was the first statement released by the KPA General Staff since April 2013, a period in which inter-Korean relations were tense and security on the Korean Peninsula was fragile.  In April the KPA General Staff issued two statements, one on 4 April which objected to the B-52 bomber’s participation in joint US-ROK military exercises and another on 12 April which denied DPRK involvement in cyberattacks on ROK institutions.

The statement also marked the first significant public activity by the General Staff since the August 2013 appointment of Gen. Ri Yong Gil as chief.  Gen. Ri, former commander of the hardline forward-deployed V Army Corps, attended a 29 March 2013 meeting chaired by DPRK leader Kim Jong Un (Kim Cho’ng-u’n) at which “he signed the plan on technical preparations of strategic rockets of the KPA, ordering them to be standby for fire so that they may strike any time the U.S. mainland, its military bases in the operational theaters in the Pacific, including Hawaii and Guam, and those in south Korea.”  Also attending the meeting was Gen. Kim Yong Chol, Vice Chief of the KPA General Staff and Director of the Reconnaissance General Bureau, who manages the NDC Policy Department.

DPRK state media reported on 12 April (Friday) that a spokesman for the Korean People’s Army [KPA] General Staff denied that DPRK operatives working under the Reconnaissance General Bureau [RGB] engaged in cyberattacks on South Korean [ROK] financial and media institutions on 20 March.  On 10 April ( Wednesday) South Korean authorities announced that a preliminary investigation traced the cyberattack to the DPRK.  Yonhap reported that “Three South Korean banks — Shinhan, NongHyup and Jeju — and their insurance affiliates as well as three TV broadcasters — KBS, MBC and YTN — were hit by the cyber attack as malicious code infected some 48,000 computers in their networks on March 20.  Following the initial attack, 58 YTN affiliate servers and 14 anti-Pyongyang Web sites, including those operated by North Korean defectors, also suffered another round of attacks on March 25 and 26.”  At a Seoul press conference, Lee Seung-won of the Ministry of Science, ICT and Future Planning said that “an analysis of cyber terror access logs, malicious code and North Korean intelligence showed that the attack methods were similar to those used by the North’s Reconnaissance General Bureau, which has led hacking attacks against South Korea.”

The KPA General Staff spokesman told the military’s newspaper Joson Inmingun “that those who fabricate the groundless story about the “work done by the north” would be labeled as the second traitor Lee Myung Bak.”  According to KCNA, the KPA General Staff spokesman also said “the south Korean puppet group’s claim that ‘the March 20 hacking case’ was ‘the work done by the north’ is a deliberate provocation to push the situation on the Korean Peninsula to an extreme phase by taking advantage of the U.S. nuclear war racket and another anti-DPRK confrontation hysteria as it is a replica of the Cheonan warship sinking case. “

On 8 April the editorial bureau of Uriminzokkiri issued the country’s first observed response to the 4 April cyberattack on its website.  While the cyber activist group Anonymous claimed credit for the outage of the DPRK web outlet, Uriminzokkiri‘s editorial bureau accused South Korean authorities writing that “the hacking of our homepages that ‘Anonymous’ committed this time can never be tolerated as a grave crime against Internet activities. The problem is that this was not merely a reckless act of an international hackers group, and this is why the crime is more seriously grave.  Stating the bottom line up front, the hacking crime committed by ‘Anonymous’ this time is a fabrication of South Korean agents, the gang of puppets.”

(Photo: Uriminzokkiri)

(Photo: Uriminzokkiri)

According to Uriminzokkiri‘s editorial:

There is a lot of evidence.

More than anything else, the motive that the criminal group called “Anonymous” offered immediately following the incident, while raving that the hacking was its act, was the sophistry about “the threat from the North,” “the introduction of liberal democracy,” and so on, and this is not different at all from the gang of puppets’ confrontational vituperation against their fellow countrymen.

In addition, most of those that are mentioned in the “list of members” and “the data on the members’ registration” — which are claimed to have been obtained through the hacking — are the organizations that seek peace and reunification. This clearly shows the purpose they are trying to achieve through the game of disclosing such data. Mysteriously, no sooner had the criminal act been committed that the fascist ring, such as the puppet Public Prosecutor’s Office, Police Agency, Intelligence Service, and Defense Ministry, talking about the information that “Anonymous” has obtained through the hacking of the “Uriminjokkkiri” homepage, is blatantly revealing its suppressive intention, while regarding all classes and circles, such as the Unified Progressive Party, the Korean Confederation of Trade Unions, members of the Korean Teachers and Education Workers’ Union, journalists, and professors, that seek peace and reunification, as the targets of present-day witch-hunt. Cronies of the “Saenuri Party,” too, clamoring that “pro- North forces should be rooted out,” are running amok in trying to obliterate the reunification forces of patriots and to reinstate the “Yusin” era of the fascist dictatorship by taking advantage of the incident this time. How can this be regarded as being a mere accident?

And this is not all.

The one who claims that the hacking this time was his act was using both English and Korean on Twitter, and “Anonymous” said that he would kick up an anti-Republic smear racket in the middle of Seoul a few days later, wearing a mask representing the puppets. By these facts alone, it is all too clear that the claws of the gang of puppets, including its agents, were stretched out deep in committing the hacking this time.

This is fully proved also by the fact that “Anonymous” is planning another hacking crime against the Internet sites of the Republic again on the anniversary of the day when the US imperialists provoked the Korean war on 25 June.

At present, among South Korean journalists and the people of all classes and circles, suspicion is growing every day that maybe puppet agents were behind the incident this time, and the y are strongly maintaining that the gang of puppets’ maneuver aimed at abusing such a criminal act as Internet hacking in kicking a racket of “eliminating pro-North Forces” can never be overlooked as an even more atrocious crime.

All the facts clearly show that the sinister, hostile force’s hacking maneuver against our Internet homepages this time was a fabrication of the gang of puppets.

Then, why is the gang of puppets continuing to orchestrate such endlessly ugly burlesques?

As was made known, our army and people have recently proclaimed a relentless sacred war of retaliation to resolutely smash the United States and the gang of puppets’ atrocious maneuver of a war of northward aggression and confrontation with fellow countrymen.

As a result, the gang of traitors is being strongly condemned by the South Korean public sentiments and by the whole nation and thus is on pins and needles being driven into an extreme quagmire. The gang of puppets is trying to find a way out from another shocking incident and from kicking up a “racket against the pro-North forces.” For this purpose, the gang of puppets, with the nonsensical sophistry about so-called “Internet Protocol addresses,” “cyber warfare via Internet,” “giving an inciting order regarding the major pending issues in South Korea,” and so on, has openly revealed since long ago its wicked intention of suppressing the people who seek peace and oppose the United States and the belligerent military group’s anti-Republic provocations and their racket of a war of northward aggression by branding them as “pro-North forces.”

It is precisely under these circumstances that the criminal hacking incident of “Anonymous” has occurred, and subsequently another smear racket of disclosing the “list of members” and “eliminating the pro-North forces” has been kicked up.

It is all too clear that all these things can never be overlooked as a mere accident.

Up until now, the puppets have linked all the hacking incidents in South Korea to us in far- fetched manner and have thus shamelessly schemed to whip up anti-Republic hostile sentiments and to mislead the public opinions at home and abroad. However, through such a racket, they have only revealed of their own accord that the real culprits behind the hacking incidents were none other than themselves. How barefaced and despicable their smear act is has been once again clearly disclosed to the whole world through the incident this time.

The ugly behavior of the gang of puppets — which is trying to avoid the condemnations and denunciations to them even by committing hacking crimes and kicking up the racket of anti- Republic smear act and against “pro-North forces” even by using an international hackers group — is indeed the last-ditch effort that those who are horrified by our ultra hard-line position are making in their death throes. Reality clearly shows that the gang of puppets is indeed a herd of unparalleled traitors under heaven and a group of extremely wicked unforgivable criminals.

We will never tolerate the gang of puppets’ anti-Republic confrontational racket and its ugly, evil practice of harming their fellow countrymen.

The hostile forces at home and abroad can never obstruct our cause of justice, no matter how despicably they may scheme.

DPRK state media reported on 8 April (Monday) that Korean Workers’ Party [KWP] Secretary and Director of the United Front Department [UFD], Kim Yang Gon issued a statement following a visit to the the Kaeso’ng Industrial Complex (Kaeso’ng Industrial Zone).  Kim, a DPRK civilian intelligence official who manages the department (UFD) responsible for inter-Korean relations, said the country will “withdraw all its employees from the zone” and “will temporarily suspend the operations in the zone and examine the issue of whether it will allow its existence or close it as the south Korean authorities and military warmongers seek to turn it into a hotbed of confrontation between compatriots and war against the DPRK, hurting its dignity.”  There are approximately 53,000 DPRK employees in the complex.  The  Kim also announced that “General Bureau for Central Guidance to the Development of the Special Zone will be responsible for the working matters related to the important steps including the withdrawal of the employees and the temporary suspension of the operations in the zone” and that the future of the Kaeso’ng complex “will develop in the days ahead will entirely depend on the attitude of the south Korean authorities.”

Prior to issuing the statement, Kim toured the Kaeso’ng complex, accompanied by officials from the Committee for the Peaceful Reunification of Korea (f.k.a. Committee for the Peaceful Reunification of the Fatherland) and from the General Bureau for the Central Guidance to the Development of the Special Zone.  Kim Yang Gon toured the offices of the DPRK’s Guidance Bureau and “Kaesong Industrial Zone combined supporting center and other units and production sites inside the zone.”  Kim also visited the Military Demarcation Line [MDL] where he “drew attention to the fate of the zone that has been put at stake as the south Korean conservative authorities aggravated the situation by making remarks slandering the dignity of the DPRK over the zone issue.”  He also “branded the scheme as an intentional provocation to make the zone a starting point of a war” in response to ROK Minister of National Defense Kim Kwan-jin’s recent remarks on utilizing special forces in the event South Korean nationals working in the complex are taken hostage.  According to KCNA, Kim “called for maintaining strained and mobilized posture on a high alert with the U.S. and the south Korean warmongers stepping up moves to provoke a war against the DPRK” and said that “it has become impossible to operate the zone as usual due to the south Korean warmongers’ reckless acts.”  After his tours Kim Yang Gon convened a meeting with local DPRK officials “and entrusted relevant fields with detailed tasks, urging them to get fully ready to cope with whatever development in the zone.”

According to South Korean media, the removal of DPRK workers from the Kaeso’ng Industrial Complex may occur as early as 9 April (Tuesday), and that the DPRK has requested that companies in Kaeso’ng that “only bare essential personnel should remain.”  South Korea’s new Minister of Unification Ryoo Kihl-jae told South Korean legislators that “There is no guarantee that an envoy can reduce tensions on the Korean Peninsula.  Seoul does not think now is the time to send such a person over to the North,” that “returning things to normal does not require negotiation” and that “The current conditions are not conducive to talks.  The North is not showing the right attitude needed for discussions to take place.”  Ryoo was responding both to the DPRK’s most recent statement about the Kaeso’ng zone and “calls by the 123 South Korean companies with factories at the Kaesong Industrial Complex and by politicians for the government to engage in talks with the North.”

According to Yonhap, there are “475 South Koreans in Kaesong, with a total of 39 workers having crossed over to the South during the day (Monday)” and “77 workers are expected to return here, although that number may change after consultations between the unification ministry and the businesses on Tuesday.”

Kim Yang Gon’s statement on the Kaeso’ng zone, according to KCNA was:

The Korean Peninsula has been put in the state of war due to the serious anti-DPRK moves of the U.S. and south Korean authorities and their moves for a nuclear war.

Not content with escalating military tension together with the U.S., the south Korean conservatives, in particular, are running the whole gamut of intrigues to find a pretext for igniting a war against the DPRK after reducing the Kaesong Industrial Zone to a theatre of confrontation.

Defying the repeated warnings of the DPRK, the south Korean confrontation maniacs are letting loose a string of invectives hurting the dignity of the DPRK, talking about “source of money”, “detention” and “hostages”. South Korean Defense Minister Kim Kwan Jin revealed his sinister intention to introduce a special unit of the U.S. forces into the zone, vociferating about an operation for “rescuing hostages”.

This goes to prove that the south Korean warmongers seek to turn the zone into a hotbed of war against the DPRK.

By origin, the zone was built as a symbol of reconciliation, cooperation and reunification after the DPRK granted a privilege to Jong Ju Yong, honorary chairman of Hyundai Group of south Korea, valuing his patriotic will for reunification.

The DPRK’s offer to south Korean enterprises a vast area near the Military Demarcation Line where armed forces of the north and the south are standing in acute confrontation was a bold decision based on ardent love for the nation and compatriotism and a manifestation of the firm will for independent reunification, peace and prosperity based on the spirit of “By our nation itself” clarified in the historic June 15 North-South Joint Declaration.

When traitor Lee Myung Bak did serious harm to the inter-Korean relations in all aspects, getting hell-bent on confrontation after coming to power, the zone remained unaffected by it thanks to the desire and will of all Koreans in the north and the south for reunification and kept its operations for common prosperity.

But the zone is now in the grip of a serious crisis.

The zone, a product of the June 15 joint declaration, has been reduced to a theater of confrontation with fellow countrymen and military provocation, quite contrary to its original nature and mission due to such hideous confrontation maniacs as Kim Kwan Jin. This situation can no longer be tolerated.

The south Korean conservative forces claim that the DPRK will never give up the zone as it benefits from the industrial zone, but it gets few economic benefits from the zone while the south side largely benefits from it.

The DPRK provided an area of military strategic importance to the south side, in particular. This meant a big concession.

It is a tragedy that the industrial zone which should serve purposes of national reconciliation, unity, peace and reunification has been reduced to a theatre of confrontation between compatriots and war against the north. The existence of such zone is no better than nothing.

The DPRK is compelled to make an important decision related to the issue of the industrial zone now that the south Korean authorities abuse the generosity and compatriotism of the DPRK for their hostile purpose.

Upon authorization, I declare the following important steps as regards the crisis in the Kaesong Industrial Zone:

The DPRK will withdraw all its employees from the zone.

It will temporarily suspend the operations in the zone and examine the issue of whether it will allow its existence or close it as the south Korean authorities and military warmongers seek to turn it into a hotbed of confrontation between compatriots and war against the DPRK, hurting its dignity.

The General Bureau for Central Guidance to the Development of the Special Zone will be responsible for the working matters related to the important steps including the withdrawal of the employees and the temporary suspension of the operations in the zone.

How the situation will develop in the days ahead will entirely depend on the attitude of the south Korean authorities

DPRK Threatens to “Shut Down” Kaesong Industrial Zone

DPRK state media published a statement of the General Bureau for Central Guidance on 30 March (Saturday) about the status of the Kaeso’ng Industrial Zone [Kaeso'ng Industrial Complex] which said that the country “exercised self-restraint, taking into consideration that the closure of the zone on which the livelihood of small and medium businesses of south Korea hinge can leave those businesses bankrupt and lots of people jobless” but “if the puppet group seeks to tarnish the image of the DPRK even a bit, while speaking of the zone whose operation has been barely maintained, we will shut down the zone without mercy.”  The statement was issued after an unattributed statement was published in state media that said “North-South relations have been put in a state of war,” but South Korean [ROK] media reported that South Koreans were commuting into Kaeso’ng.  The General Bureau for Central Guidance also directly replied to South Korean media reporting which reiterates that the Kaeso’ng complex “is a major source of hard currency for the impoverished communist nation.”

According to KCNA, the General Bureau for Central Guidance’s statement was:

The north-south military hotline was cut off as the Korean Armistice Agreement has been completely nullified, creating a warlike situation.

There exists neither a channel for dialogue nor any communications means between the north and the south.

The entry into the Kaesong Industrial Zone by the south side’s personnel has been put in jeopardy.

No one can see an inch ahead as regards the destiny of the Kaesong Industrial Zone.

But the puppet group of south Korea, its dutiful media and hack writers are saying that “the north does not take up the issue of the zone because it is a source for its foreign currency income” and talking about “two faces of the north”. They are even insulting the dignity of the supreme leadership of the DPRK.

It is an extremely unusual thing that the Kaesong Industrial Zone is still in existence under the grave situation in which the north-south relations have plunged into a deadlock and the Korean Peninsula is on the verge of a war due to the U.S. and the south Korean warmongers’ vicious moves for igniting a nuclear war against the DPRK.

Under the situation, the south Korean puppet forces are left with no face to make complaint even though we ban the south side’s personnel’s entry into the zone and close it.

But we have exercised self-restraint, taking into consideration that the closure of the zone on which the livelihood of small and medium businesses of south Korea hinge can leave those businesses bankrupt and lots of people jobless.

In fact, it is the puppet group and small and medium businesses of south Korea, not the DPRK, which benefit from the zone.

But the paid media and media men of south Korea have gone thoughtless to become vocal about the zone just like imbeciles bereft of elementary ability for assessing the situation.

If the puppet group seeks to tarnish the image of the DPRK even a bit, while speaking of the zone whose operation has been barely maintained, we will shut down the zone without mercy.

The south Korean group should clearly know that its short tongue may bring it an irretrievable misfortune.

The DPRK does whatever it says it will and the future of the zone entirely depends on the attitude of the south Korean puppet group.

The south side’s businessmen operational in the zone should clearly face up to the situation and reject the rhetoric of the group and its paid media who act just like a “thief crying stop the thief”.

We will closely follow the movement of the puppet group and the reactionary media.

We warn that we will take a resolute measure, should rhetoric insulting the dignity of the DPRK continues.

National Peace Committee of Korea and CPRK Release Statements

DPRK state media reported on 8 March that the National Peace Committee of Korea [NPCK] and the Committee for the Peaceful Reunification of Korea [CPRK] (f.k.a Committee for the Peaceful Reunification of the Fatherland) released separate statements indicating Pyongyang’s current strategic thinking.  Both of these organizations are technically part of Korean Workers’ Party [KWP] United Front Department.  The intended audience of these statements are policymakers in Seoul, but primarily in Washington.

KCNA’s English version of the National Peace Committee of Korea’s statement, described as a memorandum, is as follows:

According to the memorandum, the nuclear issue on the Korean Peninsula is attributable to the nuclear threat directly posed to the DPRK by the U.S. which resorted to the war of aggression and hostile policy toward the DPRK.

The U.S. imperialists, which provoked the war for aggression of Korea in June 1950, shipped nuclear weapons to south Korea in August that year and at the end of the year openly disclosed its plan to drop 30-50 A-bombs in Korea-China border areas.

Eisenhower, U.S. president-elect at that time, blustered on May 13, 1953 that it will be more beneficial to use an atomic bomb rather than conventional weapons in Korea when taking into account the financial aspect.

After it sustained a shameful defeat in the Korean war, the U.S. has viciously resorted to nuclear threats to the DPRK, pursuant to its moves for a new war.

The U.S. set out for nuclear weaponization of its forces present in south Korea. It reorganized its forces’ division into Pentomic A-bomb Division equipped with tactical nuclear weapons and introduced Honest John nuclear missile battalion and 280 mm atomic artillery pieces battalion.

In 1958 the U.S. brought 588 tactical guided missile battalion of the U.S. air force and set up the 4th guided missile command of the U.S. forces.

Entering the 1960s, the U.S. renamed Pentomic A-bomb Division ROAD Division and introduced to south Korea atomic and guided weapons with various missions.

After the Vietnamese war in the mid-1970s, the U.S. declared south Korea as an area for defending front and pressed for the policy for turning south Korea into a nuclear base.

Member of the U.S. House of Representatives Ronald, speaking at a parliament, confessed that the U.S. shipped more than 1 000 nuclear weapons to south Korea and deployed 54 airplanes for carrying nuclear bombs.

In the 1980s the U.S. spurred the modernization of the nuclear hardware of its forces in south Korea.

Early in the 1980s the U.S. deployed 31 155mm nuclear shells, 133 nuclear bombs for air use, 63 nuclear shells for 8 inch howitzers and 21 nuclear land mines before any other base of its forces overseas.

South Korea turned into the world’s biggest nuclear outpost with the stockpile of nuclear weapons such as bombs, shells, warheads, land mines and carrier means as well as nuclear bases and arsenals.

The U.S. nuclear threats were vividly manifested in its open declaration to use nuclear weapons in Korea.

In January 1968 when the U.S. imperialists’ armed spyship “Pueblo” was captured, the U.S. reviewed the nuclear attack plan. When the spy plane EC-121 was brought down from the sky above Korea in April 1969, the U.S. put tactical bombers mounted with nuclear weapons on standby and the then U.S President Nixon said that he approved the use of A-bomb in case Korea makes counterattack.

When the Korean Peninsula was almost in the state of “emergency” in 2002, the U.S. made the preemptive nuclear attack on the DPRK a fait accompli by granting the U.S. forces’ first use of nuclear weapons. It even asserted that it will develop smaller nuclear weapons for destroying underground facilities.

The present Obama administration has steadily increased nuclear threats, putting the DPRK in the list of preemptive nuclear attack targets.

The U.S. at the 41st annual security consultative meeting in 2009 with the south Korean puppet forces made public a joint press release in which it promised the offer to south Korea of the nuclear umbrella, capacity for striking with conventional weapons, a missile shield and other extended deterrence.

The U.S. forces and the south Korean forces worked out a number of scenarios for invading the DPRK and pushed forward the moves to put big and annual joint military drills including Key Resolve, Foal Eagle and Ulji Freedom Guardian into an actual war every year.

The memorandum disclosed the south Korean puppet forces as a chieftain that increased the danger of a nuclear war on the Korean Peninsula and hampered the solution to the nuclear issue in league with the U.S.

The successive puppet regimes of south Korea connived at and encouraged the U.S. shipment of nuclear weapons to south Korea and actively joined the U.S. in its moves for a nuclear war against the DPRK.

In the 1980s, traitor Chun Doo Hwan in alignment with the U.S. brought to south Korea a neutron bomb called the “weapon of evil in the 20th century”.

The puppet forces fully entrusted the U.S. with the right to use the nuclear weapons deployed in south Korea.

They formed the extended deterrence policy committee with the U.S. and agreed to hold exercises for using the extended deterrence means. Since 2011 they have put them into practice.

They have pushed forward the development of nuclear weapons in secrecy while taking an active part in the U.S. moves for a nuclear war.

The Park Chung Hee military dictatorial regime, in particular, laid out a nuclear weapons development plan and mulled processing nuclear fuel in 1969. It formed a nuclear and missile development team in 1974 and arranged nuclear fuel development area in 1976.

In September 1978, it test-fired ground to ground missile Paekgom capable of mounting nuclear warheads developed by the defense scientific research institute.

In November 1985, it completed the construction of a facility for extracting plutonium and put it into full operation from 1987.

South Korea directed efforts into the development of nuclear weapons delivery means as evidenced by the development of 256km range ground to ground missile Hyonmu capable of carrying out nuclear warheads and their deployment for an actual war in 1987.

It is openly calling for “nuclear weaponization” now.

It has viciously obstructed the negotiations for the denuclearization of the Korean Peninsula.

Traitor Kim Young Sam resorted to the whole gamut of machinations to break down the DPRK-U.S. negotiations by currying favor with the U.S.

The cursed traitor Lee Myung Bak group threw hurdles in the way of the DPRK-U.S. talks, claiming that the “nuclear issue of the north” is destroying the peace and stability on the Korean Peninsula and obstructing the efforts for the development of the south-north relations.

The Lee Myung Bak group called the DPRK’s peaceful satellite launch “a long-range missile launch” till the last moments of its office and worked with bloodshot eyes to materialize international “sanctions” citing the launch as a pretext.

The memorandum said that the DPRK’s access to nuclear deterrence for self-defence was entirely attributable to the U.S. and its stooge south Korean puppet forces.

The DPRK has constantly called for the withdrawal of the U.S. nuclear weapons since their shipment to south Korea and always maintained that the Korean Peninsula be denuclearized while working hard for the solution to the nuclear issue.

Far from responding to the DPRK’s sincere efforts, the U.S. prodded some circles of the International Atomic Energy Agency to create sort of “discrepancy” of nuclear materials and forced the DPRK to receive special inspection. It also resumed Team Spirit joint military exercises and openly increased the danger of a nuclear war.

The DPRK has made sincere efforts for the settlement of the nuclear issue on the peninsula through direct talk with the U.S. directly responsible for the issue.

The DPRK’s efforts for the peaceful settlement of the nuclear issue through dialogue have faced a serious challenge as junior Bush administration took power in the U.S.

The U.S. hostile policy toward the DPRK has remained unchanged under the present Obama government.

The Obama administration kicked up anti-DPRK nuclear racket, calling the DPRK’s peaceful satellite launch that was recognized by international law “a long-range missile launch”. This made the nuclear issue on the Korean Peninsula more serious one.

The situation eloquently proves that the DPRK was just when it decided to access nuclear deterrence for self-defence to cope with the U.S. nuclear threats.

The memorandum warned that the U.S. and the south Korean puppet forces should know that they will get nothing but destruction and disaster for their provocative anti-DPRK nuclear racket.

The CPRK released “information bulletin” #1021 on 7 March (Friday).  The English language version is as follows:

The army and people of the DPRK are poised for a final do-or-die battle in the spirit of annihilating enemies after the statement was made public by a spokesman for the Supreme Command of the Korean People’s Army.

The south Korean puppet military hooligans engrossed in confrontation and provocation are running reckless, unaware of the gravity of the situation and the ensuing catastrophic consequences.

On March 6, the puppet Joint Chiefs of Staff let the chief of the operational department clarify south Korea’s stand with regard to the statement of the Supreme Command of the Korean People’s Army.

The military hooligans described the Key Resolve and Foal eagle war drills as “annual exercises for defense” and called the DPRK’s crucial measures a “provocation”. They even blustered that they would “severely punish even the commanding forces” of the north, adding that “they are bracing for putting it into practice.”

They even bluffed that they would target the supreme headquarters of the Korean revolution, openly touting “punishing the commanding forces”, a serious act of provoking an all-out war.

In April last year, they openly aired the footage of missile attack, calling for “striking the window of office in Pyongyang.”

It is tragedy of the nation that the group of cursed traitors like Lee Myung Bak is still at large even though they deserve divine punishment for the heinous crimes they already committed against the nation.

The enemies of the nation who dare point their finger at the sky can never go scot-free.

It is the fixed determination of the army and people of the DPRK to certainly deal sledge-hammer blows at the group of traitors who seek to harm the headquarters of the revolution, which represents the supreme dignity of the DPRK.

The puppet military group dares make rhetoric, unaware that the stronghold of confrontation and treachery Chongwadae, and Seoul will be blown up at a time when they attempt “punishing the commanding forces of the north”.

The DPRK solemnly stated to the world that from the moment when the Korean Armistice Agreement is nullified due to the moves for provoking a war of aggression by the U.S. imperialists and the puppet warmongers, the DPRK will mount Korean style strike of justice at the provocateurs without hesitation.

The revolutionary armed forces of the DPRK, already put on a high alert, are waiting for an order for great advance for national reunification, determined to blast the strongholds of aggression with prompt and fatal retaliation, should the provocateurs make even the slightest move.

The reckless moves of the puppet warmongers for confrontation with the DPRK will accelerate their most miserable end.

Neither the U.S. nuclear umbrella which the puppet forces trust in as the savior nor international cooperation will be able to save the group of traitors to the nation.

The aggressors, provokers will meet a final ruin for provoking the DPRK for no reason.

This history of landmark turn is associated with the lifetime indefatigable efforts of Kim Il Sung and Kim Jong Il who led them every step of their way, attaching greater importance to their wisdom and strength than anybody else.”   According to KCNA ” the meeting discussed the tasks before the mothers and women to creditably discharge their mission for the prosperity of the country and harmony and happiness of society and families and the ways to do so.”

On 16 November (Friday) the DPRK will celebrate its first Mothers’ Day.  16 November 2012 is the 51st anniversary of the First National Meeting of Mothers held on 16 November 1961.  During the first meeting of mothers Kim Il Sung’s essay “The Duty of Mothers in the Education of Children” was released.  1961 holds some significance in the annals of the Kim Family.  In April 1961, the Ch’o’llima statue was unveiled in Pyongyang, one of the first large monuments of kwangpok politics.    For three weeks during April and May 1961, according to the official chronicles, Kim Jong Il fulfilled his university student manual labor requirement at the Pyongyang Textile Machine Factory.  Also in May 1961 the Committee for the Peaceful Reunification of Korea (f.k.a. Committee for the Peaceful Reunification of the Fatherland) was established.  In July 1961 then-Chinese Premier Zhou Enlai and Kim Il Sung signed the DPRK-China treaty.  1961 was also the year that Kim Il Sung disseminated two agricultural policies, the development of fruit farming (at an April KWP Central Committee enlarged meeting in Pukch’o’ng County in South Hamgyo’ng Province) and the dissemination of a rural agricultural management policy in December.

The Second National Meeting of Mothers occurred on  29 September 1998, days after Kim Jong Il formally assumed the DPRK government’s highest office of National Defense Commission Chairman.  A 27-year gap between mothers’ meetings might be explained as an early, oblique attempt to venerate Kim Jong Un’s mother Ko Yong Hui and establish, in the DPRK’s political culture, the legitimacy of the KJI-Ko family lineage.  The Third National Meeting of Mothers occurred on 24 November 2005, the year after Ko’s death.  The revival of the mothers’ meetings promoted–however subtly (to those “in the know”)–Ko’s importance.  But it was also a reference back to Kim Il Sung.  If Ko was linked to mothers’ meetings in 1998 and memorializing her formed the basis for the 2005 meeting, it aligned her son (at that time a toss-up between Jong Chol and Jong Un) directly with KIS’ treatise on the role of mothers in the DPRK from 1961 while also symbiotically associating the eventual hereditary successor with both KIS and KJI’s accomplishments from that year.

During this cursory flip-through of the Kims’ binders full of women, there are some other interesting similarities.  Like the second national meeting of mothers in 1998, the 4th national meeting occurred after Kim Jong Un formally assumed the supreme leadership position in the DPRK.  Throughout 2012, as part of KJU’s transition and power consolidations, a number of social and constituency groups (which reside under the KWP Workers’ Organizations Department) have gathered in Pyongyang.  The similarities in 1961 and 2012 are even more salient; as in 1961 the country has begun implementing (and retracting?) agricultural policies, a series of monuments to KIS and KJI have been erected in line with kwangpok politics, and the DPRK and China appear to be continuing amicable and substantial relations.

CPRK Statement Labels Satellite Interception Attempt “Act of War”

6 Apr

The Committee for the Peaceful Reunification of Korea (CPRK; formerly known as Committee for the Peaceful Reunification of the Fatherland) released a statement on 5 April (Thursday) saying that an attempt to intercept the U’nha-3/Kwangmyo’ngso’ng will be construed as “an act of war.”  KCNA reports:

A spokesman for the Committee for the Peaceful Reunification of Korea issued the following statement on Thursday: The South Korean puppet forces recently bluffed that they would “intercept” the DPRK satellite Kwangmyongsong-3, disclosing their attempt to make a fresh military provocation.

The group of traitors aligned with the U.S. is saying that it would track the orbit of the DPRK’s satellite projectile with the mobilization of war hardware including various monitoring machines, missiles and Aegis destroyer, and intercept the satellite in case its debris fall out.

The U.S. is now busy making the emergency transfer of an ultra-modern maritime radar base “SBX-1″ from Hawaii for the purpose of tracking and monitoring satellite and backing its interception. Meanwhile, Japan is making reckless remarks that it would intercept the DPRK satellite if its propeller body drops on Japan’s archipelago.

The puppet military warmongers worked out the “plan for mounting strike on corresponding targets” while talking about “assault” and “possibility of provocation” from someone. They did not hesitate to let loose a spate of such balderdash as “striking Pyongyang”.

The military warmongers including Kim Kwan Jin, puppet minister of Defence, openly blustered that they would attack Pyongyang if Seoul is attacked, claiming that now it has become possible to independently “punish” in line with the “right to self-defence”. They used to say in the past they could not but restrain themselves in the face of attack by the north due to the belligerence regulations of the Armistice Agreement and the relations with the “UN Command”.

The reckless racket for provocation kicked up by the puppet group of traitors is a dangerous act of causing an all-out war as it is a last-ditch effort of persecution maniacs.

The DPRK’s peaceful satellite Kwangmyongsong-3 is for the development of science and technology, whose legitimacy and transparency will be fully ensured in the whole course of its launch. The world already knows about this.

Several decades have passed since mankind launched the first satellite and thousands of satellites were put into outer space ever since. But there was no one who stoked confrontation recklessly trying to intercept the satellite for peaceful purposes.

A saying goes “only stick is seen by crazy dog”. Those obsessed by the idea of escalating confrontation with the DPRK and hostility towards it seem to regard the DPRK satellite as a nuclear war-head.

To intercept the satellite for peaceful purposes is just an act of war and it is bound to entail tremendous catastrophe.

What matters is whether the provocateurs are concerned about the consequences.

Their call for “strike at Pyongyang” is just hysteria of the puppet war-like forces.

Nobody should dare encroach upon the sky above

Pyongyang, sacred capital of the DPRK, and they are gravely mistaken if they think they can survive after attacking Pyongyang.

It would mean the miserable end of the puppet group and end of everything in South Korea.

Nevertheless, the puppet group is kicking off the racket of military provocation under the pretext of “interception” and “strike”, asserting that it would not rule out a war and going in league with its master. This is nothing but a ridiculous bid to hamstring the DPRK satellite launch at any cost and comfort its clan in fear of the powerful retaliatory strike by the DPRK.

Lurking behind this is the ulterior intention of the puppet group to justify the confrontation and war moves through the aggravation of the situation, intensify the anti-DPRK smear campaign, calm down the discontented south Koreans, divert elsewhere the public opinion and thus tide over the ruling crisis and create a favorable atmosphere for the “general election”.

The reality more vividly shows that South Koreans can neither lead a happy life even a single day nor escape from the danger of a war as long as such confrontation maniacs as Lee Myung- bak group are allowed to exist in south Korea.

The group of traitors should be well aware of what the “interception” and “strike at Pyongyang” would mean.

The army and people of the DPRK will never pardon the enemies’ attempt of reckless military provocations.

Whoever intrudes into the territorial air and seas even an inch under any pretext and intercepts the DPRK satellite or collects its debris will meet immediate, resolute and merciless punishment by the DPRK.

The DPRK will mete out the unimaginable and the most miserable punishment to its rival if it dares fire into the sky above the DPRK, Pyongyang, in particular.

The cause of war must be rooted out without mercy.

The group of traitors had better bear in mind the grave consequences to be entailed by its reckless provocations.

Meanwhile, on 6 April (Friday), KCNA added another essay to its growing collection of news items and writings on what it terms “peaceful development and use of space.”

Several countries have become more brisk in their moves to develop and use the outer space since the outset of 2012.

On Feb. 6, China opened to public a video footage of the moon that has 7m-resolving capability, taken by the lunar satellite “Change 2″.

The State Administration of Science and Technology for National Defence of China said no country has ever made public a video footage of the moon that has 7m-resolving capability and contains its whole surface.

With a plan to launch 21 rockets with 30 satellites atop this year, China has already succeeded in launching four of them.

China set higher goals such as launching and operating its own space station and blasting off a satellite to prospect Mars till 2020 and has made positive efforts to put them into practice.

Russia announced an 18-year plan for developing space at the beginning of this year and has stepped up the work for development and use of the space.

It envisages a manned flight to the moon and landing on it as well as a long-term research.

It also contemplates operating a research center on Mars and manufacturing a transport spaceship that can be used several times to increase the efficiency of the international space station.

Russia has pressed ahead with the work to increase its satellites on the orbit and decrease the danger of meteorites and comet likely to affect the earth.

Iran succeeded in putting satellite Navid into its planned orbit in February this year in the wake of the successful launch of its first satellite in June of 2011. It is said that the weight of Navid is over treble that of the first one.

Vietnam, Venezuela, India, Nigeria, Argentina, Pakistan, Kazakhstan, Mexico, the Netherlands, Turkey, Poland and many other countries have shaped aggressive space policies and development plans to suit their actual conditions and foundations and set about conquering space. Cooperation and assistance are being boosted among them.

Some countries in the world are taking bold approaches towards establishing and reinforcing their own global position systems, independent on the U.S. GPS.

China that planned to complete the global position system “Beidou” till 2020 is set to operate the system late this year.

Russia is also mulling reinforcing its own global position system “Glonas”.

It successfully blasted off space vehicles needed to establish the system late last year, making it possible to send position signals nonstop throughout the globe.

Russia aims at making “Glonas” superior to GPS. It is assertion of Russia that “Glonas” should not be inferior to GPS in all indexes but should be better than the latter.

The European Union invested a huge amount of fund in research and development of satellite flight in an effort to build infrastructure for the Galileo global position system and improve the service for flight.

It is said that the system is likely to go fully operational by 2018 and compete with the GPS and “Glonas”.

The facts go to prove that the global space science and technology have made rapid progress and it has become a trend in the 21st century to develop the outer space, common wealth of mankind, for peaceful purposes.

The international community’s approach towards peaceful development and use of the space will get more brisk and multi-polar.
