DPRK state media reported on 23 May (Thursday) that DPRK Cabinet Premier Pak Pong Ju visited the construction of the Korean People’s Army [KPA] Breeding Station #621, which will breed grass-fed livestock such as goats.  Kim Jong Un (Kim Cho’ng-u’n) was reported on 20 May (Monday) to have visited the breeding station and initiated its construction.  After KJU’s visit, the construction project was described as “the soldier-builders are bringing about innovations in every construction site in order to build the station at the highest level.”  Pak, joined DPRK Vice Premier and State Planning Commission Chairman Ro Tu Chol, toured the buildings under construction by KPA service members and “encouraged them” before convening a meeting of KPA construction managers and personnel.  According to KCNA, Pak “underscored the need to step up the construction of breeding pens, folds, a goat institute, dwelling houses, etc., bearing in mind the intention of Kim Jong Un, who made a long and tiresome journey to provide good diet to the soldiers.”  The meeting also “underlined the need to finish the construction of the breeding station as early as possible and called on the Cabinet and other relevant units to ensure a timely supply of necessary raw and other materials and fuel to the construction sites.”

Two weeks after being removed from office as the DPRK’s defense minister, Gen. Kim Kyok Sik has been appointed Chief of the Korean People’s Army [KPA] General Staff.  Gen. Kim had been appointed Minister of the People’s Armed Forces, the country’s equivalent to defense minister, in November 2012 and held that position until early May 2013.  On 13 May, DPRK state media identified Gen. Jang Jong Nam  as Minister of the PAF.  Gen. Kim’s removal from office, after only seven months in the position, caused a feverish amount of speculation among Pyongyang watchers some of whom interpreted his removal from office as a “purge.”  Gen. Kim replaces Gen. Hyon Yong Chol, who was appointed Chief of the KPA General Staff in July 2013 after the removal of VMar Ri Yong Ho.  There is no word as to whether Gen. Hyon was dismissed with prejudice or if he had been assigned another position in the KPA.  One of Gen. Hyon’s last observed appearances was in late April 2013 when he attended Kim Jong Un’s (Kim Cho’ng-u’n) visit to the Haedanghwa Health Complex in Pyongyang.

Gen. Kim Kyok Sik was identified as the new head of the KPA General Staff in a Korean Central Television report about VMar Choe Ryong Hae’s 22 May (Wednesday) departure from Pyongyang Airport to visit China as the “special envoy of Kim Jong Un.”  Gen. Kim previous served as Chief of the KPA General Staff from 2007 to 2009.  He is the second DPRK elite to be appointed to a senior position that he previously held; the other member of the central leadership to be reappointed to his old job was Pak Pong Ju, who was appointed DPRK Cabinet Premier on 1 April 2013, having served as DPRK Premier from 2003-2007.  2007 was the same year that Kim Jong Un become a viable candidate as the late leader Kim Jong Il’s hereditary successor.

Kim Kyok Sik’s replacing Hyon Yong Chol marks the third senior KPA personnel turnover in two weeks (with Jang Jong Nam replacing Kim at MPAF, and Col. Gen. Jon Chang Bok replacing VMar Hyon Chol Hae as 1st Vice Minister of the People’s Armed Forces), and the eighth observed personnel change to the KPA’s high command since Kim Jong Un formally assumed the supreme leadership in January 2012.  Pyongyang watchers might be forgiven if they find themselves reaching for the Dramamine with the latest change at the top of the KPA.  Finding an easy rationale behind these personnel changes would be, to paraphrase one of our most astute Kumsusanologists, “shallow and misleading.”

DPRK state media reported that Kim Jong Un (Kim Cho’ng-u’n) and his wife Ri Sol Ju (Ri So’l-chu) visited the Myohyangsan (Mount Myohyang) Children’s Camp in North P’yo’ngan Province on 19 May (Sunday).  KJU’s last reported public appearance was his visit to Ryongmun Liquor Factory.  Attending the visit to the children’s camp with KJU and RSJ were VMar Choe Ryong Hae (Director of the Korean People’s Army [KPA] General Political Department), Choe Hwi (Senior Deputy [1st Vice] Director of the Korean Workers’ Party [KWP] Propaganda and Agitation Department) and Pak Tae Song (Deputy KWP Department Director).  KJU began his visit to camp looking at a stone monument of a quotation by KJU’s paternal grandfather, late DPRK President and founder Kim Il Sung.  According to KCNA, Kim Jong Un noted that “Kim Jong Il proposed on number of occasions the task for successfully rebuilding the children’s camp and personally examined its design in the last period of his life” and he “underscored the need to newly build the camp to be proud of in the world as early as possible and thus carry out without fail the behest of Kim Jong Il who made so much effort to provide a better camp to children.”

Kim Jong Un and Ri Sol Ju toured the camp where they saw “bedrooms, the room for disseminating knowledge about camping, room for the Children’s Union, room for cultural information service, room for the preservation of gifts, music room, dinning room and hall to learn in detail about children’s camping.”  According to KCNA, Kim Jong Un said “to build the camp as required by the era of Military-First politics (So’ngun) is an important work for realizing the lifelong desire of the great Generalissimos Kim Il Sung and Kim Jong Il who did everything for the children as their tender-hearted father all their lives. He called for newly building the camp instead of remodeling it.”  Referring to the songs “We Are the Happiest in the World” and “General to Front, While Children to Camps,” Kim Jong Un said “I remember the loving care shown by the Generalissimos for posterity whenever I listen to those songs. There is a mountain of work to be done for building a thriving nation, but we must not spare investment in the building of camps. It is the determination of the party to excellently remodel not only this camp but all other camps, children’s palaces and children’s houses across the country.”

According to KCNA, Kim Jong Un also remarked that “when remodeling camps across the country, it is necessary to spruce up camps at the foot of mountains to match their landscape and those camps on seaside to do its landscape, and to this end it is important to work out designs well.”  KJU also “noted that the main objective of the revolution being made despite manifold difficulties and trials is to bring happiness to the children and it is necessary to enable them to lead a happy life with no more desire in the world.” Kim Jong Un met with some of the campers and posed for commemorative photos with them.

After arriving at the factory, Kim Jong Un was briefed about its construction and he remarked that “a modern liquor factory was built as required by the new century and the production of liquor is kept going at a high rate, adding that one more instruction of leader Kim Jong Il has been implemented.”  KJU toured the water-filtration and “after being told by officials that it uses spring water gushing out between natural rocks hundreds of meters away from the production site and the volume of spring water and its physical and chemical nature remain unchanged in all seasons, he learned in detail about the technological features of water filtering process including chlorine filter, ferromanganese filter, quartz sand filter, soft water filter and activated charcoal filter.”  He also toured the distillery and packing facility.  According to KCNA, Kim Jong Un “underscored the need to design trademarks better” and said, “it is important to design trademarks well as they are widely used for guaranteeing the quality of products and making ads.”  He also “underscored the need to put the packing process on a higher level of automation in order to save the manpower and cut down production cost” and “called for establishing a modern general command system to more scrupulously organize business management and operation activities.”

Kim Jong Un also visited a shop that sell the alcoholic beverages and an exhibition of the factory’s products.  According to KCNA, KJU “underscored the need to seal them more tightly and take strict measures for ensuring proper temperature and humidity so that their good quality may be preserved” and “specified tasks to be fulfilled to produce, manage and operate the factory and ways for doing so.”  After his tour of the Ryongmun Liquor Factory, Kim Jong Un posed for a commemorative photograph with the factory’s managers and employees.

Jon replaces VMar Hyon Chol Hae, a former close military aide to Kim Jong Il.  VMar Hyon was appointed 1st Vice Minister of the People’s Armed Forces in April 2012 and was also elected a full member of the Korean Workers’ Party [KWP] Political Bureau and a member of the Party Central Military Commission.  From 2007 to 2012, VMar Hyon was director of the National Defense Commission [NDC] Standing Bureau, which was responsible for logistical and security arrangements for Kim Jong Il and Kim Jong Un field inspections of KPA units.  During the 3rd Party Conference in September 2010, Hyon sat in the gallery to Kim Jong Un’s left.  From 1995 to 2007 VMar Hyon was a deputy director of the KPA General Political Department, with responsibility for organization.  From 1986 to 1995, Hyon served as Director of the KPA General Logistics Department (under the Ministry of the People’s Armed Forces).  He was reappointed Director of the GLD in April 2012, replacing Jon Chang Bok.  It is not clear if Hyon has been removed from his GLD position, which may have been reclaimed by Jon Chang Bok.  It is not clear if Hyon’s removal from office is an actual “purge” or if it is tied to the last week’s dismissal of Gen. Kim Kyok Sik as Minister of the People’s Armed Forces.

Hyon is the latest DPRK elite affected by a series of personnel changes in the party, the government and security organizations.  In February 2013, Col. Gen. Choe Pu Il replaced Gen. At the art studio Kim Jong Un reviewed paintings and other art works which will be installed in the renovated Victorious Fatherland Liberation War (Korean War) Museum when it reopens in July 2013.  According to KCNA, KJU “noted that creators have truthfully portrayed the personality of the President as an invincible and iron-willed commander, a peerless strategist and tender-hearted father of the service personnel and the people, adding he felt as if he were watching his photos” and “watched again and again such works portraying the President in the period of the Fatherland Liberation War as ‘The great leader Comrade Kim Il Sung planning an operation’, ‘The great leader Comrade Kim Il Sung teaching a new combat method’ and ‘The great leader Comrade Kim Il Sung laying down a policy of using tanks to commanding officers of the KPA.’  He praised the creators for having successfully dealt with the principle of historicism and the phases of those times.”  KJU remarked that “watching photos of the President and the works depicting him in the war period to be displayed in the museum would help the visitors keenly realize how a great victory was won in the war and where was the source of the indomitable mental strength displayed by the service personnel and the people of the DPRK” and “told the creators to consider this principle as a rule in creating such works.”  KJU also “specified the orientation and ways which would serve as guidelines for creating such works and further developing the Chuch’e-based fine art,” according to KCNA.

After the concert, Kim Jong Un “highly praised the creators and artistes of the ensemble for giving the best performance, dynamic and appealing, by creating works of great cognitive and instructive significance providing good answers to social issues in the era of Military First (So’ngun) politics through the sensitive reflection of the party’s policies” and “gave thanks of the Supreme Commander of the KPA to them.”  According to KCNA, KJU “appreciated the performance as one which fully represented the will of the people’s security persons and service personnel of the KPISF to devotedly safeguard the socialist system with arms and law, a presentation instilling great strength and courage into the audience and the one, highest in artistry and flawless in its ideological contents and appeal” and said that “it is the great honor and pride of the WPK to have such art troupe as the song and dance ensemble of the KPISF.”  Kim Jong Un also said “he enjoyed the performance very much, noting that it was good to decorate the stage with colorful and diverse numbers through the presentation of national music, squad performance and light music. Paektu nation advancing under the line of simultaneously pushing forward the economic construction and the building of nuclear force.”  The concert ended with “mixed chorus ‘The Leader and the General are Together” encore performances were given of “The Dear Home in My Native Village” and “Peace is Guaranteed by Our Arms,” at Kim Jong Un’s request.

The U’nhasu concert marking May Day instills the spirit of defending the socialist country, the will to annihilate the enemies, faith in victory and optimism into the army and people with its might as powerful as a nuclear bomb, he noted, adding it is an excellent concert electrifying the audience and fully reflecting the revolutionary stand and principle of the DPRK.

Noting “The Dear Home in My Native Village”, a wartime song strong in philosophical nature and full of patriotism, was excellently represented in the spirit of the era, he said the service personnel and people of the DPRK would turn out in a decisive battle, singing such wartime songs once the second June 25 war breaks out on this land.

“Peace Is Guaranteed by Our Arms” is a very good song which one wishes to listen again and again, he said, adding: This song fully reflects our principled stand toward the enemies who haven’t dropped their wicked design to stifle our socialist country.

Thanks to such revolutionary and militant songs as “The Dear Home in My Native Village” and “Peace Is Guaranteed by Our Arms”, our service personnel and people will win only victory in their final decisive battle against the enemies, he stressed.

DPRK state media reported on 1 May (Wednesday) that Kim Jong Un (Kim Cho’ng-u’n) inspected the Ministry of People’s Security and watched a sports contest between DPRK public health workers, on International Labor Day (May Day).  KJU’s last reported public appearance was his attendance at the DPRK premier league men’s football (soccer) finals for the Mangyo’ngdae Prize at Kim Il Sung Stadium.  First, Kim Jong Un visited the Ministry of People’s Security [MPS] and inspected Korean People’s Internal Security Forces [KPISF] Unit #2219.  Attending his visit to the MPS was VMar Choe Ryong Hae (Director of the Korean People’s Army [KPA] General Political Department) and Jang Song Taek (Vice Chairman of the DPRK National Defense Commission [NDC] and Director of the Korean Workers’ Party [KWP] Administration Department).

After arriving at MPS headquarters in Pyongyang, Kim Jong Un posed for commemorative photographs with MPS and KPISF personnel.  He also paid his respects to statues of Kim Il Sung, the late DPRK President and founder, and Kim Jong Il, the country’s late leader.  According to KCNA, KJU said “the erection of their statues at the ministry strikingly demonstrates the unshakable will of all people’s security persons and service personnel of KPISF to eternally hold the peerlessly great men in high esteem and devotedly defend the socialist system, a precious legacy bequeathed by the Generalissimos.”  He also “underscored the need for them to eternally hold the Generalissimos in high esteem as the sun of Chuch’e, firmly defend and glorify their undying revolutionary exploits with pure revolutionary conscience and strong sense of obligation.”  Kim Jong Un “gave important instructions to tighten people’s security and bolster up the combat capabilities of KPISF in every way” and remarked that “the Ministry of People’s Security and KPISF play a very important role for defending the socialist system, he said, adding that the people’s security persons and service personnel of KPISF should be deeply aware of their heavy yet honorable combat missions.”

KCNA reported that Kim Jong Un “underlined the need to strengthen the people’s security organ and the internal security forces as units defending the policies of the party, strong guardians of socialism, merciless striking forces and reliable protectors of the lives and properties of the people” and said that “the enemies are now afraid of our single-minded unity around the party more than anything else and running the whole gamut of desperate and base moves to destabilize and bring down our society.”  KJU said “now that the enemies are working hard to bar our people from trusting and following the party with pure conscience and fixed will and alienate the masses from it, it is important to intensify the struggle to frustrate their moves,” “called for devotedly defending the party, social system and people, decisively foiling the ideological and cultural poisoning and psychological warfare of the enemies and mercilessly wiping out the undesirable and hostile elements who have foolish day dreams” and he “underlined the need for the ministry and the internal security forces to make full combat preparations to annihilate the U.S. imperialists and south Korean puppet group keen to stifle the DPRK and to creditably fulfill their missions and duties in the sacred struggle to provide a firm guarantee by dint of arms and law for the implementation of the party’s line on simultaneously pushing forward the economic construction and the building of nuclear force.”  He also noted that “our Chuch’e-oriented socialist country is invincible as the Korean People’s Army and KPISF, the two revolutionary armed forces of the WPK, are firmly defending the security of the country and people.”

Kim Jong Un then inspected KPISF Unit #2219.  After his arrival, he presented the unit with a pair of binoculars and an automatic rifle during a short ceremony.  He then posed for commemorative photographs with officers and service members of the unit.  KJU toured the political education facilities, visited a mess hall, a dormitory, a cultural education classroom and a washroom.  KCNA reported that KJU was “satisfied to see good conditions in the bed room, praising the unit for keeping the wash-cum-bath room with a sauna attached neat and clean.”  During a visit to a classroom he “he underscored the need to train the soldiers to be strong in idea and faith by intensifying politico-ideological education among them.”

After his tour, he supervised a drill by the unit.  According to KCNA, Kim Jong Un “highly appreciated their success in the drill and indicated tasks for bolstering up the combat capabilities of the unit” and “expressed belief that just as the service personnel of KPISF have always did, the soldiers of the unit would display a do-or-die will and matchless courage and thus become iron shields and fierce tigers devotedly defending the party, social system and people in their struggle to decisively foil the enemies’ moves to stifle the DPRK.”
