Paek Se-pong (Paek Se Bong) is a Member of the National Defense Commission and Chairman of the Second Economic Commission (also known as the Second Economic Committee or the Second Economy Commission). He is also a member of the Korean Workers’ Party Central Committee [CC KWP], and since 2003 a deputy to the Supreme People’s Assembly. He holds the rank of KPA Colonel-General.
Paek routinely appears as a rostrum member at public events and national report meetings. As Chairman of the Second Economic Committee [SEC], Paek is the chief operating officer of the DPRK’s military industry, the country’s largest employer and economic consumer.
Paek Se-pong was born in 1938. His education and family background are not known. Paek served has held positions as a notification instructor, party committee secretary (in work places) and primary party committee secretary in the factories and subordinate bureaus of the SEC. Prior to his appointment as SEC Chairman, Paek served as the SEC’s party committee secretary.
In 2003 he was elected a member of the National Defense Commission, and became Chairman of the Second Economic Committee, replacing Gen. Kim Chol Man in both positions. Paek was elected a full member of the CC KWP on 28 September 2010 during the 3rd Party Conference. At the party conference Paek was seated in the second row of the rostrum behind Kim Jong Il. Paek was given the military rank of Colonel-General on 15 February 2012 and subsequently appeared in a KPA dress uniform at events commemorating Kim Jong Il’s birthday (16 February).
