The SPA Presidium appointed Ri Si-hong (Yi Si-hong; Ri Si Hong) as DPRK Ambassador to Germany.  Ri replaces Hong Ch’ang-il, who was appointed ambassador in Berlin in March 2006.  Hong was reported to have met with several German officials during May 2011.  Unlike most of his other DPRK colleagues in Europe, Ri will not have any concurrent, nonresident obligations to fulfill.

Yonhap, via Korea Herald, reports:

Ri Si-hong was appointed the new ambassador to the European nation under a decree of the Presidium of the Supreme People’s Assembly, the North’s legislature, according to a one-sentence dispatch of the Korean Central News Agency.

It provided no further details.

Little is known about Ri, except that he accepted a letter from a human rights group in his capacity as acting ambassador to Britain in 2003.
