DPRK state media reported on 15 May (Tuesday) that VMar Choe Ryong Hae, director of the Korean People’s Army [KPA] General Political Department (bureau) [GPD] and member of the KWP Political Bureau Presidium, inspected ongoing construction of the Pyongyang Folk Park.  This was Choe’s third reported individual public appearance.  At an inspection of Mangyo’ngdae Fun Fair with Kim Jong Un, reported on 9 May, Choe was tasked by KJU with improving conditions at the amusement park.  Choe’s recent public appearances suggest that either he or the GPD control many, if not all of, the regular KPA’s construction brigades.  KCNA reports:

Choe Ryong Hae, member of the Presidium of the Political Bureau of the Central Committee of the Workers’ Party of Korea and director of the General Political Bureau of the Korean People’s Army, Tuesday learned about the progress made in the construction of the Pyongyang Folk Park in the final stage.

The park is associated with the noble intention of the great men of Mt. Paektu to provide the Korean people with better cultural and emotional life while valuing the folk tradition.

Choe Ryong Hae learned in detail about the progress made in the construction, going round different construction sites. He encouraged the soldier-builders for their labor achievements for making innovations day by day true to the teachings given by Supreme Commander Kim Jong Un on the spot.

He stressed the need to build monumental edifices and models of relics and remains alive and create greenery well.

He underlined the need for the soldier-builders to complete on the best level the park which was initiated by leader Kim Jong Il and for which the Supreme Commander has shown concern.

DPRK is now run by a collective leadership. During KJI era, only photos and news of his guidance tours and visits were published. But now, KCNA is publishing photos and news of different high-rank DPRK officials. This may lead a change, because if many people deal with different parts of the economy and country there will be then different ideas flourish. Not expect any substantial change, but DPRK may evolve similar to Chinese system. This is, at least, a good news for the DPRK people.
