Political Bureau Meeting Held, Physical Culture and Sports Commission Formed (updated and revised)

DPRK state media reported on 4 November (Sunday) that a meeting of the Korean Workers’ Party [KWP] Political Bureau was held.  KCNA reported that “An enlarged meeting of the Political Bureau of the Central Committee of the Workers’ Party of Korea (WPK) took place here Sunday.”  Attending the meeting were the Political Bureau’s Presidium (standing committee, Political Bureau members and alternates (candidate members) and attending with observer status were “leading officials of party and armed forces organs, Cabinet, ministries and national institutions related to sports.”

The 4 November meeting of the Political Bureau established the State Physical Sports and Culture Commission, a 32-member organization which will manage sports and athletics in the DPRK.  Jang Song Taek was appointed chairman of the commission.  Director of the Korean Workers’ Party Workers’ Organizations Department Ri Yong Su, Vice Chief of the Korean People’s Army [KPA] General Staff  Gen. Choe Pu Il, and DPRK Cabinet Vice Premier and State Planning Commission Chairman Ro Tu Chol were appointed vice chairmen of the commission.

KCNA reported that the State Physical Culture and Sports Commission “would be inaugurated to control the overall sports work of the country in a unified manner. The work includes increasing social concern over physical culture and sports, putting it on a mass basis, making it part of the daily life, putting the sports science and technology on a world level and training reserve sports persons on a long-term basis, strengthening the training of sports players and national teams training for international games, vitalizing domestic sports games and ensuring material supply to the sports work.”   The decision on establishing the commission is “to put the DPRK on the level of a sports power is an important work to boost the national capabilities in every way, demonstrate the indomitable spirit and dignity of military-first (so’ngun)Korea to the whole world and make all service personnel and people push ahead with the building of a thriving socialist nation full of great national pride and self-esteem as the developing revolution requires with a historic turn being effected in accomplishing the revolutionary cause of chuch’e.”

The State Physical Culture and Sports Commission will  consist of “its chairperson, vice-chairpersons and secretary general, and its members will consist of leading officials of the party and armed forces institutions, Cabinet, ministries and national institutions of fields relevant to the sports work for the provision of party and administrative guidance to the sports work, mass physical culture and sports work, scientific research and education in sports and necessary conditions.”  It will be organized “physical culture and sports guidance commissions be organized in provinces, cities, counties and armed forces institutions” which will “manage the work of developing sports work of relevant areas and units under the guidance of the State Physical Culture and Sports Guidance Commission.”  The local organizations will consist of “chairpersons and vice-chairpersons, and their members shall consist of leading officials of the relevant units of the sports field.”
