Chae Hui Jong (1924-2013)


Korean Workers’ Party [KWP] Central Committee Member and former director of the KWP Document Archives Office Chae Hui Jong (Ch’ae Hu’i-cho’ng) has died.  Chae was the author of the DPRK’s 1984 Joint Venture Act and served as a tutor on economics to the late leader Kim Jong Il (Kim Cho’ng-il).

Chae Hui Jong’s official career began in the late 1950s as an economics teacher.  In 1958 he was a member of Academy of Social Sciences and in September 1960 appointed a dean and director of the instruction section at the People’s University of Economics.  In September 1961 he was elected a member of the KWP Central Committee and appointed a KWP department deputy director. He was elected as a Supreme People’s Assembly [SPA] deputy for the first time in 1962 (3rd SPA).  In April 1965 Chae traveled with Kim Il Sung (Kim Il-so’ng) to Indonesia.  In 1966 Chae was appointed director of the KWP Documents Office.  He had a key role in the authorship of revolutionary histories and was a member of the executive department of the 2nd Party Conference.  In 1967 he was appointed Vice Chairman of the Central Election Commission for the election of deputies to the 4th Supreme People’s Assembly.  During the 1970s Chae’s was less active in the public aspects of the DPRK’s.  He was eventual demoted and removed as a member of the KWP Central Committee

At the 6th SPA in December 1977, Chae Hui Jong was appointed Minister of Labor Administration in the DPRK Cabinet.  In January 1978 he was appointed Chairman of the DPRK-Romania Friendship Society.  He also spoke during the 2nd session (plenum) of the 6th SPA.  In May 1979 Chae led a KWP-DPRK Government delegation on a visit to the Seychelles to mark its second anniversary.  In July 1980 he headed an SPA delegation on a tour of Hungary, the GDR and Poland.  At the 6th Party Congress in October 1980, he was elected an alternate (candidate) member of the KWP Central Committee.  At a KWP Central Committee plenary meeting in June 1983 Chae was appointed KWP Secretary for Finance and Planning.

During 1983 and 1984 Chae authored the Joint Venture Act (enacted on 8 September 1984), intended to attract foreign investment and technology from western European countries.  In 1988 Chae was elected a full member of the KWP Central Committee.  In September 1988 he was appointed Minister of Labor Administration and in November of the same year was appointed Minister of Joint Venture Industry.  In 1990 Chae was elected Vice Chairman of the SPA Budget Committee.  From 1993 to 1995 Chae was director of the KWP Finance and Planning Department.  In 1995 he was appointed director of the KWP Document Archives Office, a position he held until 2013.

Chae Hui Jong was born in South Hamgyo’ng Province in 1924.  He was a communist youth activist and attended Kim Il Sung University and Moscow State University.  In the last decade of his career, he was a relatively reclusive member of the elite.  Chae Hui Jong had a cold, hostile disposition and poor social skills.
