Third Day of the 7th Party Congress

Kim Jong Un’s last observed appearance was his attendance at the second day of the 7th Party Congress

The third day of the Seventh Congress of the Workers’ Party of Korea [WPK] was held on May 8 (Sunday) continued with remarks from Kim Jong Un (Kim Cho’ng-u’n) to conclude his reading of the WPK Central Committee report to the Congress, the reading of the Central Auditing Commission report, the reading of several congratulatory messages and approval of the WPK Central Committee report.  In attendance were members of the Party Congress Presidium, the Party Congress Secretariat along with delegates and observers to the 7th Party Congress.

His concluding remarks “indicated the issues arising in implementing the tasks set forth in the [WPK Central Committee] report. According to KCNA, Jong Un said in his concluding remarks:

The main spirit of the Seventh Congress of the WPK is to give full play to the spirit of giving priority to the self-development principle under the uplifted banner of great Kimilsungism-Kimjongilism and wage a general attack and death-defying campaign and thus accelerate the final victory of the revolutionary cause of Chuch’e.

“Let the whole party, the entire army and all the people go all out for the implementation of the tasks advanced at the Seventh Congress of the Workers’ Party of Korea to fasten the final victory of the Chuch’e revolution!” This is the slogan to be held up by our Party, army and people in their struggle.

It is necessary to intensify the work of establishing the monolithic leadership system of the party on a high stage.

The whole party, the entire army and all the people should be firmly armed with Kimilsungism-Kimjongilism, get united around the Party Central Committee as firm as a rock and the party organizations at all levels should push forward this work, taking it as the key point of the party work and activities.

It is necessary to continue to carry out the party’s strategic line of simultaneously pushing forward the economic construction and the building of nuclear force.

This strategic line is the most revolutionary and scientific one reflecting the lawful requirements of building a thriving socialist nation and the specific conditions of our country.

Organizational and political work should be intensified to carry out the important tasks set forth at the 7th Congress of the WPK.

All the party organizations should purposefully and meticulously organize the political and ideological work for arousing the masses to implementing the strategic line and policy advanced by the Party Congress and conduct intensive ideological offensive by mobilizing all propaganda and agitation forces and means.

The party organizations and officials have to organize and command the work in a responsible manner in order to implement the important tasks set forth at the Congress.

The might of the great army-people unity and the might of army-people coordinated operations should be highly displayed in the drive of carrying out the tasks advanced at the Congress.

The revolutionary enthusiasm and morale of the army and people of the DPRK have been unprecedentedly raised with the 7th Congress of the WPK as an occasion.

Jong Un expressed the “conviction that the whole party, the entire army and all the people would turn out as one and courageously wage the general offensive for carrying out the grand program advanced by the Seventh Congress of the WPK and demonstrate the high dignity and invincible spirit of the great party guided by Kimilsungism-Kimjongilism.”

After Kim Jong Un delivered his remarks, a congratulatory message to the 7th Party Congress from Korean People’s Army [KPA] service members was read out.  According to KCNA, the message said:

The Seventh Congress of the WPK was a great national jubilee that proudly reviewed the history of glorious victories and prosperity the party of great Kimilsungism-Kimjongilism achieved, and a grand political festival that unrolled a bright blueprint for accomplishing the cause of socialism.

Hundreds of years have passed since the politics of parties began to be recorded in the world history of politics and the world witnessed the ruling parties that bragged about their exploits in their eras, but it is only the WPK that created an example unprecedented in human history by carrying out the gigantic socio-political tasks of national liberation and class and human emancipation, remaining undeterred by any global political tempest since its foundation, and thus brought perfect victories to the people.

It is the greatest honor and happiness of the service personnel and people of the DPRK to struggle for the final victory of the Juche revolution, while leading the most dignified life under the care of the WPK that is shining along with the sacred august names of the great Comrade Kim Il Sung (Kim Il-so’ng) and Comrade Kim Jong Il (Kim Cho’ng-il) and their undying feats and is under the seasoned and experienced leadership of the respected Comrade Kim Jong Un (Kim Cho’ng-u’n).

We will uphold Comrade Kim Il Sung (Kim Il-so’ng) and Comrade Kim Jong Il (Kim Cho’ng-il) as the eternal leaders of the party and the revolution and the sun of Chuch’e for all ages and thoroughly implement their last instructions and thus demonstrate before the whole world the dignity and honor of Kim Il Sung‘s (Kim Il-so’ng) nation and Kim Jong Il‘s (Kim Cho’ng-il) Korea.

No force on earth can check the advance of the service personnel and people of the DPRK dashing forward like the wind toward the final victory with their hearts filled with the revolutionary idea of the party, the revolutionary spirit of Paektu and the sprit of the blizzards of Paektu.

 

Then, the Central Auditing Commission [CAC] report was read out.  The report said that the Central Auditing Commission “confirmed that the party finance has properly performed its mission and duty and all financial activities have been conducted correctly on the principle of the party in the period under review on the basis of audit data and reports of the review of the work of auditing commissions submitted to the provincial party conferences.  There is a need to steadily improve the party’s financial management as required by the new era of the Chuch’e revolution.”

After the auditing report, a delegation of the Korean Children’s Union visited the Party Congress where they delivered a floral basket to Kim Jong Un and a congratulatory message to the 7th Party Congress.  After this, Party Congress delegates studied the WPK Central Committee report previously delivered by Kim Jong Un.  The 7th Party Congress unanimous adopted the WPK Central Committee report, the Congress’ first agenda item.  The 7th Party Congress “accepted the report on the review of the work of the Party Central Committee made by the respected Comrade Kim Jong Un (Kim Cho’ng-u’n) as the immortal banner which indicated the bright road for the WPK and the developing revolution and a great program that paved the path to be taken by the Chuch’e revolution for all ages and fully supported and approved it.”  The Party Congress expressed the “steadfast resolution to accelerate the victory of the cause of modeling the whole society on Kimilsungism and Kimjongilism, national reunification and the cause of global independence under the guidance of Kim Jong Un (Kim Cho’ng-u’n), holding President Kim Il Sung (Kim Il-so’ng) and leader Kim Jong Il (Kim Cho’ng-il) as the eternal leaders of the WPK in high esteem.”

According to KCNA, the 7th Party Congress said in its decision:

We will push forward the work of modeling the whole society on Kimilsungism and Kimjongilism to strengthen the political, military and economic might in every way.

All the fields will thoroughly implement the behests of the great leaders and strengthen the WPK, the state and army into those of Kim Il Sung (Kim Il-so’ng) and Kim Jong Il (Kim Cho’ng-il) forever.

We will consolidate the position of the political and military power and fly the flag of victory on the eminence of the scientific and technological power, an economic giant and a highly civilized nation.

We will take the general line of socialist construction and the principle of self-development as the constant strategic line, win a great victory in building a thriving socialist nation and successfully realize the historic cause of modeling the whole society on Kimilsungism and Kimjongilism.

We will make a new leap forward in the development of the country’s science and technology, open up an era prospering with science and bring about a revolutionary turn in socialist construction in a short span of time.

We will work out the phased strategy for the national economic development in a scientific and realistic manner and carry it out without fail and carry through the five-year strategy for the state economic development from 2016 to 2020 for the present.

We will accelerate the building of a highly civilized socialist country and thus bring up all the people to be able men for the socialist construction with profound knowledge and cultural attainments, and provide them with conditions and environment for leading a wealthy and a highly civilized life to their heart’s content.

We will accept it as the general duty to be held fast to in army building to model the entire army on Kimilsungism-Kimjongilism and thoroughly implement it.

We stand for national reunification by federal formula and will make every possible effort for peace and reunification. But if the south Korean authorities opt for a war, persisting in the unreasonable “unification of social systems”, we will turn out in the just war to mercilessly wipe out the anti-reunification forces and achieve the historic cause of national reunification, long-cherished desire of all the Koreans.

We will make positive efforts to ensure durable peace on the Korean peninsula and reunify the country by federal formula under the banners of national independence and great national unity and thus build an independent and prosperous reunified country, the common desire of all Koreans, as soon as possible.

We will regard the idea of independence, peace and friendship as the steadfast guidelines of our external activities, develop the good neighborly, friendly and cooperative relations with those countries which respect the sovereignty of the DPRK and remain friendly to it, and strive for regional peace and security and global independence.

The WPK and the DPRK government will take to the invariable path of independence, So’ngun (military-first) and socialism no matter how the situation and relationship with neighboring countries may change, and play a vanguard role as the defender of independence and justice in the struggle for global independence.

We will wage a vigorous struggle to put a definite end to the danger of a nuclear war, imposed by the US, with a powerful nuclear deterrence and defend the regional and global peace.

We will consistently take hold on the strategic line of simultaneously pushing forward the economic construction and the building of nuclear force and boost self-defensive nuclear force both in quality and quantity as long as the imperialists persist in their nuclear threat and arbitrary practices.

As a responsible nuclear weapons state, the DPRK will not use a nuclear weapon first unless its sovereignty is encroached upon by hostile aggression forces with nukes, as it had already declared, and it will faithfully fulfill its commitment to nuclear non-proliferation it made to the international community, and strive for the denuclearization of the world.

The WPK and the DPRK government will get united and cooperate with all the countries and nations aspiring after independence and loving justice, irrespective of differences in ideology and social system, and improve and normalize the relations with those countries that respect the sovereignty of the DPRK and are friendly towards it, though they had been hostile toward it in the past.

We will steadily develop the WPK into the party of Kim Il Sungand Kim Jong Il and increase its leadership role in every way and thus bring about a fresh turn in the historic struggle for modeling the whole society on Kimilsungism-Kimjongilism.

The WPK would lead with confidence our people’s revolutionary struggle and construction work along the road of victory, holding Kim Jong Un (Kim Cho’ng-u’n) in high esteem at the top post of the Chuch’e revolution.

The 7th Party Congress expressed the belief “that the entire party and all the people would get firmly united around Kim Jong Un (Kim Cho’ng-u’n) and courageously wage the general offensive and general charge for the development of the party, accomplishment of the socialist cause, independent reunification of the country and global independence under the revolutionary banner of Kimilsungism-Kimjongilism.”

After the WPK Central Committee report was adopted by the Party Congress, a delegation of the Kim Il Sung Youth League [KISYL] visited the Party Congress and presented Jong Un with a floral basket.  After this the KISYL read out a congratulatory message to the 7th Party Congress.
